About this file

This document is Appendix B of the Request for Proposals for the National Electric Vehicle Infrastructure (NEVI) Round 2 Contract (DOT2606) issued by the State of Delaware Department of Transportation. The appendix provides detailed project budget guidance and format requirements for applicants seeking to develop EV charging infrastructure. Applicants must itemize all project costs, including hardware specifications (chargers by model and kilowatt capacity with port counts), project development and construction costs (site development, engineering, electrical systems, permitting, and technical support), and other eligible direct costs such as warranties, maintenance contracts, networking fees, and shipping. The budget template requires applicants to list ineligible costs separately, including administration, office equipment, real estate acquisition, travel, landscaping, and renewable energy infrastructure components.

The grant program caps reimbursement at 80 percent of total capital costs, with applicants required to identify other funding sources such as federal tax credits and state or private funds. Eligible costs qualify for funding under the grant announcement, while ineligible costs do not but must still be reported as part of the total project cost. Applicants are responsible for detailed cost justification and must provide itemized breakdowns by category. The example budget provided demonstrates a total capital cost of $321,475, with $70,000 in other funding sources, resulting in a net capital cost of $251,475 and a maximum allowable grant request of $201,180. All costs associated with the entire project scope must be comprehensively documented in the application package.
