This is a Request for Proposals (RFP) issued by the Charles County Government, specifically the Charles County Economic Development Department (EDD), seeking qualified consulting firms to develop a Five-Year Strategic Economic Development Plan supported by comprehensive economic and market analysis. The primary objective is to provide a data-driven strategy for county economic growth, strengthen competitiveness, and guide investment in key programs, infrastructure, and partnerships while supporting sustainable and equitable development. The county anticipates a 45-day proposal response period with proposals due between April 7-9, 2026, and aims to have a contractor in place no later than May 18, 2026. The selected firm will deliver seven major deliverables: a Project Management Plan, Economic & Market Analysis Report, Strategic Framework, Action Plan, Implementation Matrix, Final Strategic Plan with presentation slides, and final presentations to EDD leadership and the Board of County Commissioners. The scope of work encompasses analysis of eight strategic priority areas including the Western Charles County Technology Corridor, innovation and workforce pipeline development, industry cluster analysis, small business and MWBE support, public-private partnership readiness, rural and agricultural development, strategic marketing, and competitive asset inventory.
The RFP evaluation will be based on 100 total points distributed across seven criteria: Firm Qualifications and Relevant Experience (20 points), Approach and Methodology (20 points), Understanding of Charles County's Needs (15 points), Project Team and Capacity (15 points), Stakeholder Engagement and Communication Strategy (10 points), Past Performance and References (10 points), and Cost Proposal and Value (10 points). Proposals must include firm profile, qualifications, detailed approach, work plan with timeline, team composition with designated project manager, three references and work samples, budget with fee structure and hours by activity, and information on any subcontractors. The RFP does not specify a contract award amount, total budget ceiling, or detailed pricing structure beyond requiring all-inclusive cost proposals with clear hourly breakdowns by activity and deliverable. No set-asides for disadvantaged enterprises are mentioned in the document. The county targets six primary industries for economic development focus: Defense and Federal Contracting, Energetics Technology, Agribusiness, Logistics and Distribution, Health Services, and Retail, and emphasizes the need for extensive stakeholder engagement including interviews with county commissioners, business leaders, MWBE communities, educational partners, and federal entities such as NSWC Indian Head.
