About this file
This document is a draft request for proposal (RFP) for Contractor Kit Installation (CKI) 2 of the Combined Block 7.0/8.1 Modification to the United States Air Force (USAF) C-130J fleet. The USAF intends to conduct a best value, trade-off source selection to award a single indefinite-delivery, indefinite-quantity (IDIQ) contract for CKI 2. The contract will consist of a base period of performance from contract award through 31 July 2035, with annual or semi-annual task orders utilizing a forward pricing matrix. The RFP requires firm fixed-price proposals to install Block Upgrade 7.0/8.1 kits on C-130J, WC-130J, and HC-130J aircraft. The USAF has provided a bidder's library with technical orders and other documents to aid in proposal development. Feedback on the draft RFP is requested within 10 business days.

FAR Clauses Incorporated by Full Text
52.204-1 Approval of Contract. (Dec 1989)
As prescribed in 4.103 , insert the following clause:
Approval of Contract (Dec 1989)
This contract is subject to the written approval of ____[identify title of designated agency official here] and shall not be binding until so approved.
(End of clause)
52.211-8 Time of Delivery. (Jun 1997)
As prescribed in 11.404(a)(2), insert the following clause:
Time of Delivery (June 1997)
(a) The Government requires delivery to be made according to the following schedule:
Required Delivery Schedule [Contracting Officer insert specific details] Item No. Quantity Within Days After Date of Contract The Government will evaluate equally, as regards time of delivery, offers that propose delivery of each quantity within the applicable delivery period specified above. Offers that propose delivery that will not clearly fall within the applicable required delivery period specified above, will be considered nonresponsive and rejected. The Government reserves the right to award under either the required delivery schedule or the proposed delivery schedule, when an offeror offers an earlier delivery schedule than required above. If the offeror proposes no other delivery schedule, the required delivery schedule above will apply.
Offeror's Proposed Delivery Schedule Item No. Quantity Within Days After Date of Contract
(b) Attention is directed to the Contract Award provision of the solicitation that provides that a written award or acceptance of offer mailed, or otherwise furnished to the successful offeror, results in a binding contract. The Government will mail or otherwise furnish to the offeror an award or notice of award not later than the day award is dated. Therefore, the offeror should compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the Contracting Officer through the ordinary mails. However, the Government will evaluate an offer that proposes delivery based on the Contractor's date of receipt of the contract or notice of award by adding (1) five calendar days for delivery of the award through the ordinary mails, or (2) one working day if the solicitation states that the contract or notice of award will be transmitted electronically. (The term "working day" excludes weekends and U.S. Federal holidays.) If, as so computed, the offered delivery date is later than the required delivery date, the offer will be considered nonresponsive and rejected.
(End of clause)
52.211-11 Liquidated Damages-Supplies, Services, or Research and Development. (Sep 2000)
As prescribed in 11.503(a), insert the following clause in solicitations and contracts:
Liquidated Damages-Supplies, Services, or Research and Development (Sept 2000)
(a) If the Contractor fails to deliver the supplies or perform the services within the time specified in this contract, the Contractor shall, in place of actual damages, pay to the Government liquidated damages of $____ per calendar day of delay [Contracting Officer insert amount].
(b) If the Government terminates this contract in whole or in part under the Default-Fixed-Price Supply and Service clause, the Contractor is liable for liquidated damages accruing until the Government reasonably obtains delivery or performance of similar supplies or services. These liquidated damages are in addition to excess costs of repurchase under the Termination clause.
(c) The Contractor will not be charged with liquidated damages when the delay in delivery or performance is beyond the control and without the fault or negligence of the Contractor as defined in the Default-Fixed-Price Supply and Service clause in this contract.
(End of clause)
52.215-21 Requirements for Certified Cost or Pricing Data and Data Other Than Certified Cost or Pricing Data-Modifications. (Alternate I)

Alternate I (Oct 2010). As prescribed in 15.408 (m) and 15.403-5(b)(1), substitute the following paragraph (b)(1) for paragraph (b)(1) of the basic clause.
(b)(1) The Contractor shall submit certified cost or pricing data, data other than certified cost or pricing data, and supporting attachments prepared in the following format: ____________[Insert description of the data and format that are required and include access to records necessary to permit an adequate evaluation of the proposed price in accordance with 15.408, Table 15-1, Note 2.
