About this file

This document is a draft Appendix D for a Situational Training Exercise (STX) related to an active shooter scenario at the Headquarters, Army Materiel Command (HQAMC) facility located on Redstone Arsenal. The STX plan outlines the purpose, organization, and execution of the training, which includes four phases: orientation, "Walk the Dog" exercises, STX evaluation, and an after-action review. The key collective tasks to be trained are alarm activation for the basement areas, response to an active shooter event, and responding to an incident in the 6th floor command suite. The STX will utilize a mix of individual, team, and squad-level tasks, with opportunities for retraining based on evaluation results. The document provides detailed task steps and performance measures for the alarm activation and active shooter response collective tasks. This STX plan is related to the pre-solicitation for HQAMC Armed Security Guard Services, which requires the contractor to provide 24/7 security operations including access control, security systems monitoring, personnel and package screening, and a rapid response capability.

- Change conditions for each group

UNCLASSIFIED23 Mar 18 6

STX OVERVIEW:

1. Each STX task/scenario will mirror TE&Os (Training Evaluation and

Outline) arrayed in a format similar to a Mission Training

Plan/ARTEP Manual. This will include Task, Conditions, and

Standards; Task Steps and Performance Measures; and supporting

Individual/Leader/and Critical Leader Tasks.

2. Tasks will be developed into the following categories:

Level 1: Guard (Soldier)

Level 2/3: Senior Guard (Tm and Squad Leader)

Orientation/Demonstration, “Walk the Dog” Individually and

Collectively, STX Evaluation, and AAR/Retraining.

UNCLASSIFIED23 Mar 18 7

STX OVERVIEW:

STX Plan

4. In order to facilitate the most realistic and effective training, and produce accurate measures of success, the conditions for the STX scenarios need to be modified from one group to another. Each community may have a different set of circumstances. Though the tasks and standards remain the same, it will benefit the CSGs by changing conditions, once they have established a certain level of proficiency.

a. Utilize Reverse Cycle Training whenever possible.

b. Use of special equipment (if available).

c. Use blank ammunition and other realistic training aids.

d. Utilize different alarm activations.

e. Establish chain of authority/responsibility. Generate scenarios which removes the Senior Guard & facilitates the next level to take charge.

f. Eventually implement training with Garrison forces.
