About this file

This document is Appendix C of the Technical Proposal Requirements for Contract No. DOT2606, issued by the State of Delaware Department of Transportation for the National Electric Vehicle Infrastructure (NEVI) Round 2 Request for Proposals. The RFP seeks proposals for community-focused EV charging infrastructure installation at eligible candidate sites throughout Delaware. Proposing vendors may submit applications for multiple candidate sites, with each site requiring a separate Technical Proposal and Financial Proposal, though only one Administrative Proposal is required per proposer. All application materials must be submitted electronically in searchable PDF format through https://deldot.bonfirehub.com/portal/ by the specified proposal due date. The proposal submission must include four separate files: Administrative Proposal, Technical Proposal, Financial Proposal, and DelDOT Forms and Certifications. DelDOT does not anticipate reviewing proposals submitted after the deadline, and amendments are not permitted without written authorization.

The Technical Proposal requirements encompass detailed information across five primary categories: site location and identification; existing site details including amenities and infrastructure; site layout and equipment specifications; site readiness and permitting status; and narrative responses addressing project feasibility, approach, community benefits, and accessibility. Vendors must demonstrate their qualifications through documentation of prior EV installations completed within the past five years, with specific focus on Delaware projects. The proposal must address financial capabilities, funding sources, cash flow management, ownership structure, rate structures, and billing practices. Vendors must commit to maintaining a 97.00% uptime requirement and provide details on cybersecurity measures, data sharing protocols, and project timelines. The Financial Proposal, limited to two pages per site, must itemize all project costs including site preparation, planning, design, operations and maintenance, data sharing, and utilities, alongside the total amount requested from DelDOT.
