About this file

This is a Draft Request for Proposal (RFP) for the Department of War Language Interpretation and Translation Enterprise III (DLITE III), Contract Number W50NH9-27-R-A002, issued by Army Contracting Command - Detroit Arsenal. The Government is soliciting feedback on this draft before issuing the final solicitation, with questions due by August 25, 2026 at 1200 EST. The contract is an Indefinite Delivery/Indefinite Quantity (IDIQ) vehicle with a five-year base ordering period and one optional five-year ordering period, for a total of ten years, with a program ceiling of $3.5 billion. The Government anticipates awarding multiple IDIQ contracts to provide foreign language interpretation, translation, and transcription services to support Department of War Enterprise operations worldwide, including military training, field exercises, humanitarian operations, and intelligence support functions. Task orders will employ various pricing structures including Firm Fixed Price, Cost Plus Fixed Fee, Cost Plus Incentive Fee, Time and Materials, and Labor Hour arrangements, with a minimum task order value of $5,000 and a minimum guarantee of $5,000 per awardee in the first year. Each awardee will receive a $5,000 guaranteed minimum task order requiring a presentation on Small Business Subcontracting Plan and Small Business Prime Participation Plan goals.

The contract is structured around two mission areas: Train and Sustain Operations (set aside for small businesses) and Force Projection Operations (full and open competition). Required linguist services include direct interpretation, transcription, translation, sign language interpretation, and ancillary services such as cultural familiarization training and analysis. Linguists must meet specific proficiency standards based on their category (Category I for non-cleared local or third-country nationals; Category II for U.S. citizens with interim SECRET clearance; Category III for U.S. citizens with TOP SECRET/SCI clearances), pass language skills testing within nine months of submission per the Interagency Linguist Roundtable (ILR) scale with minimum scores of 3, and undergo annual re-certification. The Contractor must maintain a CONUS-based Program Management Office with regular hours of operation, provide 24/7 corporate availability, implement comprehensive quality control and security programs compliant with NISPOM and Defense Counterintelligence and Security Agency requirements, and manage robust linguist recruitment and retention pipelines accounting for government security vetting rejection rates up to 40%. Performance requirements emphasize achieving specified staffing levels, customer responsiveness within defined timeframes, maintaining accuracy standards, and demonstrating effective personnel management and operational logistics capabilities.

Specific contract type for each task order will be identified during Request for Task Order Proposals (RTOP).

Task orders on a Time and Materials or Labor-Hour basis will be permitted on a limited basis when it is determined to be the best contract type to use. The Government will decide the contract type for each task order based upon the need, type and complexity of the requirement, schedule, and regulatory guidance.

Section C - Description/Specifications/Statement of Work

C.1 Performance Work Statement Overview.

C.1.1 Non-Personal Services. This is a non-personal services contract to provide foreign language interpretation, translation, and transcription services. The Government will not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government.

C.1.2 Background. In October 2005, the Department of Defense (DoD, now Department of War, DoW) designated the Army as the DoD Executive Agent for contracted foreign language support.

The Secretary of the Army (SECARMY) subsequently delegated responsibility to the Deputy Chief of Staff (DCS) G-2 for identifying and managing DoD Enterprise foreign language service support requirements. Furthermore, the SECARMY designated U.S. Army Intelligence and Security Command (INSCOM) as the supporting agency responsible for providing acquisition solutions for identified foreign language service support requirements in accordance with AR-11-6. The DoW Enterprise is defined as the Military Departments, the Joint Staff, the Combatant Commands, the Defense Agencies, the DoW Field Activities, and all other organizational entities within the DoW (hereafter referred to collectively as the "DoW Enterprise") unless exempted per DoD Directive 5160.41E.

