Ellisville State School Facility Maintenance Services - Amendment #2
This is an Amendment #2 document for RFx #3160007840 issued by Ellisville State School, a Mississippi state-operated regional program under the Mississippi Board of Mental Health, modifying the original Invitation for Bids for facility maintenance services. The procurement seeks four trained, seasoned building maintenance workers to provide comprehensive facility maintenance services across the main campus comprising 36 buildings, four staff homes, and eight additional living units in duplex buildings. Workers are required to perform eight-hour days, Monday through Friday (7:00 AM to 3:30 PM standard hours), with potential after-hours, weekend, and holiday work as needed. The pre-bid conference was held on February 3, 2026, at 11:00 AM CST with five vendors in attendance or by phone. Key modification includes the removal of Attachment J regarding ESS Community Homes from the scope of work. Sealed bids are due February 27, 2026, at 4:30 PM CST, with bid opening on March 2, 2026, and Notice of Intent to Award issued on March 3, 2026. The contract is anticipated to commence July 1, 2026, for an initial one-year term with potential renewal for four additional one-year periods, awarded to the lowest responsible and responsive bidder.
Bidders must submit hourly rates for five categories: standard hours (7:00 AM to 5:00 PM, Monday-Friday), after-hours/overtime (5:01 PM to 6:59 AM, Monday-Friday), on-call, weekend, and holiday work, with all pricing inclusive of equipment, materials, insurance, bonds, overhead, profit, vehicles, fuel, mileage, labor, supervision, and all required certifications and licenses with no additional fees permitted. Bidders must acknowledge receipt of Amendment #2 and submit it with their bid package. No specific set-asides or budget amounts are identified in the amendment. Workers must meet specific requirements including vehicle placard registration, daily timesheet submission, and no weapons on campus, with personal cell phones preferred for crew communication directed by a designated crew leader.

This job requires a variety of skills. Otis currently has 5 employees but needs 4 seasoned, trained workers - eight hours a day. Night and weekend work will be slim. Otis mentioned timesheets should be turned in Daily to Stephen Harris, his assistant who will check the time sheets. An invoice will be turned in monthly by the vendor, also to Stephen. Workers might even be asked to dig a hole with caterpillar backhoe in order to bury a Patient Served who has deceased, we do have a cemetery on campus. Workers might be asked to move furniture from one building to another in order to renovate. Well-able-bodied workers are required.
E. SCHEDULE AND PROJECTS – Stephen Harris, ESS Maintenance Assistant – advised plan your work and schedule accordingly. If you know you have a painting project day after tomorrow, let ESS know you will need paint, so paint can be bought and ready so that the vendor is not waiting on ESS.
