Pricing shall be based on hourly rates calculated on approximately 10,400 service hours annually, with the contractor responsible for all operating costs including labor, supervision, vehicle maintenance, insurance, uniforms, equipment, and technology support. The City will lease two Hyundai Elantra Hybrid vehicles to the contractor; the contractor bears all expenses for fueling, maintenance, insurance, and vehicle storage. Evaluation criteria include knowledge and experience of the firm and personnel (20%), project approach and understanding (30%), relevant experience (20%), Beaverton Equity Procurement Program compliance including COBID certification (12%), and contract price (18%). The City has established an aspirational goal of 15 percent participation by firms certified by the State of Oregon Certification Office for Business Inclusion and Diversity (COBID). Insurance requirements include commercial general liability coverage of at least $2,000,000 per occurrence and automobile liability insurance with a $1,000,000 combined single limit. The contractor must comply with all Oregon Revised Statutes, equal opportunity employment provisions, and submit required documentation including subconsultant disclosure forms and monthly utilization reports for awarded contracts.

1. 1. Legal Advertisement
The City of Beaverton is seeking sealed proposals from qualified consultants for Downtown Parking
Enforcement. Consultants are invited to submit a proposal outlining their experience and qualifications in performing work directly related to the services required.
Proposals must be received electronically by Wednesday, February 4, 2026, no later than 2:00 pm, via the City's e-procurement portal ("portal") at https://procurement.opengov.com/portal/beavertonoregon/projects/217215.
There will be no formal opening. Facsimile proposals will not be accepted. Proposals will not be accepted after the stated opening date and time. Late proposals will not be considered.

Proposers are required to certify non-discrimination in employment practices in accordance with ORS
279A.110(4), and identify resident status as defined in ORS 279A.120(1). All Proposers are required to comply with the provisions of Oregon Revised Statutes and Beaverton’s Contract Review Board Policy.
The City of Beaverton reserves the right to:
A. Reject any or all proposals not in compliance with public bidding procedures.
B. Postpone award of the contract for a period not to exceed ninety (90) days from date of proposal opening.
C. Waive informalities in the proposals.
D. Select the proposal which appears to be in the best interest of the City.
2. 2. Introduction and Background
2.1. 2.1. Summary
The City of Beaverton is seeking a qualified contractor to operate parking enforcement and compliance services in Downtown Beaverton. Services the Contractor is to provide include but are not limited to daily parking enforcement operations, permit parking management and revenue collection(s) and transfer(s). The Contractor will be the first point of contact for customers.
2.2. 2.2. Background
Downtown Beaverton is growing with more commercial businesses, housing and entertainment opportunities which has led to increased parking demand. The City recently completed the Downtown
Parking Compliance Pilot Program, which was conducted by a third-party Contractor and was supplemental to the Beaverton Police Department’s parking enforcement efforts. With a new permanent compliance program in place, the City is soliciting an experienced parking enforcement operator (Contractor) to continue parking enforcement efforts in Downtown Beaverton. 3. 3. Scope of Work
3.1. 3.1. Scope of Work
The City is seeking sealed proposals from qualified contractors to provide the following scope of work.
The detailed scope and contract will be finalized between awarded Contractor and The City of
Beaverton.
3.2. 3.2. Overview
The Contractor will provide full-time and/or part-time Parking Ambassadors (PA) plus supervisor(s) and will patrol all City-owned parking facilities (lots, structures), alleys and on-street parking areas within the approximate Downtown Enforcement Area as shown on the attached map (Attachment D). The exact boundary of the Downtown Enforcement Area will be determined as part of the finalized scope and contract between the awarded Contractor and the City of Beaverton.
The Contractor will employ only persons competent and skilled in the performance of the assigned work and will support a culturally sensitive work environment that provides fair and equitable customer service support to all Beaverton residents, businesses, employees, and visitors. Contractor will provide skilled and responsible supervision for such persons and ensure ongoing training and development. City staff may participate in recruitment, personnel selection, and training as they see fit. The Contractor will be responsible for all employee supervision, discipline, and termination actions. Supervisor(s) must meet all criteria to perform PA duties as detailed in Section 3.5, as needed.
3.3. 3.3. The Contractor Will
• Pay all operating costs, including, but not limited to labor, supervision, bookkeeping, and citation supplies.
• Administer, maintain, and collect/transfer payments for the downtown on-street parking permit program.
• Provide frontline and/or in-person customer service for parking citation questions, comments, payments and contests, as appropriate.
• Lease (Attachment F) existing parking enforcement vehicles from City. The City currently operates two (2) Hyundai Elantra Hybrid enforcement vehicles.
• Use the parking enforcement equipment provided described in section 3.9 and 3.10.
• Provide all equipment necessary to fulfill scope of work, including, but not limited to, uniforms, citation supplies, etc., as approved by the City.
• Monitor all City-owned, downtown parking facilities, including, but not limited to, garages, lots and on-street locations, as necessary and prudent to ensure that all parking regulations are
Title: Downtown Parking Enforcement followed and that, where paid parking is applicable, all parking has been paid. PAs will conduct inspections as directed by the City of Beaverton. It is expected that the Contractor will initially work from 7 AM – 10 PM, Monday through Saturday. However, regulations times are subject to change, which may require a shift in operational hours.
• Propose patrol routes and schedules for City approval and ensure that said routes and schedules are staffed and adhered to as agreed. The Contractor will ensure that coverage is adequate, fair, regular, and consistent with no preference shown for any reason. The Contractors and its staff will not directly or indirectly give any preferential treatment to any person, entity, or geographic area in the performance of enforcement duties.
• Be responsible for all training, maintenance and support relating to parking enforcement technology including, but not limited to, handhelds, body-worn cameras, parking management systems and Mobile License Plate Recognition (MLPR) systems. Contractor personnel may be requested to participate in City-provided training classes throughout the term of the agreement.
• Ensure that employees always conduct themselves in a professional manner. Contractor will investigate and take appropriate action for all customer complaints regarding contracted employees (including improper use of vehicles or equipment). Contract Executive will oversee such investigations and report their findings to the City in a timely manner.
• Ensure that employees are trained to provide excellent customer service to all community members, and there is no preferential treatment or discrimination, based on race, religion, gender.
• Prepare and submit a monthly summary of all Parking Ambassador performance activity including the issuance of warnings and citations. Report format will be mutually agreed upon with the City.
• As applicable, manage on-street permit issuance and renewals (through Passport software).
• Provide monthly, quarterly and annual operation reports, mutually agreed upon by the contractor and City.
3.4. 3.4. The Contractor Supervisor, or a designated person, will:
• Be the first line of contact for any and all complaints dealing with the PA issuance of parking citations. The Contractor management will make every attempt to rectify a complaint. In the event that the citizen is not satisfied with the handling of their complaint, they will then be directed to contact the appropriate personnel at the City of Beaverton. Request for modifications or dismissals must adhere to City Municipal Court processes and documentation guidelines.

