About this file
This is a Statement of Work (SOW) and specifications document for FY27 dry ice delivery services at Corpus Christi Army Depot. The Contractor shall deliver three types of dry ice products on a recurring basis: dry ice blocks (60 lb, 10" cubes) totaling 390,000 lbs yearly delivered to 12 depot-wide locations twice weekly in 56-block shipments; dry ice slabs (60 lb, 2"x2"x10") totaling 18,720 lbs yearly delivered to T700 Engines facility (Stop #037, Building 8) twice weekly in 3-slab shipments; and dry ice pellets (33 lb bundles) totaling 3,432 lbs yearly delivered once weekly to Rotating Electric facility (Stop #077, Building 8) in 2-bundle shipments.
The Contractor must comply with all applicable OSHA standards, Army Regulation 385-10, and USACE Safety and Health Requirements Manual (EM 385-1-1) as this is classified as a hazardous material logistical service. Within 15 days of contract award and prior to first delivery, the Contractor shall submit a site-specific Accident Prevention Plan (APP) and detailed Activity Hazard Analysis (AHA) to the Contracting Officer's Representative for formal approval by the CCAD Safety and Occupational Health Office. The APP and AHA must explicitly address asphyxiation hazards (CO2 accumulation prevention in elevators and confined spaces with portable monitors), cryogenic hazards (mandatory PPE including cryogenic gloves and face shields for delivery drivers), safe material handling through active industrial areas, and emergency response procedures for spills and injuries. The Contractor must provide a current Safety Data Sheet for solid carbon dioxide and certify that all delivery personnel are trained on cryogenic and asphyxiant material hazards before any deliveries commence.

ADDITIONAL REQUIREMENT: SAFETY and HAZARDOUS MATERIAL HANDLING
Due to the volume and nature of the material (solid carbon dioxide), this requirement is classified as a hazardous material logistical service. The Contractor shall comply with all applicable OSHA standards, Army Regulation (AR) 385-10, and the USACE Safety and Health Requirements Manual (EM 385-1-1).
1. Accident Prevention Plan (APP) & Activity Hazard Analysis (AHA):
Within 15 days of contract award and prior to the first delivery, the Contractor shall submit a site-specific Accident Prevention Plan (APP) directly to the Contracting Officer’s Representative (COR) for formal approval.
• The COR will route the submittal to the CCAD Safety and Occupational Health (SOH) Office for technical review and an acceptance recommendation.
• The APP must include, as an appendix, a detailed Activity Hazard Analysis (AHA) covering the offloading, internal routing, and delivery of dry ice to all designated locations.
• No deliveries shall commence until the APP and AHA are formally approved in writing by the
COR.
2. Required Mitigation Elements:
The APP and AHA must explicitly detail standard operating procedures and mitigation strategies for:
• Asphyxiation Hazards: Procedures to prevent CO2 accumulation during transit through confined spaces, hallways, and specifically passenger/freight elevators (e.g., prohibiting personnel from riding in elevators alongside bulk dry ice, requiring portable CO2 monitors).
• Cryogenic Hazards: Mandatory Personal Protective Equipment (PPE) for delivery drivers (e.g., cryogenic gloves, safety glasses/face shields).
• Material Handling: Safe navigation through active industrial areas (e.g., Rotary Wing, Hydraulics, 2nd Floor Bldg. 49).
• Emergency Response: Contractor procedures for handling accidental spills, severe off-gassing events, or cryogenic injuries on the installation.
3. Training Certification and Safety Data Sheet (SDS):
• The Contractor shall provide a current SDS for solid carbon dioxide prior to the first delivery.
• The Contractor shall certify in the APP that all delivery personnel are properly trained on the hazards of handling cryogenic and asphyxiant materials.
