About this file
This is a Questions and Answers document related to a Colorado state and local procurement (DQ1 2016*0778) for the acquisition of two trailers: one 20-foot bumper pull trailer with a 10,000-pound GVWR and one gooseneck trailer with a 12,000-pound GVWR. Both trailers are enclosed, 28 feet in length, and feature identical specifications except for their hitch types and weight ratings. The solicitation requires delivery on or before February 15, 2016, with a bid award date of December 23, 2015. Standard manufacturing lead time for custom-built trailers ranges from 8 to 10 weeks after receipt of order, with the understanding that up to two additional weeks may be acceptable if required at the time of award. The gooseneck trailers typically require extended production timelines compared to bumper pull models.
Key specification clarifications addressed in the Q&A include acceptable wheel and axle configurations (15-inch 6-lug wheels are acceptable for the bumper pull trailer), cabinet mounting along the same sidewall, finished ceiling materials consistent with wall specifications, and ramp door requirements for both trailers. The procurement allows for alternative delivery arrangements, with vendors permitted to quote prices both with and without delivery services, provided the vendor's location is approximately 300 miles from the Littleton Office Center. Bidders may also propose pickup on-site as an alternative to delivery, subject to location viability and pricing evaluation against competing proposals.

DQ1 2016*0778 Q&A
Questions & Answers:
1. The 20' Bumper pull trailer requests 16" Tires with 8 Lug Wheels while requesting a 10,000#
GVWR. The industry STANDARD on a 5000# Axle is a 15" 6 Lug Wheel with a 15" Tire
(ST22575R15) Load Range D rated. I can check with the vendor to see if they can special order an axle (5000# rated) with the 6000# rated Tires & Wheels on them. I doubt that this option is available, however I will ask. If it is available, ordering a special order axle ADDS to the normal
"lead" time which is 8 to 10 Weeks After Receipt of Order (ARO).
15” 6 lug wheels are acceptable to keep a standard axle with required 10,000 # GVWR on bumper pull trailer (DQ1 16*0776) only.
2. On the 20' bumper pull it is requiring 8 lug wheels on 5200 # axles. I don't believe there is such an animal. They will have to be 6 lug - will this work for you?
15” 6 lug wheels are acceptable to keep a standard axle with required 10,000 # GVWR on bumper pull trailer (DQ1 16*0776) only.
3. Can the GVWR be bumped up to 14,000lb?
The gooseneck trailer specification is for 12,000 # GVWR but a higher GVWR would be acceptable as well.
4. Under the description "Finished Ceiling" your specs state 3/8 Plywood walls and 3/4 Plywood
Floor but no mention regarding a finished ceiling. Am I to assume there is NO FINISHED ceiling in these bids? If you do want a finished ceiling do you want it white vinyl or Luaun paneling?
Ceilings of both trailers would be of same materials as walls, acceptable materials are in bid specifications.
5. Under "Cabinets" the specs state (2) 18" x 18”. That is a dimension of an Over Head cabinet which usually runs across the front (nose) of the trailer, making it 8 Foot Wide. The spec calls for two of them. Would you want them mounted with one on top of the other? Or would you run them along the side walls (especially the Gooseneck) Please advise.
Both cabinets would run along the same sidewall.
6. Do you want the cabinets overhead in the front of the trailer?
Both cabinets would run along the same sidewall.
7. Your bids request delivery on or before 02/15/2016. The normal lead time to order a custom built trailer is 8 to 10 weeks ARO, with your bid award date of 12/23/15 that barely gives
DQ1 2016*0778 Q&A
enough time to meet your DUE date. I have checked in advance with our manufacturer about hitting your due dates and he said that they probably could (FYI the Gooseneck trailers usually take longer to build). What happens if "production" runs a week or two behind? Please advise.
Two additional weeks would be acceptable if required at time of award.
8. It looks like these trailers are identical with the exception of one being a Goose Neck with a
12K GVWR and the other being a "Bumper Pull" with a 10K GVWR. Are you planning on purchasing two trailers or deciding on which ONE to buy based on cost? The "Lead" times will most likely be different if ordering two (different) types of trailers. Please advise.
Two trailers will be purchased: 1 bumper pull and 1 gooseneck.
9. The Spec calls for 5/16" Ball on the Bumper Pull trailer (DQ1 16*0776) which is probably a typo and should read as a 2- 5/16" Ball. Just checking.
Yes- 2-5/6” ball is correct.
10. Do you want rear ramp doors on the back or double rear doors?
Both trailers would require ramp doors.
11. In regards to the delivery requirement, by any chance, can the equipment be picked up on-site?
This would depend upon the location and the price of delivery. The price with and without delivery would be needed for evaluation against other bids and the vendor’s place of business (pick-up location) must be approximately 300 miles from the Littleton Office Center.