• Receive requests for service during regular business hours and liaison with the Community
Development Department.
• Provide daily and weekly Ambassador reports to the City.
• Meet with the City’s authorized representative(s) weekly, or at agreed upon regular intervals, to review operational, safety and performance issues. In addition, Contractor will have the
Contract Executive overseeing the contract meet with the City once per month.
• Review Parking Ambassador's daily reports and provide details to City representative, as needed.
• Coordinate with the City Representative and compile parking contest information for Parking
Ambassadors, as needed, for court appearances.
3.5. 3.5. Parking Ambassadors will:
• Patrol all areas within the Enforcement Area at a frequency necessary to enforce the posted time limits and all other authorized City Parking Codes and Regulations. Any questions or confusion concerning the content or intent of any parking code or regulation, or any parking enforcement issues outside of those authorized in the final scope of work will immediately be brought to the attention of the PAs supervisor and/or the appropriate City representative(s).
• Be responsible for the education and enforcement of all parking regulations listed in the City’s
Municipal code and the State of Oregon Vehicle Code. Issue citations and warnings for parking violations when and where appropriate.
• Provide a high level of customer service and assistance, as needed, to give directions, information, phone numbers, etc. to all users of City parking (in the field and by telephone).
• As the parking citation-issuing officers, make municipal court appearances for trials when an alleged violator chooses to contest a citation. Such court time will be counted as a part of the regular work week.
• Parking Ambassadors will perform parking compliance duties per the City of Beaverton
Municipal Code, unless otherwise specified in this section.
• Report any condition or deficiency which may pose a hazard or a danger to the general public, including, but not limited to, sign and curb marking deficiencies, potholes, or other hazards.
• Act as ambassadors for Downtown Beaverton and in a manner consistent with City employee behavior as outlined in the Beaverton Employee Handbook (Attachment E)
• Not be allowed to void citations. Supervisor-voided parking citations will be recorded, monitored, and reported by Contractor to the City.

