ADDENDUM

Point of Contacts

1. GENERAL:

a. Protection Division Chief / Provost Marshal (PM): This position is the overall authoritative representative of the Protection Division and Law Enforcement throughout the Headquarters. Has the duties and responsibilities as the Chief Law

Enforcement Officer and oversees all law enforcement activities, Security Guards, and

Emergency Operations within the Command.

b. Protection Branch Chief: This position assists the Protection Division

Chief/PM, overseeing all operations of Protection, OPSEC, and AT/FP operations throughout the Army Material Command.

c. Provost Marshal Branch Chief: This position assists the Protection Division

Chief/PM overseeing all Law Enforcement, Physical Security, and Fire operations throughout the Army Material Command.

d. Physical Security Program Manager: This position serves as the Protection

Division focal point on policies and procedures governing Physical Security (PS) including Department of the Army Civilian Police and Guards (DACP/SG) and is appointed the Contracting Officer Representative (COR) for Contract Security Guard

(CSG) contract to ensure administration and operations of CSGs follow the provisions of the CSG contract.

e. Headquarters Facility Physical Security Officer (PSO): 1. Coordinates and manages all aspects of AMC’s Facility's Physical Security Program to include access control, electronic security systems (ESS), and alarm monitoring. Advises the Provost

Marshal Branch Chief on all matters related to the protection of facilities, equipment, and personnel. The PSO is responsible for coordinating with building tenants for the dissemination of security requirements and notifications to the HQ AMC staff.

Implements Random Antiterrorism Measures for AMC facilities and reports results to the Protection Branch Chief. Attends all protection program meetings as required. The

PSO is responsible for security upgrades and aspects of any planned construction/renovation of AMC’ complex structures. Coordinates and works in close cooperation with security personnel in other security and intelligence disciplines (i.e.

personnel, industrial, law enforcement, physical security, counter intelligence, etc.) to plan and implement protective methods and procedures that complement each other.

Prepares long range plans, designs and acquires security systems, conducts technical inspections and coordinates with AMC directorates. Ensures necessary and prudent security measures are taken and all facilities, vehicles, and personnel to reduce facility and personnel vulnerability to terrorist actions. Conducts and directs surveys, incorporating input from AMC staff. 3. Authors the C2F Access Control

Instruction and other instructions pertaining to physical security. Ensures VCC personnel and security managers are kept aware of all policy changes that affect access control. Provides guidance and coordination as requested for special events and other venues requiring executive protection. Responsible for the design and operation of the Integrated Physical Security System (IPSS), a comprehensive security system incorporating leading edge technology, to include alarm and intrusion detection and locking devices for doors, windows, vaults and gates; networked security appliances (i.e., closed circuit TV (CCTV) systems and video storage; access control systems; Ensures effective and efficient operation of the IPSS consistent with applicable DoD guidelines for alarm and access control systems. Ensures requests for additional QPSM resources, maintenance and upgrades are coordinated with the

AMC PM, to ensure the PM Branch Chief is made aware of all issues that substantially affect the IPSS system.

f. Alternate Facility PSO: This position is also a daily operations position that assists the PSO with daily security operations. Serves as visitor Access specialist;

develops and manages access controls for the facilities; evaluates and approves visitor access; approves and limits key card access to security areas; coordinates access for high level visits; approves short-term subcontractor access; ensures only authorized employees are approved for key card access; maintains alarm access authorization lists; approves and tracks issuance of keys; serves as the facility point-of-contact for detailed work scope approval and lock/combination oversight; performs key inventory.

g. Guard Supervisor: This position provides administrative oversight, training, and tracking of Individual Reliability Program (IRP) IAW AR 190-56 for the assigned armed Security Guards. In addition, this position serves as the contractor's point of contact for the government COR to meet contract requirements. The Guard Supervisor can only assist with limited tasks after receiving permission from the Primary or Alternate facility PSO. The Guard Supervisor in an unarmed position and will not respond to any incidents, be scheduled for an armed shift, nor assume any post on a permanent basis.

h. Security Guard Posts: These Guard Orders are used to provide security of the

Building Complex (Building #4400 - HQAMC facility, Building #4401 - Central Utility

Plant (CUP), and Building #4402 - HQUSASAC facility, Building #4403 – Lakeside

Cafe). Security Guards can respond to emergency or security incidents within the confines within the Authority & Jurisdiction in Annex K. The HQAMC facility, Building

#4400 and the CUP Room #C1C02 are Secure Open Storage Areas. Security Guard

Posts consists of five posts, Post #1, Post #2, Post #3, Post #4, and Post #5. Each post is individually manned by a trained Security Guard who is armed as follows:

(1) Post #1, Main Entrance Access Controller (Lead). is located inside the main lobby desk located in the center of the building complex between the HQAMC facility, Building #4400, and HQUSASAC, Building #4402 facilities. This post serves as the lead Security Guard. Primary duties are to monitor access into both HQAMC and

HQUSASAC main access control points. This post is dispatched to security incidents within the building complex and serves as initial incident commander until incident termination or Directorate of Operations takes control of the incident. Report any post associated discrepancies by annotating the appropriate log and to the HQAMC G-3

Protection Division - Building Security Staff. This post is also used to allow for other posts to take break and lunch, by holding the post positions and then relieved upon return and then returns to post. This post is manned 24 hours a day, 7 days a week.

