However, Task Orders may be outside of this range. For each Geographic Zone, the aggregate maximum order limitation (MOL) for the entire duration of all contracts awarded is $500 million. In other words, there is no single MOL per contractor or individual Task Order nor a single MOL per year, other than the MOL of the entire Geographic Zone.

If applicable, the Task Order Request For Proposal will notify all contractors of the estimated magnitude of the project, using the ranges found in FAR 36.204.

If the Offeror communicates in its proposal any qualifications, exclusions, or conditions to the proposed prices not provided for in the Contract Documents, the Contracting Officer may reject the proposal and exclude the Offeror from further consideration.

(3) Additional Proposal Requirements

N/A

II.D. Technical Proposal

The Technical Proposal shall include the information requested below for the non-price factors described in Section VI:

Project Bonding Capacity

This is a go/no-go factor to assess the offeror’s ability to provide an offer guarantee and performance and payment bonds sufficient to cover the maximum estimated value of a single project under this IDIQ contract. For this procurement, the minimum amount to be covered by the bonding is $5 million. Failure to provide evidence of adequate bonding capacity will render the proposal unacceptable and will not be further evaluated.

Factor 1 – Prior Experience on Relevant Projects

This factor will evaluate the number of Relevant Projects the offeror has had to learn by doing. The Government will examine the breadth, depth and relevance of prior experience in performing the range of projects similar in size, scope and complexity to those described in the solicitation. Relevant Projects would be those construction projects with some or all of the following characteristics:

● Construction projects in occupied buildings between $50,000.00 and $4,000,000.00

● Repair and alteration work

● Major electrical distribution upgrades (e.g., new or upgraded utility feeds, main switchboards or switchgear, transformers and panelboards)

● Exterior renovation (e.g., trenching, pavement, bollards)

● EVSE Installation

● Utility (Electric) permitting and coordination

● Design-Build services

Technical proposals clearly demonstrating experience on Relevant Projects with more of the above characteristics may be rated higher in the technical evaluation.

Document: DB201A-SB/AUGUST 2021

Relevant projects may have been on governmental (federal, state, or local) or private sector contracts. Experience on similar projects for the Federal Government is considered a strength. While the Government is looking for prior experience by the prime contractor or joint venture, the Government may consider relevant experience by affiliated companies, key personnel and subcontractors.

Experience with IDIQ Construction Contracts is considered a strength and offerors clearly demonstrating that experience may be rated higher in the technical evaluation.

Experience demonstrating geographically dispersed project locations within the Geographic Zone(s) the offeror is requesting to be considered for is considered a strength.

Submission Requirement: Using the Attachment B template, the offeror is requested to submit a detailed descriptive listing of a maximum of four (4) projects performed within the past six (6) years that are similar in nature to the anticipated type of work to be performed under these IDIQ contracts, as described in this solicitation. If more than four (4) projects are submitted, only the first four (4) will be evaluated. More recent performance may be deemed to have greater importance than less recent performance.

Note: For purposes of evaluation, a “project” is defined as a contract, subcontract, task order, or other contractual vehicle in which the services were provided.

For joint ventures, projects may be submitted for the joint venture as an entity or for an individual member of the joint venture. While the Government may consider the prior experience of managers, key personnel or other affiliates playing a significant role in contract performance, the total number of projects submitted is limited as stated above.

(The offeror may submit no more than four (4) projects for the prime contractor team as a whole.)

“Similar” is defined as projects comparable to those described in the solicitation in terms of size, scope and complexity. To be considered, a submitted project must have reached the stage of substantial completion. The offeror is required to submit sufficient information to allow the Government to assess the level of relevance of the project. The detailed description submitted for each project should include, as a minimum, the following information:

i. Name and location of the project.

ii. A detailed description of the project.

iii. Project start and completion dates.

iv. Construction cost at award and the final construction cost at construction completion.

v. A narrative description of the amount and type of work the firm performed with in-house forces and the percentage of the work that was accomplished by subcontractors.

vi. Whether the contractor served as prime or subcontractor on the project. If a subcontractor, contract amount your firm performed.

Document: DB201A-SB/AUGUST 2021

vii. Name, Phone number and email address of the client’s contact person, a primary contract and a secondary contact (at least one contact must be owner)

viii. If the team is proposing as a joint venture, the team will be required to discuss if the joint venture has experience working together in the past. If the joint venture has not worked together in the past, the members of the team will be required to discuss their joint venture experience in the past, including which firm was the lead firm. If a team is proposing as a joint venture, the team will be required to provide a copy of the joint venture agreement.

Factor 2 - Past Performance on Relevant Projects

a. This factor will evaluate the quality of an offeror’s collective experience in performing projects similar in size, scope and complexity to those described in this solicitation.

b. The relevance of the projects submitted will be an additional consideration under this factor.

c. The Offeror must submit a PBS Past Performance Questionnaire (PPQ) (included in the solicitation as Attachment A), completed by the applicable client, for each project included in its proposal for Factor 1, Prior Experience on Relevant Contracts. Completed PPQs should be submitted with the proposal.

