About this file
This document is Amendment #2 to RFx #3160007840, issued by Ellisville State School, a Mississippi state-operated regional program under the Mississippi Board of Mental Health, for Facility Maintenance Services. The amendment modifies the original RFQ to remove Attachment J (ESS Community Homes) from consideration at this time and clarifies the bid form's overtime hourly rate structure. Ellisville State School seeks four trained, full-time facility maintenance workers to perform comprehensive maintenance services across 36 buildings on its main campus, including interior/exterior painting, door and window repairs, flooring installation, concrete work, carpentry, electrical and plumbing troubleshooting, and various facility upkeep tasks. Workers will be required to work eight hours daily, Monday through Friday (7:00 AM to 5:00 PM standard hours), with additional on-call, weekend, and holiday services available as needed. A non-mandatory pre-bid conference was held on February 3, 2026, at 11:00 AM CST with representatives from Ellisville State School's maintenance and administrative staff present to address bidder questions. Sealed bids were due February 27, 2026, at 4:30 PM CST, with bid opening scheduled for March 2, 2026, and the Notice of Intent to Award on March 3, 2026. The contract will be awarded to the lowest responsible and responsive bidder for an initial one-year term with four potential one-year renewal options, with an anticipated start date of July 1, 2026.
Bidders must submit separate hourly rates for five service categories: standard hours (7:00 AM to 5:00 PM Monday-Friday), after-hours/overtime (5:01 PM to 6:59 AM Monday-Friday), on-call, weekend, and holiday work. All pricing must be inclusive of labor, equipment, materials, insurance, bonds, overhead, profit, vehicles, fuel, mileage, supervision, certifications, licenses, permits, and any other associated costs with no additional or hidden fees. Bidders must have a minimum of five years of prior facility maintenance experience, a valid Mississippi business license, and required professional certifications or licenses. Insurance requirements include Workers' Compensation, Comprehensive General Liability with $1,000,000 per occurrence minimum, and an Employee Dishonesty or Fidelity Bond with $500,000 minimum limits, all naming Ellisville State School as an additional insured. Workers must complete a minimum OSHA 10 course and be well-able-bodied; no weapons are permitted on campus. Daily timesheets must be submitted to the ESS Maintenance Assistant, with monthly invoices submitted as well. A crew leader should be designated to direct the other three workers. Acknowledgment of Amendment #2 is required to be submitted with the bid package, and failure to do so may result in bid rejection.