(2) Post #2, Security System Monitor. is located inside the Security

Operations Center from 0900 – 1500 M-F. This position will be located at main lobby desk in the center of the building complex between the HQAMC facility, Building

#4400, and HQUSASAC, Building #4402 facilities at all other times. The sole purpose of this post is to visually monitor the building complex security systems consisting of intrusion detection, access control, cameras, and barrier access control 24/7. This post advises other posts of security related incidents and maintains communication with the

Joint 911 Center (staffed by NASA) when needed. *This post must be equipped with a tactical radio used to communicate with the Joint 911 Center (J911) during routine and emergency security incidents. This is the only post that the Site Supervisor can man whenever a Guard is sick or leaves due to a reason and awaiting to get a replacement onsite and cannot leave post until relieved. This post is manned 24 hours a day, 7 days a week. All other duties assigned.

(3) Post #3, X-Ray Machine Operator. is located inside the main lobby desk located in the center of the building complex between the HQAMC facility, Building

#4400, and HQUSASAC, Building #4402 facilities. This post is primarily used to conduct x-ray screening operations for items being carried by personnel entering the building complex and random inspections of property being carried by permanently assigned personnel entering or exiting the building complex. This post also serves as part of a response force as directed by Post #1. Report any post associated discrepancies by annotating the appropriate log and to the HQAMC G-3 Protection

Division -Building Security Staff. If no visitors, this position assist Post #4 by checking credentials and assisting individuals with issues. This post is manned 11 hours a day, 5 days a week (Monday – Friday from 0600 - 1700), or time may vary in special circumstances. All other duties assigned.

(4) Post #4, Magnetometer Operator. is located beside the main lobby desk located in the center of the building complex between the HQAMC facility, Building

#4400, and HQUSASAC, Building #4402 facilities. This post is primarily used to conduct screening operations for visitors, random inspections, and permanent personnel entering the Secured Area. This post also serves as part of a response force as directed by Post #1. Report any post associated discrepancies by annotating the appropriate log and to the HQAMC G-3 Protection Division - Building Security

Staff. When no persons are being screened, this position moves to rear of turnstiles to watch/check AMC badges and assisting individuals that are having an issues. This post is manned 11 hours a day, 5 days a week (Monday – Friday from 0600 - 1700) or time may vary in special circumstances. All other duties assigned.

(5) Post #5, Cargo Dock Area Access Controller. is located on the first floor, east end of building #4400. This post is primarily used to monitor delivery of cargo and movement of personnel between the loading dock area and building #4400 and to operate the loading dock roll up doors as required. The loading dock hours of operation are 0600 – 1500 (subject to change). This post can move between the

Cargo Dock Area, the Main Entrance Access Control point, and conduct Random

Antiterrorism Measures (RAM) as needed (see paragraph “1e” below). This post also serves as part of a response force as directed by Post #1 or PSO. Report any post associated discrepancies by annotating the appropriate post log and to the HQAMC

G-3 Protection Division - Building Security Staff.

*This post is manned 8 hours a day, 5 days a week (Monday – Friday from

0600 – 1500), however, hours may vary under special circumstances. All other duties assigned.

NOTE: When the Cargo Dock Area is not receiving deliveries, the Cargo Dock

Area delivery doors will be secured by authorized personnel (POC List- Addendum, Pg. 39-40). During this time, Post #4 is authorized to move to Post #1 and assist with access control duties, conduct foot patrols, or other security related activities.

Authorized personnel (POC List- Addendum) will notify the Security Guards when a delivery is expected to allow Post #4 sufficient time to repost back to the Cargo Dock

Area. The Cargo Dock Area delivery doors will not be opened until Post #4 has been posted.

i. The Security Guard: The Security Guard in the execution of his/her duties, and upon assignment of specific instructions shall:

(6) Always remain alert and attentive to responsibilities while on duty. Allow no outside influence to interfere with the performance of duties such as reading materials, TV, radio, computer, electronics, smoking, sleep, personal phone calls, or any other distraction. Maintain their post in a clean and orderly manner.

(7) In accordance with (IAW) Special Orders with Appendices and

Attachments, ensure access authorization of all personnel requesting access into building.

(8) Take appropriate action IAW Special Orders and SOPs.

(9) File required guard reports completely and accurately.

(10) Pass on all information and instructions concerning the operation of the

Post to the relieving Security Guard.

(11) Conduct a complete inventory of all items identified on the post accountability listing upon assuming post.

(12) Review specific/unique orders pertaining to the assigned Post to ensure that a complete copy is on hand and the necessary forms and/or materials pertaining to the operations are available.

(13) Ensure that the general areas of responsibility are clean, and equipment is operating properly. Also, if any property is damaged, notify the

HQAMC G-3 Protection Division facility PSO and COR.