• Not be authorized to tow or immobilize vehicles, unless otherwise authorized by the City.
Business rules will be established, in coordination with the City, advising when and how to request tow support.
• Be able to account for all time and streets patrolled during each shift by producing a valid Daily
Activity Report (DAR).
3.6. 3.6. Office
Beaverton is centrally located and easily accessed by public transportation including bus and light rail.
Proposer will describe transportation incentives provided to encourage alternative commuting options for their local staff; free parking is not guaranteed.
Proposer will identify minimum office utility needs and best practices in operational plan submitted with proposal including specification of telecommunication requirements. Based on provided specifications, the Contractor will either base operations at an office designated by the City for its use, if available, or secure appropriate location for base operations. If a City designated space is not available, the City may be able to assist in locating appropriate space. It is strongly preferred that the Contractor submits specifications for its base of operations that is public facing for frontline customer service.
The City will not be responsible for providing office computer equipment.
3.7. 3.7. Uniform
All Contractor employees performing parking enforcement duties will wear uniforms while on duty. The
Contractor will be responsible for providing personnel with proper, complete, and acceptable uniforms that have been approved by the City. Uniforms and rules for uniforms will be as follows:
• The Contractor will not issue any uniform or identifying logo without the prior written approval of the City.
• The Contractor will provide uniforms for each contract employee at no expense to the employee, except in cases of negligence or abuse of the uniform by the Contract employee.
• Parking Ambassador Field Supervisor(s) and PAs will be issued at least three complete uniforms sets, including shirts and slacks/shorts. Each employee will be issued a hat, reflective traffic safety vest and inclement weather gear, including, at a minimum, winter coat, complete rain suit and lightweight jacket.
o Proposer will provide an example of their suggested uniform to address year-round weather conditions. Final uniform will be mutually agreed upon with the City.
• All shirts, jackets, vests, and hats will have an approved emblem or logo designating Parking
Ambassador, the design and location must be approved by the City.
• All uniforms include a name tag and identification number which must always be worn, the design and location must be approved by the City.

• Photo identification card must always be carried during patrol hours and municipal court hearings.
• All personnel must be in complete, approved uniforms at all times while they are engaged in enforcement activity or City related official duties. Shirts must be tucked in at all times.
• Personal garments or items that cover any portion of the uniform will not be worn while on duty, except for religious garments that do not hinder or block proper employee identification.
• Contractor will not allow Contract employees to work unless attired in the complete, approved uniform.
• The Contractor will be responsible for making sure uniforms are complete, clean, in good repair, and worn by all Contract employees while on duty.
• Contractor will not permit personnel to be armed with firearms or weapons of any kind while performing responsibilities under the Contract.
• Contractor will ensure employees return all issued uniforms described above upon release of employment.
3.8. 3.8. Vehicles
PAs will patrol on foot, bicycle and/or in environmentally friendly vehicle(s) leased from the City.
Contractor will:
• Be fully liable for the leased vehicle(s) and any installed equipment.
• Maintain all vehicles in a state of good repair and in a professional appearance equivalent to that of the City’s public fleet.
• Bear all expenses associated with vehicle storage (if applicable), maintenance, fueling, and insurance.
• Ensure that all vehicles are appropriately insured, according to City insurance requirements and the Oregon Department of Motor Vehicles, as appropriate.
• Ensure PAs have a valid driver license or obtains a valid driver license prior to commencing work.
• Be responsible for parking and securing all patrol vehicles when not in use at a City approved facility.
Vehicles that are damaged or disabled while in service for the City will be replaced by the Contractor with an operable vehicle within 4 hours. In the event that a replacement vehicle is unavailable, contract personnel will be relieved of duty for the remainder of the shift and Contractor will pay City prorated liquidated damages or credit labor hours. Replacement or repair of damages will be the responsibility of the Contractor.

