About this file

This is a Performance Work Statement (PWS) for conducting a comprehensive active Radio Frequency (RF) site survey for Wireless Local Area Network (WLAN) coverage across six dormitory buildings totaling approximately 308,943 square feet. The survey must evaluate 2.4 GHz, 5 GHz, and 6 GHz frequency bands to determine optimal Access Point (AP) placement, validate signal propagation, and ensure high-density capacity requirements are met across the specified facilities: Building A (133,283 sq. ft.), Building B (133,283 sq. ft.), Building 2050 (16,332 sq. ft.), Building 1052 (1,421 sq. ft.), Building 1053 (8,292 sq. ft.), and Building 1054 (16,332 sq. ft.).

The contractor must perform an active AP-on-a-Stick (APoS) survey using industry-standard tools such as Ekahau Site Survey or AirMagnet, measuring real-world signal attenuation through dormitory walls, doors, and resident furnishings rather than relying solely on passive or predictive modeling. Technical requirements include Layer 1 spectrum analysis to identify non-802.11 RF interference sources and foreign/rogue 802.11 networks, as well as capacity and throughput validation measuring Received Signal Strength Indicator (RSSI), Signal-to-Noise Ratio (SNR), Co-Channel Interference (CCI)/Adjacent Channel Interference (ACI), and actual data throughput (uplink and downlink). The contractor must coordinate all building and room access through the designated Government Point of Contact or Facility Manager and may require Government escort for entry into resident rooms. Deliverables include raw survey data in native file format (.esx), RF heat maps (PDF and high-resolution images) for each floor showing projected RSSI, SNR, and data rates across all three frequency bands, AP placement and cabling plans (PDF/Visio) with exact X/Y locations and mounting recommendations, and a formal Remediation & Design Report (Word Document/PDF) summarizing findings, identified interference sources, configuration recommendations, and a Bill of Materials for required hardware.

Performance Work Statement (PWS)

Section 0: Wireless Local Area Network

(WLAN) Active Site Survey Requirements

1. Scope of Work

The Contractor shall conduct a comprehensive, active Radio Frequency (RF) site survey for Wireless Local Area Network (WLAN) coverage and capacity across six

(6) dormitory buildings, totaling approximately 308,943 square feet. The survey shall evaluate 2.4 GHz, 5 GHz, and 6 GHz frequency bands to determine optimal

Access Point (AP) placement, validate signal propagation, and ensure high-density capacity requirements are met.

The facilities to be surveyed are:

• Building A: 133,283 sq. ft.

• Building B: 133,283 sq. ft.

• Building 2050: 16,332 sq. ft.

• Building 1052: 1,421 sq. ft.

• Building 1053: 8,292 sq. ft.

• Building 1054: 16,332 sq. ft.

2. Technical Requirements

The Contractor shall utilize industry-standard survey tools (e.g., Ekahau Site Survey, AirMagnet) to perform the following tasks:

.2.1 Active AP-on-a-Stick (APoS) Survey

The Contractor shall not rely solely on passive or predictive software modeling. The

Contractor shall perform an "active" survey utilizing an AP-on-a-Stick (APoS) methodology (or equivalent Government-approved method). The test AP must be temporarily mounted at the actual proposed installation height and location to measure real-world signal attenuation through the dormitory walls, doors, and typical resident furnishings.

2.2 Spectrum Analysis and Interference Identification

The Contractor shall perform a Layer 1 spectrum analysis to identify, classify, and map existing sources of non-802.11 RF interference (e.g., microwaves, Bluetooth devices, legacy cordless phones) and foreign/rogue 802.11 networks that could impact the dormitory WLAN performance.

2.3 Capacity and Throughput Validation

The survey must validate that the proposed network design will support high-density residential usage. The Contractor shall actively measure and document the following metrics:

• Received Signal Strength Indicator (RSSI)

• Signal-to-Noise Ratio (SNR)

• Co-Channel Interference (CCI) / Adjacent Channel Interference (ACI)

• Actual Data Throughput (Uplink and Downlink)

3. Environmental Constraints & Access

The Contractor acknowledges that dormitories possess dense structural materials

(e.g., concrete block, fire doors) which heavily attenuate RF signals. The survey must account for the required signal penetration from proposed AP locations into individual dormitory rooms.

• Access Coordination: The Contractor shall coordinate all building and room access through the designated Government Point of Contact (POC) or Facility

Manager.

• Escort Requirements: Due to the residential nature of the dormitories, a

Government escort may be required for entry into specific resident rooms during data collection.

4. Deliverables

The Contractor shall provide a comprehensive design package based on the empirical data gathered during the active site survey.

Deliverable Description Format
