The analysis directly supports GLERL's ongoing harmful algal bloom scientific research conducted under federal mandate per section 9 of the HABHRCA Legislation (S: 5462 2019 PL 115-423). The contractor must demonstrate established expertise in handling and analyzing microcystin toxins through peer-reviewed literature or government reports, perform comprehensive quality assurance and quality control (QA/QC) procedures subject to GLERL review prior to analysis, and deliver reporting results for all analyzed metabolites. GLERL will furnish phycotoxin samples on filters as government-furnished equipment. The scope encompasses detection of microcystin congener toxins and other toxic metabolites to provide data on bloom toxicity, changes in toxin production based on environmental factors, phytoplankton community changes, and potential human and ecosystem health impacts.

PERFORMANCE WORK STATEMENT
NOAA Great Lakes Environmental Research Laboratory (GLERL) Microcystin Toxin Analysis
Purpose: Perform microcystin toxin analysis on 285 lab samples for the Great Lakes Environmental Research Laboratory (GLERL)
Specific Tasks: These samples will need to be analyzed by sample extraction for Liquid chromatography-tadem mass spectrometry (LC/MS/MS) Analysis. This requires use and publications of techniques specific to cyanotoxin and microcystin congeners, knowledge of troubleshooting, and the ability to perform Quality assurance and quality control (QA/QC) on data.
Background: GLERL is a multidisciplinary environmental research laboratory that provides scientific understanding to inform the use and management of Great Lakes and coastal marine environments. This service applies directly to the GLERL scientific research concerning harmful algal bloom. The monitoring of Harmful Algal Bloom Growth and Toxicity within the Great Lakes is conducted under a federal mandate that grants NOAA explicit authority (pursuant to section 9 of the HABHRCA Legislation S:
5462 2019 PL 115-423).
Scope: Toxin analysis should be processed following ecological relevant experiments and field monitoring. Analysis is part of GLERL’s ongoing harmful algal bloom scientific research to better understand the science of harmful algal bloom. The results will include the detection of different microcystin congener toxins detected and other toxic metabolites. The information will provide a better understanding of bloom toxicity and changes in toxin production based on environmental factors. In addition, the overall project will produce data on phytoplankton community changes and reflect the relative impacts of environmental conditions on community succession and bloom development. Finally, it will also provide essential data to determine potential human and ecosystem health impacts due to the harmful algal bloom.
Objectives: To have 285 samples analyzed and results rendered to the government representative.
Tasks: The vendor shall analyze 100 samples for 13 microcystin metabolites with varying detection limits from samples that were collected from Lake Erie in 2025 - 2027. An additional 185 samples will also be analyzed for 18 and 21 metabolites with varying detection limits from samples that were collected from Lake Erie and Lake Huron in 2025 - 2027, as well as experimental samples.
Technical Specifications: Algal toxin analysis through a tandem mass spectrometry and liquid chromatography and QA/QC, based on established methods within the peer-reviewed literature. Use of chemical standards for 8 microcystin congeners (LR, RR, LF, LW, YR, LA, LY, and D-Asp-Dhb MC-RR) as well as other toxic metabolites produced by cyanobacteria (including Anabaenopetin A and B, Oscillaginin A, Microginin, Oscillamide, Aeruginosamide B and C, Micropetin 1106, Cyanopeptolin 1007 and 1040). All standard curves and analysis must be based on approved phycotoxin standards.

Deliverables: Reporting for the analysis as stated above - 13 metabolites (100 samples) 18 metabolites and/or 21 metabolites (185 samples)
Special requirements: Due to the chemical sensitivity of microcystin toxins, knowledge of how to handle and analyze the toxins must be established, such as peer-reviewed literature or government reports.
All QA/QC procedures must be reviewed by GLERL prior to analysis.
