About this file

The document is Amendment #2 for an Invitation for Bid (IFB) #3160007466 issued by the Mississippi Department of Human Services (MDHS) for Language Interpretation & Translation Services. The solicitation seeks a single vendor to provide comprehensive language services, including over-the-phone interpretation (OPI), video remote interpretation (VRI), written translation, and hearing impaired services across multiple languages. The contract is anticipated to be awarded on November 5, 2025, with an initial two-year term and three optional one-year renewal periods. The services will primarily support Spanish, Vietnamese, Arabic, and other languages, with an estimated 5,000-6,000 phone interpretation minutes per month and minimal VRI and translation needs.

MDHS has not set a specific budget for these services and currently does not have a contracted vendor, with various vendors providing services on an as-needed basis. Price is the sole determining factor for vendor selection, and bidders must submit detailed pricing for all requested services in Attachment B. The agency requires interpreters and translators to demonstrate language proficiency, particularly for Spanish, Vietnamese, and American Sign Language, even when formal certifications may not be available. Vendors must be registered with the Mississippi Secretary of State, provide appropriate insurance, and be capable of providing immediate interpretation services during business hours and after-hours as needed. The agency emphasizes remote services, preferring over-the-phone interpretation for spoken languages and video remote interpretation for American Sign Language clients.