Contractor will manage, operate, and maintain the enforcement vehicles for parking enforcement duties only in accordance with guidelines set forth by City. Contractor will not use the enforcement vehicles for purposes other than those required under the Agreement.
The Contractor will be financially responsible for any damaged, lost, or stolen equipment provided by the City. The Contractor will prepare and maintain a complete, detailed, accurate, and current inventory of all equipment and supplies provided by the City for use by the Contractor.
Contractor may include additional vehicles and/or alternative transportation modes, like bicycles, to be provided by Contractor. Pricing for optional services will be detailed by proposed solution, service or equipment provided.
3.9. 3.9. Mobile License Plate Recognition (MLPR) Equipment
Contractor will use the installed MLPR system. The city is currently using Vigilant by Motorola Solutions.
Should the system change, the Contractor will use any future system selected by the City.
The MLPR System
• Automatically detects vehicles parked in time limited parking zones.
• Confirm payment status for mobile payment, permit parking and pay by plate parking sessions, if applicable.
• Reads license plates of vehicles that are either parallel parked or parked at 45 or 90 degrees, both on-street and off street.
The City will provide the Contractor an initial training on the MLPR system. Contractor is responsible for all training, maintenance and support relating the MLPR system, for subsequent staff.
3.10. 3.10. Citation Issuance Device (Handhelds) / Parking Citation Management System
The current parking citation management system is provided by Passport Inc.. It is strongly preferred that citation payments and appeals are completed online, by phone, by mail, or in person at the designated office described above.
The citation system is stand-alone software. The Contractor will not be using the Police Department citation management system or the eCourt software system. The Contractor will not receive technical support from the City’s Information and Technology Systems Department (ITS).
Upon contest of a citation or failure to pay, Beaverton City Code requires the involvement of the
Beaverton Municipal Court. In such cases, the citation will be transferred to the Beaverton Municipal
Court, and the remainder of the subject cases will be processed by the Beaverton Municipal Court.

3.11. 3.11. Communication Equipment
The Contractor will provide and maintain capability to support two-way conversations with the field personnel whenever they are on duty. This system will provide dependable, interference-free, two-way communications between the City, Contract Supervisor, and the Parking Ambassadors.
The Proposer will describe the communications infrastructure that will be provided to Parking
Ambassadors and outline how the City and/or Police Department will communicate with field personnel and vice versa, as needed.
Contractor will have the ability to provide automated status report and updates for complaints and service requests received from the City.
3.12. 3.12. Body Worn Cameras
The city will require the Contractor to wear provided cameras.
3.13. 3.13. Other Equipment
The Contractor will provide all necessary supplies required to perform both office and field work, as defined in the final scope of work, and as approved by the City of Beaverton. This includes, but is not limited to citation paper rolls, envelopes, and collection forms not otherwise provided by the City.
Citation forms/format will be approved by the City prior to ordering, printing, and use. In the event that the Contractor needs to use City supplies, such as traffic cones, traffic barriers, etc., the Contractor will work with the City to ensure that the Contractor has the necessary supplies to conduct their work and that all Contractor staff are trained to properly use the supplies.
The Contractor will provide all necessary equipment and supplies for the provision of parking enforcement services, including but not limited to safety equipment, tape measures, flashlights, and batteries. Flashlights will be of sufficient illumination to allow enforcement officers to read vehicle identification numbers (VINs) during all hours. All equipment will be in good working order, and in conformity with all applicable statutes, laws, ordinances, and regulations. The Contractor will not issue, directly or indirectly, firearms or similar devices to personnel, including but not limited to pepper spray.
3.14. 3.14. Hiring Criteria for Parking Ambassador & Customer Support Personnel
The City retains the right to be involved in the recruitment/selection process of new contracted Parking
Ambassador staff or staff assigned to perform enforcement duties within the City. In hiring enforcement staff, the Contractor will adhere to Employment Policies as detailed in Section 2 of the City of Beaverton
Employee Handbook. Contractor ensures that all staff:
A. Are at least eighteen (18) years of age.
B. Are physically and mentally capable of performing all required enforcement duties.
C. Have the ability to give and follow oral and written instructions in fluent English.
D. Have the ability to operate a computer and a variety of computer software.

E. Have the ability to establish and maintain effective working relationships with the public and
City officials.
F. Have a valid driver’s license, or the ability to obtain one prior to commencing work, provide any accident history, and maintain a clean driving record for the duration of the Agreement.
G. Have the ability to remain calm and use judgment and initiative in an emergency situation.
H. Have no criminal record and able to pass a drug screening test and background check, if requested.
Proposer will explain in detail the strategy and tactics for hiring, including such factors as salary and wage levels, background check process, employee benefits including sick leave and health coverage, employee development programs, vehicles, and equipment, etc., that the Contractor will use to deliver a stable, high quality level of services described in this RFP. 3.15. 3.15. Training
All Contractor employees must be thoroughly trained in all aspects of their particular position; including, as appropriate, communication procedures, the use of the handheld issuance device and all other related hardware, use of MLPR system, all regulations for parking enforcement, customer service, safety and traffic control techniques for operating on City streets, the legal requirements for citation issuance, court testimony techniques, and current and future policies and procedures as developed by the
City/Beaverton Urban Redevelopment Agency. Any and all traffic control duties must be approved by
BPD on a case-by-case basis or in a manner acceptable to the BPD. Contractor will prepare a training manual specific to Beaverton that is subject to review and mutual approval by the City.
Parking Ambassador staff must have the education, skills, and qualities required to fulfill the tasks outlined in this RFP. The Contractor will provide each Contract employee assigned to provide parking enforcement services with at least 40 hours of initial job-related training prior to the project launch or hire date and any necessary re-training or follow-up training required to improve or correct deficiencies in performance.
Contractor will provide each Contract employee assigned to provide parking enforcement services with at least eight (8) hours of in-service, on-going training per year. Such training will cover such topics as changes in the law; new aspects of the City’s parking program; de-escalation; fair and equitable actions;
and refresher or expanded training in customer relations, etc. The subjects and content of such training will be approved in advance by the City. The City may require specific training applicable to all City employees. Such training will be included in the hours-of-service Contractor is required to provide in each contract year.
The City retains the right to review and direct modification of any Contract employee training program and will require verification that each Contract employee has met the required level of training per year.
Training will include, but not be limited to, the following:

