SUBJECT: Aircraft Fuel Servicing Priority List
1. This memorandum establishes the priorities for fuel servicing of aircraft when more than one authorized customer requests for fuel. The 94 MXG Maintenance Operations Center (MOC) and 94 OG will follow Defense Transportation Regulation (DTR), Part 1, Appendix A to prioritize priority aircraft requests. In addition to DTR guidance, 94 MXG/MOC will use the following priority list to dispatch fuel, servicing personnel, and equipment support to authorized customers:
Aircraft/Mission Type Priority Air evacuation aircraft (Aerovac/Medevac), transient aircraft, and Presidential aircraft
Base-assigned C-130H aircraft, mission essential and/or emergency support vehicles, equipment, and facilities
Aircraft/Vehicles/Equipment assigned to tenants stationed on Dobbins ARB as specified in Host/Tenant Agreement or Inter-Service Support Agreement
All other aircraft, non-mission essential vehicles, equipment, and facilities 4
2. Should a conflict arise, the 94 OG will determine transient aircraft fuel servicing priorities.

SUBJECT: Locally Established Product Servicing Response Times
1. The 94th Logistics Readiness Squadron, Fuels Management Flight (government/contractor representatives), shall respond to requests from the 94th Maintenance Group Maintenance Operations Center (MOC) or authorized customers for alongside product servicing in accordance with the Aircraft Fuel Servicing Priority list and within locally established product servicing response times.
2. Response times are calculated from the time MOC or other authorized customers request fuel, to the time the fueling unit arrives at the servicing location, or at the first servicing location in a multi-dispatch series.
Table A. Aviation Response Times:

Aviation Fuel (Jet-A): Priority 1 < 15 minutes Aviation Fuel (Jet-A): Priority 2 < 30 minutes
3. The Fuels Management Flight will provide emergency cryogenic servicing support at the request of the MOC through coordination with the Fuels Service Center. Aircraft Maintenance personnel must confirm there are no available carts, and provide a safety representative to assist in servicing cryogenic carts. Fuels Management will fill the minimum number of cryogenic carts necessary to support the emergent requirements until the next regularly scheduled servicing period.

Liquid Oxygen Upon request < 60 minutes
4. The Fuels Management Flight will provide mobile ground products support to authorized customers for alongside equipment, vehicle, and organizational tank servicing. If the Automated Fuel Service Station is non-operational, the Fuels Management Flight shall provide mobile ground fuel support at locally designated times and locations.

Ground Fuel (diesel generator): High Priority < 60 minutes Ground Fuel (unleaded/diesel): Routine < 120 minutes

4. The Fuels Management Flight will annotate responses exceeding locally established response times in the Fuels Manager Defense (FMD) database, utilizing appropriate FMD 20 codes.