(14) Detain any person possessing contraband or prohibited property such as unauthorized contraband, such as controlled substances, subversive literature, pornographic material, alcoholic beverages, firearms, knives with a blade longer than 3 inches, cellular devices, Apple iWatches, etc. and notify the Primary or

Alternate Physical Security Officer HQAMC.

(15) Detain persons who do not have access authorization or suspicious personnel within your area of control. Notify the HQAMC G-3 Protection Division - Building Security Staff and/or Redstone Arsenal Garrison Military Police.

(16) The Security Guard shall allow no one to linger at or near assigned Post. The Security Guard must not be distracted from their duties.

(17) The Security Guard will not leave their assigned post unless there is a reported emergency where their assistance can prevent or reduce the potential of injury or death or for their breaks and lunch after being relieved. The Security

Guard may secure their access control point before departing their post (if time permits) and notify J911 for response/assistance.

(18) The Security Guard will read and abide by the requirements of the

Security Orders, any attachments, SOPs, and procedures contained in appendices, and applicable regulatory requirements.

(19) Security status checks will be conducted per SOPs.

(20) Duties assigned by HQ Physical Security Officer as adjusted or assigned.

(21) The Security Guard will be IAW AR190-56.

Needs of the Organization. Due to the nature of Security, these positions and duties can be adjusted at any time by needs of the organization.

SPECIAL GUARD ORDERS

As Appropriate

Appendix A: Access Control

1. Access Control Point for HQAMC, Building #4400; and HQUSASAC, Building

#4402, buildings: The north entry and exit point located in between the HQAMC and HQUSASAC buildings is the only access control and exit point.

2. Main Lobby Access Control Procedures:

a. HQAMC Building #4400 Access Control-Permanent Employees. Each person requesting access into the building #4400 must use an authorized Common Access

Card to gain access through the HQAMC main lobby turnstiles. Personnel must also possess the HQAMC Security Identification Badge. See Attachment 1 to this

Appendix for badge details.

(1) If personnel request entry due to having left their CAC in the building, check the

HQAMC Security Identification Badge to ensure the picture is correct and check the individual’s status in the Symmetry Professional Security System. See Appendix E for procedures. Once access is verified, allow entry through any AMC turnstile using the

Symmetry Professional Security System.

(2) Annotate these names on the “Security Violations Log” and report these persons to HQAMC G- 3 Protection Division - Building Security personnel.

b. Event Badge. These badges will be used during events held within the facility. See Attachment 1-4 to this Appendix for badge examples.

c. AMC Escort officials must possess the HQAMC Permanent Badge. Escort ratio is 1 escort to 5 visitors.

d. HQUSASAC officials will be identified by security office as authorized escort.

Escort ratio is 1 escort to 5 visitors.

e. Badge Control/Accountability. Post #1 will maintain ALL badges per the badge accountability log to issue to personnel when the Badging Center is closed. The Visitor

Control Center will issue all badges from 0700 – 1500 Monday – Friday (times may vary). Post #1 serves as the alternate Visitor Control Center when the Visitor Control

Center is closed due to staffing issues either at HQAMC or HQUSASAC, special events, or as determined by the HQAMC Protection Division-Building Security Staff.

Post #1 will account for all badges at shift change using the AMC Accountability Log.

Any Visitor Control Center issued badges returned to Post #1 before opening/after closing of the Visitor Control Center will be secured until the next operational hours of the Visitor Control Center. Day shift/first shift Post #1 will conduct a complete badge inventory before turning in all badges to the Visitor Control Center. The POC for the access roster(s) is HQAMC Primary and Alternate facility PSO.

f. Badge Display/Security/Restriction.

(1) Display: Badges must always be visible. All badges will be displayed below the neck and above the waist on the person’s front.

(2) Security: Badges will be removed and secured upon exiting the building complex. Badges will be removed during all ceremonies.

(3) Restriction: Currently, there is no restriction on escorting family members into the building complex. All escorted personnel must be issued a badge except for infants. The same escort responsibilities apply to personnel escorting family members.

g. HQUSASAC Building #4402 Access Control:

(1) All USASAC personnel requesting access to building #4402 will use an authorized CAC to gain access through the USASAC turnstiles. If a person’s CAC does not open the turnstile, direct personnel to the Badging Center.

(2) Contractors with the AMC badges are authorized access to the USASAC building for official business only. These personnel will be granted access through the turnstile by Post #1/#2. All other personnel must be directed to the Badging

Center.

(3) Visitor Badges. HQUSASAC Visitor Badges information is in

Attachment 5 to this Appendix. All USASAC personnel are authorized to escort up to 5 personnel. Those being escorted must be identified by the escort official prior to being allowed into the building.

