About this file
This is a Questions and Answers document from the Delaware Department of Transportation addressing bidder inquiries regarding ITB DOT2618-RE_CONPIPE for reinforced concrete pipe procurement across four geographic districts (North, Canal, Central, and South). The North District requires 80 linear feet each of 12-inch and 24-inch Class IV pipe, 48 linear feet of 15-inch pipe, and 120 linear feet of 18-inch pipe. The Canal District calls for 40 linear feet each of 12-inch, 15-inch, 18-inch, and 24-inch pipe, plus 40 linear feet of 30-inch pipe. The Central District specifies 120 linear feet each of 12-inch, 15-inch, 18-inch, and 24-inch pipe, and 96 linear feet of 30-inch pipe. The South District requests 120 linear feet each of 12-inch, 15-inch, 18-inch, and 24-inch pipe, and 30 linear feet of 30-inch pipe. The total procurement spans 1,608 linear feet across all sections. Bids are due October 6, 2026, at 2:00 p.m. Local Time, with public bid opening at the DOT Administration Building, 800 Bay Road, Dover, Delaware. The initial contract term is one year from execution with options for two additional one-year renewal periods through negotiation initiated no later than ninety days before contract termination.
The Department rejected a bidder's proposal to amend pricing methodology to include a separate delivery charge per district, maintaining that total quantities must be bid as indicated on the bid tab and engineers' estimate, including freight. All prices shall be quoted F.O.B. Destination with freight prepaid and allowed, with delivery within ten working days of notification to designated maintenance yards during normal business hours (Monday-Friday, 7:00 a.m.-3:00 p.m.). Price adjustments for extensions beyond the initial term shall not exceed the Philadelphia All Urban Consumers Price Index (CPI-U). Award will be made to the lowest responsible and responsive bidder or bidders per section, with the Department reserving the right to make multiple awards, partial awards, or award by item type. Contract award is anticipated within thirty days of bid opening. Successful vendors must register through SimpliGov and the Delaware Supplier Portal, provide a W-9 form, submit monthly usage reports by the fifteenth of each month, and maintain mandatory insurance including Worker's Compensation, Commercial General Liability ($1 million per occurrence / $3 million aggregate), Product Liability ($1 million per occurrence / $3 million aggregate), and Automotive Liability. Calibration testing must be completed at least fourteen days prior to material shipment.

QUESTIONS AND ANSWERS
DOT2618-RE_CONPIPE
REINFORCED CONCRETE PIPE
Friday, September 18, 2026
Q # Question Answer
Would the Dept consider amending the bid tab to allow for a delivery charge to be added to each district and then changing the contract language to reflect this change?
It is impossible to fairly price each item not knowing what is going to ordered at any one time. Using the North District, 80’ of 12” for example. We have no way of knowing if 8’ of the 80’ would be ordered at any one time. A minimum reasonable frt from
Middletown, DE to North District yards is @ $320. For bidding purposes, since no quantity is guaranteed, we must assume only 8’ of the 12” pipe would be ordered. It would be priced at @ $65/lf. ($25/ ft for the pipe + $40/ft for the FRT ($320/8lf.) If the Department orders the entire 80’, the cost to the department now becomes 80’ x
$65/ft = $5200.00. Pricing it as we propose, the cost to the department would be 80’ @ $25/lf=2000 + 320 for frt = $2320. This is $2880 savings to the Department on just this one line. This pricing plan is the most equitable for both The Department and supplier.
The other option is for the contract language to be amended for the pricing to be F.O.B. PLANT and the frt to be quoted at the time of the order.
No, the total quantities should be bid as indicated on the bid tab and engineers estimate including the freight. If the freight charge needs to be adjusted according to destination that is up to the bidder.