• Information on parking statutes, laws, ordinances, regulations, and resolutions enacted by the
Federal Government, the State of Oregon, and the City;
• Parking enforcement programs and policies adopted by the City;
• Operation of equipment, including instruction on communications procedures, communication/radio devices, driver/traffic safety;
• Citation devices, MLPR technology, City parking management systems;
• Tasks and responsibilities under regular and emergency operating conditions;
• Physical layout of the City;
• Customer service, public relations, and conflict mitigation techniques.
3.16. 3.16. Other Parking Management Support and Optional Services
Paid Parking Management
The City is preparing to initiate a Downtown Parking and Management Action Plan (DPMAP) that may include, if approved by City Council, the possibility of implementing on-street and public parking lot paid parking. If the initiative moves forward, the City will need support with the collection, counting, reconciliation and maintenance of any installed paid parking equipment.
Proposer will provide a description of their municipal on- and off-street, paid parking support experience. Anticipated services would include the maintenance, revenue collection, and upkeep of all pay station equipment, as selected by the City. The Contractor would be the first point of contact for any reported maintenance or operations issues and will work with the City to remedy any issues, as necessary.
The Contractor would provide on-demand collections for the yet-to-be-determined number, of pay stations. Each pay station would be engaged at least weekly by the Contractor to ensure that the equipment and corresponding signs are free of vandalism and remove any graffiti. Contractor would respond to maintenance alerts and provide the support required to maintain operational paid parking equipment. Contractor would also provide paid parking revenue collections, counting and reconciliation processes to ensure that equipment performance is optimized and reconciled at least once every 21 days. Reconciled monies will be transferred to the City-designated bank account within 24 hours of the monies collected. Proposer should assume that training will be provided by the City-selected paid parking technology. Contractor would be responsible for coordinating maintenance with the technology provider, as needed, and providing maintenance tools and related supplies and will maintain a mutually agreed upon consignment inventory of spare parts provided by the City.
The City will consider including this as an optional service in the awarded contract that includes a clause that this service is subject to mutual agreed upon negotiated price based upon City Council approval and final paid parking equipment quantities.

The City reserves the right to explore parking technology equipment and replacement options, including financial alternatives that may be in the best interest of the City. As an option, the Contractor agrees to work with the City to find the best prices for enforcement and parking technology, hardware and software and lowest financing rate available.
3.17. 3.17. Schedule of Work
The City expects the Proposer selected for award of contract to start work as soon as a contract is signed. Please refer to Attachment A for the City’s standard form of contract.
The City anticipates all work will be completed on or before July 1, 2029.
4. 4. Proposal Content and Format
Proposals must address all submission requirements set forth in this RFP, and must describe how the services will be provided. Page limits are noted, when relevant, and assume 81/2 x 11 – inch paper and single-spaced lines. Unless otherwise specified, no particular form is required. In order to be considered for selection and possible contract, the proposal must be complete and include the following. Joint proposals will not be accepted. Proposals that merely offer to provide services as stated in this RFP will be considered non-responsive.
4.1. 4.1. Proposal Format and Administrative Requirements
The City’s proposal format and administrative requirements are set out below. These are intended to facilitate the City’s ability to quickly and accurately evaluate proposals. Failure to follow these format and administrative requirements may affect the scoring of proposals.
A. Cover Page
Include a cover page with the submitted proposal. The cover page is not counted in the total page count unless stated otherwise. Include the following information on the cover page:The
RFP Title;
The name, title, address, telephone number, fax number, e-mail address of Proposer’s primary contact person; and
The date of submission.In addition to the above information, but not in lieu thereof, Proposers may include other information on the cover page.
B. Table of Contents
Include a table of contents with the submitted proposal. All material items comprising the proposal should be clearly identified and easily located. The table on contents page is not counted in the total page count unless stated otherwise.
C. Page Limit
There is a 50-page limit on proposals submitted in response to this procurement. This page limit does not include the cover page, table of contents or résumés. If providing résumés or proposing changes to the Contract (Exhibit A - Sample contract), please include those at the end

