About this file

This is a Draft Performance Work Statement (PWS) for a Multi-Platform Sustainment Engineering Services and Support Contract for the Air Force Sustainment Center. The contract is for engineering services supporting multiple weapon systems including B-1, B-2, B-52, C-17, E-3, F-15, KC-135, KC-46, and AGM-86. The contract will consist of one 1-year base ordering period and four 1-year option periods, with Boeing as the sole source contractor.

Key requirements include providing onsite technical engineering personnel at Tinker Air Force Base, supporting technical inquiries, performing drawing cleanup, preparing engineering assignments, and delivering various reports and documentation. The contractor will be responsible for configuration management, quality assurance, and system engineering across multiple aircraft platforms. The contract will require six engineering contract manpower equivalents, with engineers specifically skilled in areas like electrical systems, propulsion, flight controls, avionics, and support equipment. The solicitation is a draft release to allow contractors significant time to prepare and submit proposals, with the intent to enable comprehensive and detailed responses.

1.1 RECURRING ENGINEERING SERVICES

The Contractor shall provide engineering services as defined in the specific Technical Inquiry (TI), B-1 Horizontal Stabilizer Technical Inquiry (HSTI), Commodities Drawing Cleanup, and Engineering Assignment (EA). The Contractor shall supply the resources needed to effectively and efficiently manage the accomplishment of the task covered by the requirement. Resources shall include: Contractor design, modification, and production data, along with personnel with special skills such as aerodynamics, structural and electrical design, stress analysis, corrosion, maintenance planning, non-destructive inspection, technical writing, and Federal Aviation Administration (FAA) Designated Engineering Representatives (DER) or Engineering Unit Member(E-UM).

Note: The only persons who may request services within the scope of an authorized engineering assignment are the Procuring Contracting Officer (PCO) or their delegate as listed in the attachment.

Only the PCO may approve changes in any of the requirements under this contract. Any change made at the direction of any other person will be considered to have been made without direction.

1.1.1 Weapons System Support

The Contractor shall provide engineering services to maintain a continuous engineering program in support of the commodity type items used on, but not limited to, B-1, B-2, B-52, C-17, E-3, F-15, KC- 135, KC-46 and AGM-86 for which the original equipment design activity, or the original design specification activity retains the data rights, or the items exist under a Proprietary Limited Rights legend.

Any activity related to a FAA certificated part, specifically including KC-46 parts, shall appropriately utilize a DER or E-UM.

1.1.2 Program Management

1.1.2.1 The Contractor shall provide program management to ensure planning, scheduling, control, and performance of the recurring engineering services requirements. Program management may include conducting management reviews with the Government of the construction of schedules, Funds Expenditure Reports (FERs), spend plans, periodic Task Status Reviews (TSRs) to assure all products and services are accomplished and delivered per the specific requirements. Track and evaluate all recurring engineering services for compliance with cost, schedule, and performance requirements utilizing a data management system (henceforth referred to as the data system).

1.1.2.2 The Contractor shall provide for, via the data system, the integration, integrity and availability of data to facilitate information sharing between the Contractor and the Government. Make the information available for reviews to assist in managing schedule, cost and performance. This includes the tracking of EA submittals, revisions, letters, deliverables, closures, events, and other actions as specified in each recurring engineering service. Performance thresholds are listed in paragraph 1.2.

NOTE: The data system Commodities Engineering Data Management System (CEDMS) is an automated program management system hosted on a Contractor server that is available for sharing across processes and platforms under this contract.