(4) The POC for the access roster is HQUSASAC Force Protection; contact information is on the POC listing.

h. Exit. Personnel may only exit the building through north doors in the main lobby area.

i. Emergency Exit. During emergency situations, personnel can use any building exit to expedite emergency exit. The Assembly Areas (Assembly Area location map in

Security Guard post book) will be (subject to change):

(1) For HQAMC/HQUSASAC personnel: Far northeast corner of the building parking lot.

j. Conduct random inspections as determined by the AMC Provost Marshal of items entering and exiting the building. For classified items, the individual must possess a property pass/letter and courier card/orders.

k. Personnel may exit the facility with their personal property, i.e., purses, personal tools, etc. All personnel exiting the AMC/USASAC buildings must have a property pass for their government electronic property such as laptops, camera equipment or related audio-visual equipment.

l. Electronic items are not authorized to be brought into HQAMC Building #4400 or

Building #4401, CUP SOS area (Room #C1C02). The HQAMC “Wireless and Portable

Electronic Devices” policy and exceptions to this policy will be posted at the security desk.

m. HQUSASAC employees and U.S. Citizen visitors are authorized electronic devices beyond the turnstiles in HQUSASAC Building 4402. Foreign visitors are not authorized any electronic devices into HQUSASAC Building 4402. Electronic devices are not authorized in any of USASAC's SOS rooms.

n. Do not take charge or sign for any packages or deliveries.

3. Building Complex Security:

a. The facility is open 24 hours a day, 7 days a week. The front main lobby doors are open from 0700 – 1700 Monday-Friday (subject to change).

b. Personnel requesting access when the front main lobby doors are locked must access the building with their CAC at the outside proximity reader. If their CAC does not open the front doors, a guard will go to lobby door and ascertain the person’s status by visually inspecting their ID through the glass and relay the information via 2-way communication to verify authorized access.

c. Each Security Guard will possess Access “Smart Card” Badges (Guard Cards) capable of opening all the CAC proximity readers. These are accounted for on the shift accountability log and used during security incident response and when conducting building security checks.

d. Building security checks are conducted as follows:

(1) Post #1 will ensure a security check of each floor of the HQAMC/HQUSASAC buildings are conducted once every shift by using the Security Guard Access “Smart Card” Badge on at least three CAC proximity readers on each floor. This will be recorded in the Symmetry Professional Security System as verification of the floor check.

(2) Post #1 will ensure a security check of the building complex perimeter is conducted once every shift by using the Security Guard Access “Smart Card” Badge on at least two exterior CAC proximity readers. This will be recorded in the Symmetry Professional Security System as verification of the perimeter check.

(3) Post #1 can reduce floor checks in the event the shift is busy with other security incidents. This must be annotated in the Shift Journal.

(4) Post #1 will notify the HQAMC G-3 Protection Division - Building Security Staff (POC List Addendum) immediately when any portion of the security system becomes inoperative and conduct compensatory measures until the system is fully operational as follows:

(a) If the security camera system is inoperative, conduct exterior checks every 2 hours of the building complex.

(b) If the security alarm system is inoperative, conduct exterior checks every 1 hour of the building complex.

(c) If both the security camera and alarm system are inoperative, conduct exterior checks every 30 minutes of the building complex.

e. Additional Required Security Checks: Security Guards will conduct one check every 4 hours at random, in a way that does not indicate a pattern, per Department of Defense Manual (DoDM) 5200.01 Vol 3. Enclosure 3 (Storage and Destruction) 3a and 3b (3)(b) and Army Regulation (AR) 380-5, chapter 6-4 on the following:

1st floor: U1SW040, U1SW050, U1NWC05, 2nd floor: U2NWC07, U2SW040, U2NW060, U2NE020 (1 Container), U2NE001 (2 GSA

Containers), U2NW050 (1 GSA Container), U2NE026 (1 GSA Container)

3rd floor: U3SW045, U3NWC07, U3NW060 and U3SW060.

(1) Security Guards will annotate the SF 702, Security Container Check Sheet, with the “Date” and initials/time under the “Guard Check” block and swipe card on card reader at each door.

(2) While conducting your AMC/USASAC security checks and you discover that a 702 is full or missing a new one behind the used ones; you will take the following action:

(a) 1st shift Lead Officer will report this issue to the AMC or USASAC facility

PSO.

(b) Always use the Guard Tour Card while performing your AMC/USASAC security checks.

(c) If you encounter any safe that has a full or missing 702 you will annotate this issue in your ODAR.

(d) Please ensure that this is briefed during your shift change briefing.

f. Guards will log potential security violations noted during security checks, e.g. CAC left in computer, Electronic Item in SOS, Improper Escort Procedures, Alarm Activation Human Error, etc., and turn in to the HQ Security Support Branch during badge accountability with the Badging Office.

g. Public Address Announcement System use is limited to security emergencies or urgent messages. For all other routine security messages, contact the HQAMC Battle Captain (POC List- Addendum) and request the message be sent out via email to HQAMC, HQUSASAC, or both email addresses groups.

h. Personnel are not authorized to smoke outside the main doors. The authorized smoking areas are located on the north side of the building complex identified by wooden gazebo type and enclosed structures. If Security Guards observe personnel smoking in front of the main lobby area, politely direct personnel to move to the authorized smoking areas and annotate the indiscretion in the Shift Journal. (It is not necessary to provide the individual’s name unless it is recurring behavior by the individual).

i. All Post positions and duties can be altered, as required, by proper notice and submission of an approved SOP change* to the Chief of Guards.