4.2. 4.2. Substantive Requirements
The following information is requested to allow the City to evaluate Proposer responsibility and responsiveness to perform work described under the “Scope of Work” heading. If a contract is awarded, City shall award the contract to the responsible Proposer whose proposal it determines in writing to be the most advantageous to the City based on the evaluation process and evaluation factors described in
Section 5 of this RFP, any applicable preferences described in ORS 279A.120 and 279A.125 and, when applicable, the outcome of any negotiations authorized by the RFP. Other factors may not be used in the evaluation.
Knowledge & Experience-Background Of The Firm
A comprehensive history of your firm and its experience Downtown Parking Enforcement. Include the following information by uploading your documents:
• The total number of years the firm has been in business, the general scope of services the firm provides, the current number of employees, and current principal areas of expertise.
• A narrative description of the firm’s organization and relationship to any larger business entity. Include an organizational chart depicting the information provided.
• A description of similar work performed involving the items called out in the Scope of Work.
• A summary of the firm’s management and organizational capabilities, particularly regarding organizational resources to deliver complex projects on short notice and/or a hard deadline.
Knowledge & Experience-Key Personnel
Identify by name and title, the key staff members who will be assigned to work with the City, if the City awards the Proposer the contract contemplated by the RFP. Key staff members are those people who provide substantive work for the City. Provide a biography for each identified key staff person.
Biography must include but need to be limited to, a description of the education, qualifications, experience, and training of each key staff person. The description would likely include information about the key staff person’s work history, range of duties, project management history, key responsibilities on previous projects, and any professional designations, licenses, or certifications. Include the following information by uploading your documents:
• A resume for the key personnel to be assigned to this project, showing such education and experience as may be relevant to this particular project.
• A description of each key personnel’s proposed roles and responsibilities on the project team.
• An organizational chart of the proposed project team.

Knowledge & Experience-Sub Consultant Qualifications
A statement of whether you intend to use sub-consultants to fulfill any part of the tasks described under the scope of work. To the extent you intend to use sub-consultants to fulfill any of the required tasks, include the following information by uploading your documents:
• Scope of the services that the sub-consultant will perform to fulfill the tasks described under the scope of work.
• If the scope of services is to be performed by a specified team of the sub-consultant, a description of the sub-consultant's key personnel in that team and a resume for each of them, showing such education and experience as may be relevant to the services to be performed.
• A description of the proposed roles and responsibilities of each of the sub-consultant's key personnel for this project.
Project Approach & Understanding
With the Scope of Work in mind, submit statements of project approach and understanding that include the following, by uploading your documents:
• Describe the Proposer’s understanding of the City’s proposed Scope of Work, and the objectives to be accomplished for this service. Provide a detailed description of methodology for issuing citations, enforcement techniques, back-office support, and management practices and procedures.
o Proposer shall explain if/when the proposed methodology would require integration with
City systems.
o If needed, explain how the proposed system would be integrated with City Systems.
• Proposer shall describe the proposed hiring criteria, training, and staffing plan to support the
Scope of Work including how you represent the City of Beaverton while supporting a culturally sensitive work environment that provides fair and equitable customer service support to all
Beaverton residents, employees and visitors. The description must also include an explanation of:
o The strategy and tactics for hiring, including such factors as salary and wage levels, background check process, employee benefits including sick leave and health coverage, employee development programs, vehicles, and equipment, etc., that will be used to deliver a stable, high-quality level of services described in this RFP.
▪ The Contractor Supervisor role to support this project and the reporting structure within the Proposer’s organization and accountability to the City of Beaverton.

