About this file
This Question & Answer Report pertains to an Invitation for Bid (IFB No. 3160008067) issued by the Mississippi Department of Health for Behavioral Risk Factor Surveillance System (BRFSS) and Pregnancy Risk Assessment Monitoring System (PRAMS) telephone data collection services. The bid submission deadline is June 24, 2026, at 10:00 a.m. The scope of work requires the contractor to conduct telephone-based data collection for two surveillance programs targeting non-institutionalized adults aged 18 and older (BRFSS) and new mothers (PRAMS). The annual target sample sizes are approximately 4,200 completed BRFSS interviews and 1,500 to 2,500 PRAMS interviews. The total bid form units reflect 15,000 BRFSS completions and 7,500 PRAMS completions across the entire period of performance. The contractor must conduct interviewer training, perform quality control and data editing, manage all programming and data systems using approved protocols (CATI for BRFSS and PIDS for PRAMS), and submit datasets to the CDC within specified timeframes. The contract term runs from execution through June 30, 2029, with potential renewal options for one-year periods up to a cumulative five-year term. An anticipated Notice of Intent to Award is scheduled for June 25, 2026.
Compensation is structured on per-unit completion rates, with bidders required to submit pricing as a per-unit price with total units fixed. BRFSS interviews are to be conducted in English only, with a target of 90 percent cell phone and 10 percent landline completes in accordance with CDC maximum protocols. The BRFSS survey length is estimated at approximately 25 to 30 minutes annually. No advance letters are mailed to samples. Mississippi State University is the incumbent contractor for both BRFSS and PRAMS data collection services. The contractor must be registered to do business in Mississippi, maintain professional liability and general liability insurance commensurate with professional responsibilities, and execute a HIPAA Business Associate Agreement. Current PRAMS participant incentives are issued by the agency and are not included in the scope of work for this IFB. All contract terms are final as stated, and no post-award negotiation is permissible. The contract is subject to approval by the Public Procurement Review Board and the Office of Personal Service Contract Review, with funding contingent upon appropriation by the Mississippi State Legislature.