4. Main Lobby Horseshoe Driveway Entry: The horseshoe driveway entry area located on the north side of the building is controlled by two drop-arm barriers and pedestal camera/intercom. These barriers will remain closed at all times. The Security

Guard will grant access using the Security System at Post #2. Ensure only authorized personnel use this driveway. This is not a permanent parking area. Monitor all vehicles entering this area until they depart.

a. Exit. The DCG/EDCG drivers will park in the horseshoe driveway to wait for the senior leader to exit the building. Normally, the drivers will advise the Security Guard

Desk who will be exiting the building. Once the DCG/EDCG walk through the turnstiles exiting the building, use the Symmetry Professional System to open the horseshoe driveway exit barrier. This will ensure the barrier is up as their vehicle departs the building.

5. Cargo Dock Area Operations: Post #5 is responsible to conduct access control duties at the Cargo Dock Area.

a. Personnel who enter the cargo dock area from Building #4400 are not authorized to exit the building through this area at the conclusion of their duty day. Delivery personnel can move around the cargo dock area, but they will not be allowed access to enter Building #4400. Post #2 utilizes the security camera to monitor this door.

(1) Report escort violations on the “AMC/USASAC Violations Log” and notify the

HQAMC Protection Division - Building Security Staff. Exception: In cases when delivery personnel are needed to conduct post-delivery work in the building, authorized AMC/USASAC personnel can request “Escort Required” badges through the Badging Center or Security Guard Main Lobby Desk prior to the delivery at the cargo dock area. Post #4 will be notified and grant access to “Escort

Required” personnel under escort through the cargo dock area.

b. Barrier control: The Cargo Dock Area access road is controlled by a barrier with a pedestal camera/intercom. The barrier control monitor is located at the Main Lobby

Security Guard Desk. Post #2 through communication with Post #5 ensures vehicle control of the cargo dock area by preventing traffic congestion or allowing too many vehicles into the cargo dock area at one time. Privately-owned vehicles are not authorized unless approved by the HQAMC G-3 Protection Division - Building Security

Staff. Do not allow any delivery vehicles to remain in the cargo area after cargo area hours of operation. EXCEPTION: The HQAMC CG is authorized to park privately-owned vehicles in the cargo dock area.

c. Inspect all cargo items HQAMC entering and exiting the building. When observing suspicious activity, make a preliminary inquiry. If the situation appears unusual, notify Post #1 for assistance.

d. Authorized personnel (POC List- Addendum) will make prior coordination with

Post #1 for all deliveries.

e. Authorized personnel who have been given CAC access permissions to open the cargo dock doors are responsible to unlock/open and lock/close the cargo dock delivery doors. Roll up doors will never be opened without a guard present.

however, when notified by the HQAMC facility PSO, guards will open roll up doors to facilitate the delivery/removal of equipment.

f. Cargo Movement. Movement of items to and from the cargo dock through the

HQAMC side of the building to and from the USASAC side of the building will be conducted through the hallway leading from the cargo dock area through the corridor behind the Main Lobby Guard Desk. Personnel must notify the Main Lobby

Security Guard Desk when these movements are to occur. Cargo movements must be under control by authorized personnel or be escorted by authorized personnel.

6. USASAC Wellness Center access for HQAMC Personnel:

a. HQAMC authorized personnel (those who have attended the required

HQAMC G-1 Fitness Facility Orientation training) will be given CAC card reader access to both Wellness Centers.

b. The Wellness Center rooms' CAC card readers will be in the "Ready" locked mode 24/7. The CAC will be used to open the card reader.

c. AMC personnel will utilize their CAC to access the turnstiles during Wellness hours, 0600-1800. After hours and weekends, the guards will grant them access into the turnstiles. For HQAMC personnel to access the USASAC Wellness Center door located in the southwest portion of the lobby and return to the HQAMC building or exit the HQAMC personnel must:

(1) Use the USASAC turnstiles.

(2) Personnel must have both their HQAMC Security Identification Badge and CAC in their possession.

(3) Once their workout is complete, personnel return to the HQAMC building through the USASAC turnstiles.

(a) Security Guards are not authorized to open the Wellness

Centers for personnel. This precludes personnel from circumventing the training requirement. If personnel believe they should be authorized access have them contact the HQAMC G-3 Protection Division – Building Security Staff or Badging

Center.

(b) USASAC personnel are not authorized to use the Wellness

Center in the HQAMC building. USASAC personnel access to their respective building’s Wellness Center is controlled by their HQUSASAC Protection staff.

