About this file

This document is a Draft Performance Work Statement (PWS) for Task Order 1 from the Federal Highway Administration (FHWA) for operating and maintaining the Federal Outdoor Impact Laboratory (FOIL) in McLean, Virginia. The three-year task order requires the contractor to support crash and impact testing of vehicles and roadside hardware, including facility maintenance, test preparation and execution, data analysis, and documentation. Key responsibilities include maintaining ISO 17025 certification, preparing vehicles and test articles for crash tests following the Manual for Assessing Safety Hardware (MASH) protocols, executing tests, documenting results, and supporting program outreach.

The laboratory contains a hydraulically-driven cable accelerator system capable of propelling a 15,000-pound vehicle to 60 miles per hour, a pendulum system for impact simulations, seven high-speed digital cameras, and comprehensive data collection equipment. Deliverables include working paper reports, updated test plans and summaries, and a maintained test list. The contractor will be responsible for facility maintenance, safety upgrades, equipment calibration, and supporting FHWA's safety research objectives, with a one-month transition period at the start of the contract and requirements for smooth transition at contract end.

Attachment J.2 Performance Work Statement for Task Order 1

Office of Safety Research and Development

Operate and Maintain the Federal Outdoor Impact Laboratory (FOIL)

1.0 Overview

This is a non-personal services task order (TO) to operate and maintain the Federal Outdoor Impact Laboratory (FOIL). The Government will not exercise any supervision or control over the task order service providers performing the services herein. Such service providers will be accountable solely to the Contractor who, in turn is responsible to the Government as defined in this Performance Work Statement (PWS). The Contractor must perform to the standards herein.

1.1 Background

Crash and impact tests of vehicles and roadside hardware and their components and subassemblies have been conducted at the Federal Highway Administration (FHWA) FOIL located in McLean, Virginia for over 20 years. These tests and the data generated supported efforts to develop and validate of Finite Element (FE) models of vehicles and hardware as well as provide quantitative measures for the evaluation of safety devices. Testing has included full-scale vehicle and pendulum tests at different impact speeds, angles, and critical impact points as needed. These tests provided insights and data on material behavior and component failure data that was incorporated in existing vehicle and roadside hardware FE models.

The FOIL facility has a hydraulically-driven looped cable accelerator system capable of getting a 15,000 pound vehicle to 60 miles per hour, and a pendulum with 1800 and 4500 pound weights that can replicate impacts at about 20 mph. The facility is equipped with a full range of data sensors and seven high-speed, digital cameras for capture crash event data. Computer systems are used to control and execute the tests, capture data, and store the results. A three-bay vehicle prep building with a full set of tools and equipment is also part of the facility. Other equipment is available from the resources of the Turner-Fairbank Highway Research Center (TFHRC).

1.2 Objective

The objective of this TO is to support basic efforts to operate and maintain the FOIL facility and the various equipment needed for different testing functions.

The primary objective of the task order to support the on-going operations and maintenance of the facility. The Contractor may, however, be instructed by the Contracting Officer’s Representative (COR) to conduct crash and impact tests to evaluate vehicle safety performance, roadside hardware crash worthiness, verify the adequacy or response of components, and/or demonstrate that security treatments meet the design test requirements. The Contractor may also be asked to undertake efforts such as the analysis of crash test videos, processing of crash test data, and correlation of crash data to the corresponding crash videos of tests conducted at the FOIL.

1.3 Detailed Requirement

The Contractor must provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the following tasks:

Task 1 – Operate and Maintain the FOIL Under this task order the Contractor is responsible for a variety of work activities, including the following tasks:

· Undertake the efforts necessary to maintain the grounds, buildings, structures, underground elements, and fixed equipment of the FOIL as outlined in the FOIL Manual V5c and the FOIL Quality Manual. In some cases, such as landscape maintenance, the efforts will focus on coordinating the role of other TFHRC staff or contractors to complete these efforts on a regular basis and in a manner appropriate for the testing facility.

· Implement FOIL safety upgrades and improvements determined by FHWA with input from the contractor by taking into account equipment condition and technology improvements.

· Undertake facility and maintenance efforts necessary to ready the facility for testing. This will involve updating test plans, operating and maintenance manuals, supporting efforts to update the equipment inventory, developing plans for lab recertification, and making arrangements for future testing (e.g., develop test plans, solicit cost estimates).

· Maintenance of FOIL vehicles, tools, and equipment. This includes appropriate use and storage of devices, prescribed calibrations, repaired, and regularly updating the Operation and Maintenance Manuals and inventories of all items.

· Assist in the development and review of testing plans to assure that all needed data is gathered, contingencies have been identified, and that all test and safety checks have been made. Conduct post mortems on tests to review outcome, problems encountered, and discuss potential changes for future testing.

· Prepare vehicles and test articles for testing. Vehicles must be prepared for tests following the guidelines prescribed in the Manual for Assessing Safety Hardware (MASH). Test articles need to be prepared for tests. The construction and installation of test articles will be documented, and all material tests undertaken in a timely manner following accepted protocols.

· Execute the tests in accordance with approved plans. These efforts will include as test set-up, vehicle and test article preparations, installation of instrumentation, data tests, labeling, and analysis for each test. It will also include all posttest documentation, analyses, clean-up, and disposal ready the facility for other tests.

· Support program outreach by aiding in the creation and/or updates of documents and presentations highlighting the facility, its staff, or tests that have been conducted. This would include special efforts for the FHWA Office of Public Affairs and public tours of the facility. It also includes working with local fire & rescue squads to allow practice on the crashed vehicles prior to disposal.

· Document the results of testing as outlined in the MASH testing procedure.

· Update existing documented protocols for conducting tests and operating the FOIL as necessary.

· The operation and maintenance of the FOIL must be undertaken following the Occupational Safety and Health Administration (OSHA) safety practices.

· The Contractor must maintain the International Organization for Standardization (ISO) 17025 certification of the FOIL. The Contractor may be directed to participate in activities designated by the COR related to inter-lab testing and comparisons of data, processing protocols, or crash worthiness evaluation.

· Documentation materials, including reports, videos, and presentations, generated in this task order considered useful to broader audiences should be brought to the attention of the COR for approval. These may be posted on the contractor’s website.

Deliverables:

The efforts under this task order are expected to result in the following deliverables:

· Working paper format reports for testing efforts undertaken.

· Updated FOIL test plans and test summaries & documentation.

· Updated FOIL Test List

· Successfully completion of tests in accordance to sponsors setup specifications

· maintain the FOIL ISO 17025 accreditation
