About this file
This is Amendment #1 to an Invitation for Bids issued by the Mississippi State Department of Health for Behavioral Risk Factor Surveillance System (BRFSS) and Pregnancy Risk Assessment Monitoring System (PRAMS) telephone data collection services (RFX #3160008067). The amendment updates the timeline for the solicitation process, establishing new key dates: the Invitation for Bids was issued June 2, 2026; vendors may request reconsideration of solicitation terms by June 5, 2026; questions must be submitted by June 11, 2026; and written answers to questions are anticipated to be posted by June 16, 2026. The contract encompasses telephone-based data collection services for two surveillance programs targeting non-institutionalized adults aged 18 and older for BRFSS (approximately 4,200 completed interviews annually) and new mothers for PRAMS (1,500 to 2,500 completed interviews annually). The contract term runs from execution through June 30, 2029, with potential renewal options for one-year periods up to a cumulative five-year term. Bids are due June 24, 2026 at 10:00 a.m. CST, with an anticipated Notice of Intent to Award scheduled for June 25, 2026.
Compensation is structured on per-completion unit rates of $15,000 for each BRFSS survey completion and $7,500 for each PRAMS survey completion. Bidders must demonstrate a minimum of seven years of recent BRFSS data collection experience and must have successfully collected BRFSS data for at least ten states or sites. The contractor must be registered to do business in Mississippi, maintain professional liability and general liability insurance, comply with HIPAA requirements through a Business Associate Agreement, conduct interviewer training, perform quality control and data editing, and manage all programming and data systems using approved protocols (CATI for BRFSS and PIDS for PRAMS). Contractors must submit datasets to the CDC within specified timeframes. The contract is subject to approval by the Public Procurement Review Board and the Office of Personal Service Contract Review, and funding is contingent upon appropriation by the Mississippi State Legislature. Vendors must acknowledge receipt of this amendment and all others by signing and returning the acknowledgement form with their bid submission; failure to do so may result in bid rejection.