▪ The Parking Ambassadors role within the City and provide examples of other similar municipal program experience focused on customer service, assistance, and education/outreach.
▪ Municipal parking code compliance and enforcement duties and working with and responding to the municipal court.
▪ Training includes initial job-related training, and any ongoing or retraining required to correct performance deficiencies.
• Proposer shall describe the training, maintenance and support plan for the current parking enforcement technology including, but not limited to handhelds, future on-street parking management systems and Mobile License Plate Recognition (MLPR) systems.
• Proposer shall explain how citation errors and voided citations will be recorded, monitored and reported to the City.
• Proposer shall describe how they will investigate and take appropriate action for all customer complaints regarding contracted employees (including improper use of equipment) including how and when the City will be notified.
• Proposer shall explain how they will account for all time and streets patrolled during each shift and provide sample reports that include a Daily Activity Report (DAR) and a monthly Parking
Ambassador performance activity including warning and citation data.
Office
• Proposer shall describe basic office space and set up needs including the description of the office being the frontline for in-person customer service which includes, but is not limited to, customer question/inquiry, citation dispute, citation payment, etc. The city may but cannot guarantee that they may be able to provide office space within a city facility.
• Proposer will describe transportation incentives provided to encourage alternative commuting options for their local staff; free parking is not guaranteed and costs associated with staff parking will not be reimbursed.
• Proposer will identify minimum office utility needs and best practices in operational plan with proposal including specification of telecommunication requirements.
Uniform
• Proposer shall describe the proposed uniform and provide an example of their suggested uniform to address year-round weather conditions.

• Proposer shall confirm the uniform policies for this project including the designated inventory that will be provided to each staff member and how it will be monitored to ensure a professional and consistent appearance while on duty.
Vehicles
Proposer shall describe:
• The leased vehicle maintenance, repair, security and for vehicles to ensure downtown coverage, including if a leased vehicle is damaged or disabled.
• Insurance coverage(s).
• Driver safety and training protocols to ensure compliance with insurance and licensing requirements.
Mobile License Plate Recognition (MLPR) Equipment
• Proposer shall describe their history with MLPR equipment including but not limited to training and administration of the MLPR system with preference for work history with Motorola
System’s MLPR system, Vigilant.
• Proposer will describe how MLPR will be incorporated into the proposed service solution to support the BURA contract.
Communication Equipment
• Proposer must describe the communications infrastructure that will be provided to Parking
Ambassadors and outline how the City and/or Police Department will communicate with field personnel and vice versa, as needed.
Body-worn Cameras
• Proposer will describe their history with body-worn cameras.
Citation Issuance Device (Handhelds) / Parking Citation Management System (PCMS)
• Proposer must describe their experience with the provided PCMS, Passport Inc.
Relevant Experience & References
Provide a description of the expertise and recent experience you have in the areas described under the
Scope of Work section of this RFP. Briefly describe other contracts executed by the Proposer that demonstrate relevant experience. Include by uploading your documents:
• A description of your experience in Downtown Parking Enforcement.
• A list of at least three (3) current references for the most relevant completed contracts that directly relate to the scope of services. The reference list should state the reference’s company

Beaverton Equity Procurement Program
The City is dedicated to increasing opportunities for enterprises that have been certified by the State of
Oregon, through the Certification Office for Business Inclusion and Diversity (COBID). A directory of these state-certified firms is available at www.oregon4biz.com/certification.
The City would like to achieve 15 percent of firms certified by COBID in its overall dollar amount of contracting and purchasing activities. In evaluating proposals, the City will consider firms that will be able to help the City achieve this goal.
Therefore, the proposal shall address the following:
A. Is your firm currently certified through the State of Oregon COBID? If yes, indicate all certification types and your firm’s certification number(s). If Proposer is a COBID-certified firm, 4 points are awarded. If Proposer is not a COBID-certified firm, 0 points will be awarded.
B. Provide a narrative description of your firm’s experience, including any innovative or successful measures, promoting COBID-certified enterprises as partners, subcontractors, or suppliers on previous projects. (1 point)
C. Provide a list and percentage of total contract dollars spent with COBID-certified enterprises with which the Proposer’s firm has had a contractual relationship during the last 12 months. (2 points)
D. Describe the actions the Proposer will take to include COBID-certified enterprise participation in this project. Of the subcontractors (if any) identified in the Proposal, specify which subcontractors are COBID-certified enterprises and what certification they hold, if any. (3 points)
E. State the participation goal the Proposer believes it can realistically achieve on this project using
COBID-certified enterprises identified above. A percentage level is preferred. If Proposer states
Zero percent, 0 points will be awarded. (2 points)
Additional Services (optional)
To the extent you believe you can provide the City additional services in matters relevant to the City’s interests, provide a brief description of those services and an approximation of the charge for each service of this type. Such services would be contracted for on an “as needed” basis, to be provided and billed for separately. Offers and/or pricing of additional goods or services included under this heading are not a factor in the evaluation of Proposals.

