About this file
This document is a Requirements Matrix for a Department of State (DoS) Less-than-Lethal (LTL) Defensive System, detailing comprehensive technical specifications for a security system designed to deter and respond to potential compound intrusions. The matrix covers general system requirements, deterrent component specifications, control console parameters, incident reporting targets, security/information assurance protocols, system operation guidelines, and vendor support expectations. Key requirements include the system being commercial off-the-shelf (COTS), capable of continuous 8-hour deterrent operation, compatible with 100-250 VAC power, electromagnetic compatibility compliant, and operational in temperatures from -40°C to +60°C.
The requirements emphasize robust security features such as Active Directory authentication, role-based access control, encrypted communications, ability to withstand network scans, and comprehensive logging capabilities. Vendor support requirements mandate a minimum one-year warranty, technical support for five years post-manufacture, train-the-trainer and train-the-technician support, API documentation, and remote software/firmware update capabilities. The Department of State is seeking innovative less-than-lethal defensive technologies that can be mounted on building or perimeter surfaces, present low visual impact, operate in indoor and outdoor environments, and escalate deterrent responses without using chemical irritants, bullets, or projectiles.
