1. Introduction and Purpose This market survey announcement is issued in accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy 3.2.1.2.1. This survey is issued for planning purposes only, and does not constitute a solicitation for proposals, offers, bids, and/or quotes. Responses will assist the Government in determining whether the approach to securing contracting support is practicable.

The purpose of this market survey is to gain a better understanding of Industry interest and capabilities to provide support to the FAA with a Challenger 600 Series fleet Maintenance program.

Flight Program Operations (AJF) service unit owns and operates three (3) Challenger 601, one (1) Challenger 604, and two (2) Challenger 605 aircraft that are powered by General Electric (GE) CF34‐3A1 and CF34‐3B engines. In addition, the FAA recently acquired two additional (2) 605’s, and there are plans to procure two (2) 605’s in the next two years, for a total fleet of ten (10) Challenger 600 Series jets.

The FAA contemplates a procurement of a Challenger 600 Series fleet Maintenance program. The Fleet maintenance program would include scheduled maintenance, Time Limited Work (TLW) support, engine maintenance, engine overhaul, Auxiliary Power Unit (APU) maintenance, engine and APU rental and purchase, avionics maintenance support, Aircraft on Ground (AOG)/unscheduled maintenance support services, Over and Above (O&A) support, fuel cell maintenance, and engine inspections for the Challenger 600 Series fleet. The FAA requires all tasks as described in Attachment A, of the Statement of Work (SOW).

The anticipated period of performance for this requirement will begin at contract award. Flight Program Operations requires discrepancy corrective actions and repair services to be performed, as required, on a fleet of Bombardier Challenger 600 series aircraft for a period of five (5) years, to include one (1) base year and four (4) one (1) year option periods.

2. Disclaimer A Screening Information Request (SIR)/Request for Offer may be made under a separate announcement in the future. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing vendor responses to this market survey. Therefore, any cost associated with a market survey submission is solely at the interested vendor expense.

3. North American Industry Classification System (NAICS) Code The NAICS code projected for the procurement is, 336413 – Other Aircraft Parts and Auxiliary Equipment Manufacturing.

4. Requested Information/Questions to Industry Interested sources should respond with information to confirm evidence of their qualifications and capabilities to meet the requirements as outlined in the Statement of Work (SOW), Attachment A. The FAA requests that vendors provide a Capability Statement and responses to the items below that demonstrates your capability to meet the Challenger aircraft engine overhaul and maintenance program requirements.

1. The FAA requests that vendors provide feedback to the FAA’s draft Statement of Work (SOW) using Attachment C, Maintenance Programs SOW Comment Matrix.

2. Provide a description of your business to include company size (large, small, number of employees, etc.); nature of the business; small business designation, if applicable; years in business; and registered North American Industry Classifications (NAICS) codes, if applicable.

3. Describe your corporate capabilities and any relevant experience with providing maintenance support to the Challenge 600 series aircraft accordance with the requirements identified in Attachment A. The FAA requests that vendors provide feedback regarding their technical capabilities by completing Attachment B, Verification of Technical Capabilities.

4. Provide your firm fixed priced estimate to lease or purchase one (1) CF34‐3A1 and one (1) CF34‐ 3B engine along with all other terms stated in the draft Statement of Work.

5. Provide your labor hour rate associated with AOG services for both Continental United States (CONUS) and Outside Continental United State (OCONUS) support.

6. Discuss any plans to subcontract work and provide areas that may be subcontracted.

5. Submission Instructions Interested parties must provide responses in writing. Responses must be in common electronic readable format (Microsoft Word, Excel, PowerPoint, PDF).

Submittals and questions to this Market Survey shall be e-mailed to the Contracting Officert, Bill Boyer, at William.E.Boyer@Faa.gov no later than 12:00 PM EST 10/01/2022. NO PHYSICAL COPIES OR PHONE CALLS. ALL QUESTIONS MUST BE IN WRITING AND EMAILED TO THE CONTRACTING OFFICER.

Please include “MARKET SURVEY RESPONSE: AJF Challenger 605 Maintenance Program (INSERT COMPANY NAME)in the subject line of your email. Information provided will not be released but please mark PROPRIETARY on all documents submitted as necessary.

6. System for Award Management (SAM) Registration An active registration in the System for Award Management (SAM) must be obtained to be considered for government contracts with the FAA.
