About this file

This is a Technical Proposal Requirements document issued by the Iowa Department of Transportation for the Statewide Drug and Alcohol Testing solicitation. Respondents must submit comprehensive proposals that include a letter of transmittal signed by an authorized representative, an executive summary outlining compliance with RFP specifications, respondent background information detailing operating names, office locations, employee count, key contact information, and subcontractor qualifications, and resumes for all key personnel highlighting education and relevant experience. The proposal must also include detailed disclosures covering the past five years regarding contract terminations, damages, penalties, settlement agreements, regulatory actions, litigation, and accounting irregularities. Proposals are due September 10, 2026, at 1:00 PM CDT with a public bid opening scheduled the same day via Microsoft Teams or phone conference. The successful respondent will receive a one-year initial contract with five optional one-year renewal periods, potentially extending to six years total.

Pricing must be submitted on an all-inclusive, itemized basis in U.S. dollars covering all services, supplies, and administrative costs with separate line items for one-time and recurring costs across the six-year period. Payment terms are Net 60 days with 0% interest, quoted FOB Destination with all freight and expenses included; the Iowa DOT is tax-exempt and will provide exemption certificates upon request. Short-listed respondents may be required to provide audited financial statements, profit and loss statements, Dun & Bradstreet reports, or tax returns for the past three years along with minimum three financial references. The Agency reserves the right to waive nonmaterial variances in proposals if deemed in the State's best interest, provided such waivers do not modify RFP specifications or excuse full compliance. Respondents must register to do business in Iowa before payments can be made, and all disclosures regarding terminations, litigation, and irregularities are continuing obligations requiring written notification to the Agency of any subsequent matters.