C.1.3 Strategic Languages List (SLL). Based on national security and defense strategies, and representing the collective needs of the Military Services, the DoW SLL projects language priorities to focus resources for training, recruiting and manning. In accordance with DoD Directive 5160.41 E, the Under Secretary of Defense for Personnel and Readiness publishes a DoW SLL and updates it as required. DoW's SLL is prioritized into "Immediate" and "Emerging" categories. The Department of War Language Interpretation and Translation Enterprise III (DLITE III) aims to support the DoW Enterprise by providing a centralized acquisition vehicle to provide contract linguist support services in support of National Security objectives.

C.1.4 Purpose. Through the DLITE III acquisition, the Government seeks to centralize its management of contract foreign language support to promote a coherent DoW-wide program, advance Defense Language Program objectives, and avoid duplicative efforts. The need for foreign language support is greater than the Army's ability to resource with military-trained linguists. As a result, contract linguists are needed to perform work in support of a wide variety of military activities ranging from international conferences and criminal legal proceedings to real world military operations and intelligence support functions. The primary objective of the DLITE III program is to get the right linguist, to the right location, at the right time to perform interpretation, translation, and/or transcription services. Services are available to DoW and other Government departments/agencies/offices in support of national objectives.

C.1.5 Mission Areas. The DLITE III Performance Work Statement (PWS) is aligned with the Army Regionally Aligned Readiness and Modernization Model (ReARMM) process. ReARMM provides Army units to Combatant Commands (COCOM) and civil agencies that align regionally to meet current Joint Force demand while preparing the force for the future. Implementation of ReARMM

W50NH927RA002

will allow active-duty, Guard and Reserve forces to generate and project power during times of competition, crisis and conflict, all while simultaneously implementing change through scheduled modernization and training windows. These operational requirements focus the prioritization and synchronization of institutional functions to recruit, organize, man, equip, train, sustain, mobilize, and deploy units on a cyclic basis. Simultaneously, Army institutional adaptations to ReARMM maximize potential efficiencies while ensuring effective capabilities are built to support operational requirements. ReARMM sequences the unit readiness activities of United States (U.S.) forces returning from and deploying to various real-world missions. The ReARMM objective is to maintain an increasing level of available unit readiness over time sufficient to carry out the President's National Security Strategy objectives. To help accomplish this, DLITE III is structured to align with ReARMM cyclical activities, which are divided into two active mission areas:

1) Train and Sustain Operations and

2) Force Projection Operations

C.1.5.1 Train and Sustain Operations. The Train and Sustain Operations mission area involves requirements suitable for small business. Missions include military training and field exercises, language enabled role players, cultural familiarity and awareness missions, and performance of day-to-day fixed station operations in both the Contiguous United States (CONUS) and Outside the Continental United States (OCONUS) locations. The linguist requirements supporting training operations are typically intermittent and temporary in nature, while those supporting sustainment operations are typically optioned in one (1) year increments. Train and Sustain Operations have been set aside for small businesses.

C.1.5.2 Force Projection Operations. The Force Projection Operations mission area involves requirements with large, complex logistical, personnel and management requirements. Missions require linguist support services in support of forces engaged in humanitarian, peacekeeping, contingency and combat operations, typically OCONUS without a well-defined timeframe or quantity for delivery. Force Projection Operations is Full and Open Competition.

C.1.6 Performance Based. DLITE III and all issued task orders will employ performance-based acquisition principles outlined in Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) 37.1, unless otherwise authorized at the task order level. This IDIQ and each task order will utilize a PWS to outline required results and a Performance Requirements Summary (PRS) to establish contractor performance standards. Each task order, unless otherwise authorized, will contain a PWS and PRS that will be tailored to the specific government objectives. The Contractor shall ensure all services provided meet the PWS requirements and PRS objectives. The Contractor shall ensure any deviations or deficiencies are promptly identified and corrected. The Government will monitor and evaluate the Contractor's performance using the performance standards identified in the PRS.

C.1.6.1 Task Orders. Contractors shall meet the performance objectives specified in task orders issued under DLITE III as well as the IDIQ PWS, Task orders may also contain performance objectives specific to the mission that are not included in the IDIQ PWS, or are of a higher or more stringent standard.
