The compensation structure consists of a Department-established hourly wage range of $19 to $26 per hour for the base employee wage, with the vendor's proposed percentage markup applied to cover employer payroll burden, workers' compensation insurance, unemployment insurance, commercial general liability insurance, background screening costs, administration, and profit. The Department selects the specific employee wage within the stated range for each technician. The current contract holder is ND Global Consulting Services, Inc., which charged a 19.5 percent markup and utilized 3,586 man-hours to date. The contract does not use federal funds. Vendors must carry workers' compensation insurance under Florida law and commercial general liability insurance of at least $250,000 per occurrence and $500,000 annual aggregate. Background checks must be conducted on all candidates prior to interview at the vendor's expense. The vendor is responsible for all employee-related costs including holiday and floating-day pay, which cannot be billed separately. Invoicing occurs monthly based on hourly wages multiplied by the vendor's markup, with payment subject to a one percent MyFloridaMarketplace transaction fee. The contract budgetary ceiling is $156,000. All minimum qualification experience must be held solely by the prime bidder, with no subcontracting of core qualifications permitted.

1. What is the comp code that is being used for this ITB?

1. If “comp code” refers to a workers' compensation classification code, the Department does not assign one and none is required; the ITB requires only that the Vendor carry Workers' Compensation insurance under Florida's Workers' Compensation Law (see "Vendor Requirements," Section III, and paragraph 4.C, "Workers' Compensation," of the Standard Written Agreement).
