9. Background The Council Chambers, located in the Town Hall at 5008 Queensbury Road, Riverdale Park, MD, 20737, serves as a facility for not only Town Council, boards, commissions, and committee meetings but also community meetings and Town events.
Currently, Town Council meetings are held via Zoom and the meetings are streamed (and/or live and recorded) on Facebook, YouTube, and the Town’s website. In the past, Town Council meetings have been shown on the Town’s cable channel (Verizon and Comcast).
The primary goal of this project is to update the audiovisual equipment and user interface with more modern, user-friendly, affordable, and durable equipment in the Council Chambers and to broadcast meetings in a hybrid format, allowing for virtual viewing and participation.
Town Hall is undergoing significant renovations so coordination with the renovation project schedule will be imperative.
10. Scope of Services The Council Chambers and related control systems will be upgraded, where needed, to utilize current, reliable, and supportable technology to allow the Town to conduct Town meetings and other presentations requiring internal AV support.
The new Council Chamber Video production system will include:
• new audio and video recording equipment;
• video production equipment for broadcasting;
• integration of multiple cameras;
• an automated camera system that allows for switching from one speaker to the next without staff assistance;
• microphones (stationary and wireless);
• video controllers and other equipment;
• cable broadcast capabilities; and
• online streaming capabilities.
An integrated control system will be used to allow easy and intuitive user control of the system. The control system will provide full system control, including the selection and control of source devices, presentation switching, and audio control for multiple users.
The Town desires to fully replace the existing system with a modern, digital presentation system that provides clear audio and enhanced presentation viewing in all areas of the Council
Chambers as well as ancillary rooms or areas. All the technology must be digital and IP-based, and interoperable.
The goals of the audio/visual upgrade are the following;
1. Improved video display and recording capabilities.
2. Improved audio capabilities.
3. Improved reliability and energy efficiency.
4. Installation and implementation of designed audio, video, and sound system solutions into the newly renovated Council Chambers.
5. Improved ease of use for Town staff for conducting meetings, recording and online streaming of meetings, and the integration of in-person and online meeting participants for hybrid meetings.
6. Integration and ease of use with streaming and archival software, with both current and other named Contractors.
Audio equipment will need to be integrated with cameras to capture clearer sound than is currently possible with the existing equipment. New or additional cabling may need to be installed where no cables currently exist.
Specific deliverable requirements requested by the Town as part of this Scope of Work include the following:
• Provide a single line drawing of new audio, video, and sound systems to the Town. Detailed system fabrication, interface, and cabling drawings will be prepared in AutoCAD format. PDF or other standard graphic files will also be provided of the overall design for ease of review. The
Contractor is responsible for all aspects of design, equipment, wiring, installation, and integration of the new system.
• Provide a listing of all labor and materials to install the complete audio, video, and sound systems. Supply of all required equipment to provide a turnkey system. Supply of interface and mounting components - Contractor will supply interface and mounting components and cabling, connectors, and installation materials Provide testing and adjustments after the installation of the new video production system (audio, video, and sound system). Assist the Town with programming and commissioning the new systems after installation. Once the site is verified as completely prepared and acceptable for receipt of the systems, the components and equipment will be transported to the site and installed. Complete system installation to supporting infrastructure (conduit, electrical, cabling, etc.) will be performed by the Contractor during the timeframe designated for the project completion
• After all video production systems are installed, Contractors will provide a post-installation demon to Town-assigned staff to verify that the audio/visual system in the council chamber is installed as required. This includes confirming the locations, coverage areas, and functionality of cameras and other equipment. The demonstration will ensure that all components are correctly positioned and operational, meeting the project specifications and the Town's requirements for the upgraded system.
Provide training for the new systems after installation for staff and for elected and appointed officials. Once all systems are installed, and final testing and adjustments have been completed, operational training for Town staff will be performed. An allowance of eight (8) hours of operational training shall be included. Additional operational training and manufacturer-specific operational training may be provided upon request at an additional charge.
• Provide the Town with support for manufacturer warranties for service during the warranty period and provide the Town with service support labor rates. As needed, repair and routine maintenance of the new audio system. Repair costs should include but are not limited to trip charges, hourly rates, equipment replacement costs for hardware, etc. and include how the selected firm will handle all costs over the term of the Contract.
Real-time, Spanish language interpretation will be broadcast on the second channel of the assistive listening system. One of The Town of Riverdale Park editing suites will be equipped with a microphone and headphones for an interpreter to monitor hearings and provide interpretation on channel 2 of the assistive listening system.
• Provide quick response support. The Town’s video production system is critical and requires a reliable company to provide as needed support in a timely manner. Please detail your company's commitment to providing a quick response in the event of a significant system failure occurring during or less than 24 hours prior to a public meeting.
• Provide an escalation procedure. The Town requires a formalized escalation procedure with the selected firm to include cell phone numbers for management personnel as this video production system is essential to support the Town’s official meetings. The Town would only use those numbers in the case of an emergency or in the event that our customer service level expectations were not being met. The Town does not require the actual contact information as part of this submittal; only an outline of the escalation procedure, response time and a commitment to provide the information as part of the contract negotiation process.
• Provide System Updates and Upgrades. The Contractor must outline their approach to software and hardware updates, ensuring the system remains up to date with the latest technological advancements. This includes compatibility with future operating system updates and integration with new software or hardware that may be released.
• Provide written Documentation. The Town requires that the selected contractor provide all operating manuals and formal documentation for the new system installed. This must include, but is not limited to:
o Wiring paths and diagrams including a component-to-component wiring o Default system settings o All component manuals
• Contractor will provide one system engineer on-site for the first three Town Council meetings that will utilize the new system.
• Single Contractor Preference: The Town prefers a single Contractor that can provide and be responsible for the entire upgrade and implementation of video production capabilities and control room playback capabilities from the Council Chambers and the adjacent control room area. However, the Town will consider a team of Contractors (through a joint proposal or with one member of the team being the lead contractor) that together can provide all the necessary services and equipment.