7. Central Utility Plant (CUP) Access: The CUP is divided into two areas. The first area is the CUP Mechanical Area consisting of building mechanical items such as chillers, electrical, and power source rooms. The second area is the CUP Secure

Open Storage Area located in Room #C1C02.

a. The CUP Mechanical Area can be accessed by authorized Directorate of

Public Works (DPW) personnel and authorized HQAMC personnel. Escorts are not required in the CUP Mechanical Area. DPW personnel have keys to open doors;

however, they must contact the Security Desk to request access to open the CAC proximity card reader to the CUP Main Door.

b. The CUP SOS is located outside the Cargo Dock area. The CUP SOS is controlled by a CAC proximity reader and Kaba Mas X-10 electronic lock. Authorized personnel must be registered by the VCC and must receive the combination from G2/6.

c. Authorized personnel must pre-notify the Main Lobby Security Guard Desk of access into the CUP SOS. After notification, Post #2 will maintain camera surveillance over the pedestrian doors in the Cargo Dock area and must observe the authorized personnel departing these doors who must proceed directly to the CUP SOS. Post #34 will continue to monitor personnel until they enter the CUP SOS. Post #5 will ensure the

Cargo Dock area pedestrian doors and the CUP doors are closed.

8. Reserved Parking: Below is the building complex reserved parking plan.

Examples

a. Solid color picture badges indicate a HQAMC GS government employee with the required security clearance.

HQAMC Security Badge – VIP Badge Examples

a. Personnel who possess these badges are personal VIP guests of a general or SES.

b. Red badges indicate a personal visitor of the Commanding General.

c. Blue badges indicate a personal visitor of the Deputy Commanding General or Executive Deputy Commanding General.

d. Personnel who possess a VIP badge may or may not require escort, as indicated on the badge and may be required to undergo the magnetometer screening process; then be granted access by Post #2 or #3 using the Symmetry Professional Security System through the

HQAMC building turnstile.

Attachment 4 to Appendix A

HQAMC Security Badge – Event badge Escort Badge Examples

a. Personnel who possess these badges will be attending an event in building 4400. Escort requirements are displayed on the face of each badge.

b. Green event “V” badges indicate the attendee has been cleared with appropriate clearance. ESCORT NOT REQUIRED.

c. Personal with these badges will have to go thru the screening process.

d. Red badges indicate a non-cleared (no clearance) event attendee that continued escort is required. Personnel who possess a red event badge will be required to undergo the magnetometer screening process; then be granted access by Post #2 or #3 using the Symmetry Professional Security System through the HQAMC building turnstile. ESCORT REQUIRED.

Attachment 5 to appendix A

HQUSASAC Visitor Badges

a. Blue Badge indicates the person does have a security clearance and has unescorted entry privileges within the building but will still require a POC at entry to verify access.

b. Gray Badge indicates the person is a Foreign National and an escort is required.

c. Red Badge indicates the person does not have a security clearance and continued escort is required.

d. Orange Badge indicates special event/visitor and escort/POC is required.

Screening procedures will be determined by HQUSASAC Security office.

e. Personal with these badges will have to go through the normal screening process.

Appendix B: Key Control

1. Security Guards will account for the keys assigned to them at the beginning of each shift on the AMC Accountability Log.

2. The building access control security system is programmed to open and lock building complex doors.

3. Post #1 will be knowledgeable of the building complex master key location.

Appendix C: Property Control

1. Hand-Carried Property: All hand-carried property can be brought into and removed from the building complex through the main lobby area.

2. Cargo or Items Larger Than Hand-Carried: All cargo or items too large to be carted in or hand-carried must be brought into or removed from the building complex through the cargo dock area. For deliveries, HQUSASAC, Protection staff, can coordinate the use of their exterior door located on the west side of building

#4402.

3. Inspection: All items brought into or removed from the building is subject to being inspected by the Security Guards. This inspection will be by manual, visual inspection, and/or by baggage scanner. The Security Guards will conduct random inspection of items being brought into and exiting the building complex as determined by the HQAMC Provost Marshal or Deputy Provost Marshal. For classified items, the individual must possess the property pass/letter and courier card/orders. The Security Guard will deny entry to persons refusing inspection of property items. The Security Guard will detain persons refusing inspection of items when departing the building and notify the HQAMC Security Staff.

4. All Other Areas: No items will be brought into or removed from the building through any other door or window except as noted in the paragraph 2 of this appendix or when directed by the PSO.

5. Internal Property Movement: Property being moved within the facility is under the control of the owner/user personnel.

6. Removing Property: Personnel may remove personal property such as purses, personal items, etc., from the building. If the container or large item is not or cannot be broken down, the Security Guard will inspect the contents. For AMC buildings, personnel must possess a property pass to remove electronic items/property from the building. The property pass must be signed by an authorized HQAMC or

USASAC representative.

7. Electronic Items Storage: Personnel who store items in the electronic storage area who cannot get the individual storage locker open must contact Security

Guards for access. The locker key will be maintained at the Security Guard desk.

Security Guards must ask for specific information on what items are in the locker such as telephone numbers (phone number, last phone number called, etc.), stored photographs, etc. If positive identification is made, open the locker for the person and reset the box. If positive identification cannot be made, contact

HQAMC G-3 Protection Division - Building Security Staff for further guidance.

8. Senior HQAMC/HQUSASAC Leader Escorts: Personnel escorted by

HQAMC or HQUSASAC senior leaders (GO/SES) may not require inspection. This will be coordinated in advance.

9. Visitors Electronic Items: Visitors who request to bring in their government or contractor computer or related electronic items used to conduct official government business must have the proper documentation showing authorization to bring it in the building.