• Proposer shall provide a description of their municipal on- and off-street, paid parking support experience including, but not limited to implementation, on-demand collections, maintenance, revenue reconciliation, and revenue transfers.

• Proposer shall describe their ability to support the City to find the best prices for enforcement and parking technology, hardware and software and lowest financing rate available where the
City has final approval for all purchases and the procurement burden does not exceed 10%.
4.3. 4.3. Contract Price
Submit a cost proposal for the services described under the “Scope of Work” heading at of this RFP. The
City anticipates the cost proposal will be based on a pricing model of services provided on an hourly rate.
A. Detail all costs for these proposed services. Pricing options must include a breakdown by the following categories.
1. Provide a cost proposal that includes the services and equipment (including, but not limited to, vehicle maintenance, MLPR maintenance and replacement, uniforms, etc.) described within the Scope of Work based upon 10,400 service hours per year.
B. Identify Miscellaneous Costs, if any.
While the City anticipates the cost proposal will be based on a services-provided-on-an –hourly-rate pricing model, a cost proposal may be based on any desired pricing model, including, without limitation:
(i) services provided on retainer or for a flat fee, (ii) services provided on an hourly basis, (iii) services provided on a combination of a retainer, flat fee or hourly rate, or (iv) some other method of payment. In any event, provide sufficient information to allow the City to estimate total contract price for services described under the “Scope of Work” heading of this RFP. To this end, please comply with the following requirements when preparing the cost proposal if based on a cost model other than services provided on an hourly basis:
• If some or all services will be provided on a retainer or flat fee basis, identify the services so provided and state who will perform the services.
• If some or all services will be provided at an hourly rate, identify each of those services and provide the hourly rate for each key staff person available to perform the service.
• Identify how travel expenses (travel, meals and lodging) are billed and any reimbursement limits placed on such expenses.
• Identify any other anticipated expenses, direct or indirect, that affect cost.
• Provide sufficient information about such additional expenses so that City may estimate the annual cost of such other additional expenses.

5. 5. Proposer's Special Instructions
5.1. 5.1. Proposal Submittal
Proposals will be received until 2:00 pm on Wednesday, February 4, 2026. Late or faxed transmitted proposals shall not be accepted. Proposals will only be accepted electronically through OpenGov. The
City accepts no responsibility for non-receipt and/or delays in receipt caused by transmission and reception problems, equipment failure, or any other similar cause.
5.2. 5.2. Pre-Proposal Conference
A pre-proposal conference will be held in connection with this procurement. The pre-proposal conference will be held via Zoom and can be attended at the following link:

This pre-proposal conference is Optional.

5.3. 5.3. Clarification of Solicitation
All questions regarding this project shall be directed through the Question-and-Answer (Q and A) section of this solicitation in OpenGov.

5.4. 5.4. Procurement Method
The City is conducting this RFP pursuant to ORS 279A.050 and Beaverton Purchasing Code Section 46-
0100. The City seeks proposals that will enable the City to determine which service provider and solution

5.5. 5.5. Proposals not available for Public Inspection At The Opening
No formal opening will occur in connection with this procurement. In accordance with ORS
279B.060(6)(a) only the names of the Proposers shall be disclosed at the opening. Notwithstanding ORS
192.410 to 192.505, proposals are not required to be open for public inspection until after the Notice of
Intent to Award a Contract is issued.
5.6. 5.6. Distribution of Proposals
The City intends to publish the names of all Proposers on its portal within 24 hours of the opening of
Proposals. Proposals will be distributed to members of the City’s evaluation team. In submitting a proposal, each Proposer agrees that the City may post the proposal on the City’s Portal for evaluation and ranking and reveal any trade secret or other confidential materials contained in the proposal to City staff and to any outside consultant or third party retained by the City for purposes of evaluating and ranking proposals.
5.7. 5.7. Proposal Validity Period
Proposals must remain open and valid for at least 180 days from the deadline specified for submission of
Proposals. In the event award is not made within 180 days, the City will send a written request to all
Proposers deemed susceptible for award, asking Respondent(s) to hold their price firm for a longer specified period of time.
5.8. 5.8. Withdrawal of Proposals
If a Proposer wishes to withdraw a submitted proposal, it shall do so prior to the Closing date and time.
5.9. 5.9. Cost of Preparing Proposals
All costs incurred in preparing and submitting a proposal in response to the RFP is the responsibility of the Proposer and shall not be reimbursed by Agency.
