About this file

This is a Request for Documented Quotations (DQ) issued by the State of Colorado, Department of Natural Resources, on behalf of the Colorado Division of Parks and Wildlife. The solicitation seeks competitive quotations for Industrial/Medical Grade Liquid Oxygen in bulk quantity of 1,500+ gallons for delivery to the Rifle Falls Fish Hatchery in Rifle, Colorado. Deliveries are scheduled every two weeks beginning July 1, 2015, with the expectation of consuming approximately 1,500 gallons every three weeks, though actual consumption may vary seasonally. The solicitation is not intended to result in multiple awards. The written inquiry deadline is June 29, 2015 at 4:00 PM MST, with answers to be posted by 5:00 PM MST the same day. Bids are due June 30, 2015 at 11:00 AM MST, with award expected by the same date. The contract term is 12 months with firm pricing, with the option for the State to renew for four additional 12-month periods, not to exceed five years total. CPW will provide and monitor the 1,500-gallon liquid oxygen tank on-site.

Pricing must include all freight and shipping costs, which will not be reimbursed separately by the State. Bidders must submit the Specification Table, Bid Pricing Sheet with warranty information, and Vendor Information Sheet as part of their response; failure to include all three items will result in non-responsive bid status. The contractor must maintain comprehensive insurance coverage, including Workers' Compensation, Commercial General Liability with minimum limits of $1,000,000, and Automobile Liability with $1,000,000 combined single limits, naming the State of Colorado as an additional insured. If the State exercises renewal options, vendors may request rate adjustments no more frequently than annually, limited to the lesser of the average CPI for the West Urban Region or five percent. Bidders may submit responses via the ColoradoVSS website, email, USPS, courier service, or personal delivery to the Colorado Parks and Wildlife Procurement Office in Denver.

Because of the limited competition expected from registered ColoradoVSS Vendor Self Service (VSS) vendors on this solicitation, the procuring agency intends to use both VSS and additional methods of vendor notification and may make the specifications available to non-registered vendors through additional means. However, quotes, bids or offers submitted by non-registered vendors will not be opened or considered (except as necessary to determine VSS registration status) unless, after examination of quotes/bids/offers submitted by VSS registered vendors, it is determined that there is not adequate competition among VSS registered vendors. If adequate competition exists among registered vendors, quotes, bids, or proposals from non-registered vendors will not be considered. A vendor is considered registered if its registration is active prior to the bid opening time or the due date for receipt of quotes.
