About this file
This is a procurement timeline document for the Iowa Department of Transportation's Statewide Drug and Alcohol Testing RFP (645-DOTRFP-2923-2027). Services include DOT drug tests, breath alcohol tests, after-hours fees, shy bladder fees, observation fees, re-analysis and split specimen fees, cancellation fees, education and training services, and expert witness testimony. Proposals are due September 10, 2026, with a public bid opening the same day via Microsoft Teams or phone conference. A short-list invitation for presentations and demonstrations will be issued by September 24, 2026. The successful respondent will be announced by October 14, 2026, with contract negotiations completed by December 1, 2026. The contract will commence January 31, 2027, and run through February 1, 2028, representing a one-year initial term with options to renew for five additional one-year periods, totaling a potential six-year contract term.
All pricing must be submitted on an all-inclusive, itemized basis in U.S. dollars, covering chain of custody forms, collection supplies, shipping supplies, Medical Review Officer services, testing laboratory services, result reporting, and compliance reports with data integration. Cost proposals must include one-time and recurring costs for the six-year period, equipment costs, and pricing for optional services. Payment terms are Net 60 days with 0% interest, quoted FOB Destination with freight and expenses included. The Iowa DOT is tax-exempt and will provide exemption certificates upon request. Short-listed respondents may be required to provide audited financial statements, profit and loss statements, Dun & Bradstreet reports, or tax returns for the past three years, along with a minimum of three financial references. Evaluation criteria include overall content of written submissions, business knowledge and industry standards, work experience in required skill sets, presentation or demonstration quality, and cost considerations. Respondents should contact Mallory Hunter at mallory.hunter@iowadot.us or 515-239-1347 for questions.