Appendix D: Barrier Operations

1. Barrier Locations: There are five access control barriers located on the building complex perimeter. Two barriers (Main Entry Horseshoe Driveway and Cargo Dock

Access) may be opened by authorized personnel with the CAC or by the Main Lobby

Security Desk security system. One barrier (Main Exit Horseshoe Driveway) is an exit only barrier. The two remaining barriers are located in building 4403, Lake Side Café dining facility. Barriers will always be in the closed position when not in use.

2. Barrier Entry Operations:

a. Traffic control light must be red.

b. Vehicle approaches the entry barrier and the operator either uses their CAC (if authorized) or pedestal intercom to request permission to enter. Security Guards must have pre-notification authorization before allowing any vehicle entry through a barrier.

c. Once the barrier is opened, vehicle operators must wait until the traffic control light turns green before proceeding. Once the vehicle clears the in-ground traffic loop, the barrier will automatically close. Once the barrier is closed, the traffic control light will change back to red.

3. Barrier Exit Operations:

a. Traffic control light must be red.

b. Vehicle approaches the exit barrier and activates the in-ground traffic loop causing the barrier to open.

c. Once the barrier is opened, vehicle operators must wait until the traffic control light turns green before proceeding. Once the vehicle clears the in-ground traffic loop, the barrier will automatically close. Once the barrier is closed, the traffic control light will change back to red.

4. Barrier Safety Operations:

a. Vehicle barriers are set for one-at-a-time entry and exit only. In the event, a second vehicle tries to enter or exit behind a lead vehicle, the in-ground traffic loops will engage the safety mechanism and reverse the gate direction. Once all vehicles have cleared the in-ground traffic loop, the barrier will resume closing operation.

b. Security Guards must maintain visual coverage when barriers are being opened or closed.

c. If barriers do not properly open or close, notify the HQAMC G-3

Protection Division -Building Security Staff.

5. Accidental Barrier Opening: In the event Post #2 opens the wrong barrier, Post #1 will utilize the large metal plate (located in the Security Guard Desk area) on the barrier’s safety loop sensor as follows:

a. Inbound barrier: Place the metal plate on any of the inbound safety loop corners for 5 seconds and remove. The barrier should close.

b. Outbound barrier: Place the metal plate on any of the outbound safety loop corners for 5 seconds and remove. The barrier should close.

c. In the event the barrier does not close contact the HQAMC G-3

Protection Division Building Security Staff and the Commandant Office.

d. Security Guards must maintain visual coverage when barriers are being opened or closed.

e. If barriers do not properly open or close, notify the HQAMC G-3

Protection Division -Building Security Staff.

Appendix E: Symmetry Professional Security System

1. Symmetry Professional Security System: This security management system controls all security functions for the building complex.

2. Authorized Personnel: Only authorized Security Guards, HQAMC G-3 Protection Division

- Building Security Staff, and HQUSASAC Protection staff will access the security system. Access management is conducted by a user identification and password.

The HQAMC G-3 Protection Division - Building Security Staff issues user identification and passwords.

3. Authority: Security Guards are authorized to conduct all operations within this appendix as specified.

4. Grant Access Procedures: Security Guards will use the following procedures to “Grant Access” to authorized personnel/vehicles:

a. Log in to the Symmetry Professional Security System using the

Security Guard log in and password.

b. Go to main menu bar and click “View”.

c. Once the “View” screen opens, go to “Command Center” and click.

d. Once the “Command Center” opens, go to the “Predefined

Commands” and there will be a list of authorized card readers.

e. Go to the card reader you want to access and click. On the right “Available Commands” screen will open.

f. Go to “Activate” and click.

g. Go to “Send” and click. The “Send” button should flash green twice; this indicates the card reader pulse to open has been sent.

h. The card reader will now unlock temporarily to allow access. Once the door controlled by the card reader is closed, the door will lock. If the door is not opened within 10 seconds, the door will lock.

5. Alarm Monitor Point Procedures:

a. Log in to the Symmetry Professional Security System using the Security

Guard log in and password.

c. Once the “View” screen opens, go to “Alarms” and click.

d. Once the screen opens, it will be left open to provide immediate annunciation of any alarm monitor point.

e. When an alarm annunciates, an audible signal will be given. (Ensure system speakers are loud enough to detect all alarm annunciations).

f. Under the “All Alarms” screen, there will be fields for “What”, “Where”, “Who”, “Time”, “Date”, “Priority”. These fields will have information detailing the alarm activation.

g. Monitor Point status. The alarm system is set on a schedule by HQAMC Security

Support Staff/HQUSASAC Force Protection personnel. Security Guards do not

“Enable” or “Disable” alarms without authorization from the respective HQAMC

Security Support Staff or HQUSASAC Force Protection personnel.

(1) To check the status of a Monitor Point, click on the respective “+” next to the “Monitor Point”.

(2) If the Monitor Point indicates “Enabled” and “Normal State”, the alarm is active and functioning properly.

(3) If the Monitor Point indicates “Disabled”, the alarm is turned off.

