About this file

This document outlines the Automated Clearing House (ACH) Network Provisions for the Commonwealth of Pennsylvania, establishing payment procedures applicable to all contractors conducting business with the state. The provisions define contractors broadly to include bidders, offerors, grantees, and other entities furnishing goods, services, construction, or other activities under state contracts, grants, or leases. Within ten days of contract execution, contractors must submit or establish ACH information in the Commonwealth's Master Database to receive payments through the state's preferred ACH payment method. Contractors must also submit unique invoice numbers with each invoice submission to enable proper application of state agency payments to respective invoices or programs, and they bear responsibility for ensuring that all ACH information maintained in the Commonwealth's Master Database remains accurate and complete.

Failure to maintain accurate and complete ACH information may result in payment delays. Contractors may additionally enroll to receive remittance information through electronic addenda and email (e-Remittance), with enrollment information available through the Pennsylvania Budget Office website. These provisions apply universally to all Commonwealth contracts and establish standardized payment procedures to streamline reimbursement processing across state agencies.