Ensure correct phone numbers and email addresses are provided for the client point of contact. Offerors should follow-up with clients/references to ensure timely submission of PPQs. If the Offeror is unable to obtain a completed PPQ from a client for a project before proposal closing date, the Offeror should complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the project. If the client requests, the client may submit a PPQ directly to the Government's point of contact, via email at pbs-ev-idiq@gsa.gov prior to proposal closing date. Offerors may resubmit PPQs previously submitted with other proposals or may obtain an updated/new PPQ from a client for any submission. Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other solicitations.

d. Also include performance recognition documents received within the last six (6) years such as awards, award fee determinations, customer letters of commendation, and any other forms of performance recognition.

e. In addition to the above, the Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the Contractor Performance Assessment Reporting System (CPARS), using all CAGE/DUNS numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the Offeror's proposal, inquiries of owner representative(s), Federal Awardee Performance and Integrity

Document: DB201A-SB/AUGUST 2021 (The Solicitation)

Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), previously submitted PPQ information, and any other known sources not provided by the Offeror. While the Government may elect to consider data from a variety of sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror. GSA will not maintain a database of PPQs submitted by Offerors.

f. The Government has no obligation to ensure that an equal number of references are obtained for each offeror.

Factor 3 - Management Plan

This factor considers the overall capability of the offeror to manage the work required on these proposed IDIQ contracts. The Management Plan should detail the Contractor's overall approach and commitment to accomplishing the objectives of this requirement in each of the Geographic Zone(s) the offeror is requesting to be considered for. Below are specific items which must be clearly addressed by the offeror in the proposed Management Plan.

Offerors must, in narrative form, describe their methodology for managing the IDIQ contract. Specifically, they must provide a detailed description of the plan/approach, demonstrating sound means and methods, to ensure organizational management for the processing of task orders to provide timely, quality service without disruption to tenants in occupied buildings. Offerors are also required to affirm their ability and willingness to handle multiple projects, of varying size and complexity, simultaneously in each of the Geographic Zone(s) the offeror is requesting to be considered for.

The Government does not expect, nor desire, offerors to submit a Management Plan which describes an offeror’s approach to managing a single construction project. The intent of this factor is to understand the offeror’s approach in managing the overall IDIQ contract, specifically planning, controlling and executing feasibility studies, site assessments, designs, and construction of a variety of projects, of varying size and complexity, simultaneously.

Offerors must also describe their experience with, and approach to, working in each of the Geographic Zone(s) the offeror is requesting to be considered for. Offerors must describe their plan to obtain and manage responsible, quality subcontractors to ensure project success. The Management Plan should include any other information the offeror deems vital to the successful management of this IDIQ.

Offerors must also identify, and provide a resume for, a primary Contract Manager and any other key personnel as determined by the offeror. The primary Contract Manager shall be designated as the central point of contact, tasked with serving as an overall manager of ongoing projects responsible to the Government for scheduling/coordinating all project and contract deliverables and activities. The primary Contract Manager should be an individual with administrative oversight responsibilities.

Document: DB201A-SB/AUGUST 2021

The resume(s) shall include, at a minimum, any professional and academic qualifications, specialized experience in this type of work, and list of contracts demonstrating the experience that the primary Contract Manager and any other key personnel have on contracts similar to this one. Offeror’s must provide the name, title, email address and telephone number of the building's owner or a representative of the owner for each contract identified.

Any involvement by the primary Contract Manager and any other key personnel in the projects listed in Factor # 1 should be included. Additional favorable consideration may be given for evidence of prior project experience, identified in Factor #1, with one or more of the proposed key personnel identified within the Management Plan.

No changes to specific personnel proposed for key positions may be made without the Government’s consent.

Factor 4 - Small Business Socioeconomic Category Designation

This factor considers whether the offeror is a small business with any socioeconomic category de signations.

Offerors shall complete the Small Business/Socioeconomic Category Certification Form provided with the solicitation. On the form each small business offeror will certify their small business status for NAICS 236220 and identify any of the following socioeconomic category designations (listed in no particular order):

● Small disadvantaged business (SDB)

● Women-owned small business (WOSB)

● Service-disabled veteran-owned small business (SDVOSB)

● HUBZone small business (HUBZone)

All offerors that are small businesses without any of the socioeconomic category designations listed above will be considered acceptable for this factor. If a small business has one socioeconomic category designation listed above, the offeror will receive additional credit for this factor. If an offeror has more than one socioeconomic category designation listed above, the offeror will receive maximum credit for this factor.

NAICS code 236220 must be listed in the offeror's SAM profile and the Government reserves the right to review the offeror’s representations and certifications in SAM.gov under FAR 52.219-1.