(4) If the Monitor Point indicates “Offline”, contact the respective HQAMC

Security Support or HQUSASAC Force Protection personnel.

h. Response to alarm activation messages:

(1) “Door Held Open”. This alarm indicates personnel are leaving a door open to an area with the CAC proximity reader in the “Ready” position. These areas are required to keep the doors closed except when accessed. One Security Guard responds to inquire why the door has been left open. If you receive two alarms from the same door within one shift, annotate the Security Journal, and notify the respective Security Staff (HQAMC or HQUSASAC).

(2) “At Wrong Door”. This alarm will indicate a name of a CAC holder who does not have access permission to that specific CAC proximity card reader. If you receive two “At Wrong Door” alarms from the same person, one Security Guard responds to inquire why the person is trying to access areas where they are not authorized.

Once the inquiry is complete, annotate the Security Journal. If the activity is suspicious, notify the respective Security Staff (HQAMC or HQUSASAC).

(3) “Door Forced”. This alarm indicates a door has been opened (manual or accidental) without proper CAC authorization through the CAC proximity card reader. If you receive this alarm, one Security Guard responds to inquire to the status of the door.

(4) “Monitor Point in Alarm”. This alarm indicates a Balanced Magnetic

Switch or Motion Sensor has been activated. For any alarm on the perimeter, an immediate assessment with the camera system will be conducted. If any personnel are present, one Security Guard responds to inquire. If there is suspicious activity, notify the J911 for assistance.

(5) “Reader Tamper”. This alarm indicates the specific reader is being tampered with, i.e., reader being removed from its stationary position, the wiring to the reader is being/or has been cut, etc. If you receive this alarm, one Security Guard responds to inquire to the status of the card reader.

(6) “Duress”. This alarm indicates a duress situation in a specific area. If the CG

Command Suite(A6SW110) duress alarm is activated, take the following actions:

a. Post #2 will call the CG Command Suite at 450-6024 and ask to speak to a staff member and ask, “Mr. GOOD is here for his meeting with the CG, may I send him up?”

b. If a duress situation exists, the staff member answering the phone will respond, “The CG is behind in their appointments. I will buzz you in (XX) minutes when they are available.” The minutes will correspond to the number of known intruders, i.e. 10 minutes is 1 intruder, 20 minutes is 2 intruders, and so on.

Immediately notify J911. If available, two Security Guards will respond to the CG

Suite to secure the area and assess the situation.

c. If the duress alarm activation was an accident or human error, the staff member will reply, “The CG is available.”

d. If telephone contact cannot be made, Post #2 will call J911 and notify the HQAMC Operations Center. If available, two Security Guards will respond to the

CG Suite to secure the area and assess the situation.

e. Directorate of Operations personnel assume control of the situation once their personnel arrive on-scene.

(7) Alarm record. Use the “Comments” block under the “Acknowledge Alarms” window to record details of the alarm response and reason for activation.

(8) Sensitive Compartmented Information Facility (SCIF)/Special Access

Program (SAP) Alarms. The SCIF is in the basement, (Room #ABNW001) and the

SAP is located within the SCIF, (Room #ABNW015). When the security system indicates an alarm in either the SCIF or SAP area, take the following actions:

a. At least one Security Guard will respond within 5 minutes to the basement area and check all doors on the north side of the basement floor (doors with card readers and emergency exit doors) for suspicious activity. Open the SCIF corridor access door (using the “Smart Card”) in order to assess the main access door into the SCIF. The Security Guard “Smart Card” does not open the door to the SCIF/SAP area.

b. If there is any suspicious activity, secure the area and notify

J911 to dispatch a response force to assist.

c. Post #2 will maintain constant surveillance of the AMC perimeter using the CCTV system. Post #2 will relay information to the J911 as needed.

d. Notify the SCIF Special Security Officer or Special Access Program

Manager (POC List-Addendum) immediately.

6. Unlock/Lock Doors: When given specific authority by the HQAMC G-3

Protection Division - Building Security Staff to unlock or lock doors, conduct the following actions:

c. Once the “View” screen opens, go to “Command Center” and click.

d. Once the “Command Center” opens, go to the “Filter” and type in a word of the card reader requiring to be locked or unlocked; for example, use words like turnstile, dock, or lobby. Next, click the filter icon on the right or hit “Enter” on the keyboard.

e. Go to the small “+” to the left of “Readers” and click. The readers will be displayed.

f. Go to the card reader you want to unlock/lock and click. On the right

“Available Commands” screen will open.

g. Go to “Lock Door” or “Unlocked Door” and click.

h. Go to “Send” and click. The “Send” button should flash green twice; this indicates the card reader pulse to open has been sent.

i. The card reader will now locked/unlocked. It may take 10 – 15 seconds for the security system to lock/unlock the card reader.

7. Cardholder Identity: To verify HQAMC/USASAC personnel Security Identification

Badge status, take the following actions:

b. Go to main menu bar and click “Identity”.

c. Once the “Identity” screen opens, go to “Card Holder” and click.

d. Once the “Card Holder” screen opens, go to the “Last Name” and type in the last name. For military personnel, type in the rank and last name; for example: SGM Jones.
