About this file
This is a Questions and Answers document issued by the Delaware Department of Transportation in response to bidder inquiries regarding Invitation to Bid DOT2618-RE_CONPIPE for reinforced concrete pipe procurement across four geographic districts. The procurement requires bidders to supply Class IV reinforced concrete pipe in various diameters (12-inch, 15-inch, 18-inch, 24-inch, and 30-inch) totaling 1,608 linear feet across the North, Canal, Central, and South Districts. Bids are due October 6, 2026, at 2:00 p.m. Local Time with public bid opening at the DOT Administration Building in Dover, Delaware. Bidders may respond for one or multiple sections but must bid on all items within each selected section. The initial contract term is one year from execution with two optional one-year renewal periods available through negotiation. Contract award is anticipated within thirty days of bid opening.
The key pricing determination addressed in the Q&A document clarifies that all prices shall be quoted as F.O.B. Destination with freight prepaid and included, with delivery required within ten working days of notification to designated maintenance yards during normal business hours. The Department rejected a bidder's proposal to separate delivery charges by district and instead requires that the total quantities specified on the Bid Price Form Appendix 1 be bid as a complete package with freight incorporated into the line item pricing. Bidders may adjust freight charges according to destination as deemed necessary. Mandatory insurance requirements include Worker's Compensation, Commercial General Liability ($1 million per occurrence / $3 million aggregate), Product Liability ($1 million per occurrence / $3 million aggregate), and Automotive Liability. No bid bond is required; calibration testing must be completed at least fourteen days prior to material shipment, and successful vendors must register through SimpliGov and the Delaware Supplier Portal and submit monthly usage reports.

REINFORCED CONCRETE PIPE

Q # Question Answer
Could you please advise on the scope of work? We rent trench shoring equipment and confined space. Does this project require excavating over 4’ deep?
No rental equipment is necessary.

Would the Dept consider amending the bid tab to allow for a delivery charge to be added to each district and then changing the contract language to reflect this change?
It is impossible to fairly price each item not knowing what is going to ordered at any one time. Using the North District, 80’ of 12” for example. We have no way of knowing if 8’ of the 80’ would be ordered at any one time. A minimum reasonable frt from
Middletown, DE to North District yards is @ $320. For bidding purposes, since no quantity is guaranteed, we must assume only 8’ of the 12” pipe would be ordered. It would be priced at @ $65/lf. ($25/ ft for the pipe + $40/ft for the FRT ($320/8lf.) If the Department orders the entire 80’, the cost to the department now becomes 80’ x
$65/ft = $5200.00. Pricing it as we propose, the cost to the department would be 80’ @ $25/lf=2000 + 320 for frt = $2320. This is $2880 savings to the Department on just this one line. This pricing plan is the most equitable for both The Department and supplier.
The other option is for the contract language to be amended for the pricing to be F.O.B. PLANT and the frt to be quoted at the time of the order.
**Response Response to Q1**No, the total quantities should be bid as indicated on the bid tab Appendix 1 Bid Price Form. and engineers estimate including the freight. Freight charges should be incorportated into the items listed on Appendix 1 Bid Price Form. If the freight charge needs to be adjusted according to destination that is up to the bidder.
