About this file

This document is a draft Request for Proposal (RFP) for the Contractor Kit Installation (CKI) 2 of the Combined Block 7.0/8.1 Modification to the United States Government (USG) C-130J Fleet. The USG intends to conduct a full and open competitive procurement to award a single Indefinite Delivery Indefinite Quantity (IDIQ) contract for the CKI 2 effort, which will involve installing the Block 7.0/8.1 modification kits on Air Mobility Command and Air Combat Command C-130J variants.

The draft RFP includes the following key details: The contract will have a base period with annual or semi-annual task orders utilizing a forward pricing matrix, with a period of performance from contract award through 31 July 2035. The USG has established a bidder's library containing relevant Time Compliance Technical Orders and other documents to aid in proposal development. The source selection will be conducted using a best value trade-off process in accordance with FAR Part 15. The draft includes the proposed Performance Work Statement, Contract Data Requirements List, and draft contract clauses for Offeror review and feedback prior to the formal RFP release.
