General Information
1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
2. This solicitation is being issued as a(n) Request For Quotation (RFQ).

Requirement Information Description:
The contractor shall furnish all tools, materials, hardware, and labor to supply, deliver, install 45 commercial grade washers & 45 dryers in the common areas for dormitories: 122, 123, 130, 210 and 211. Additionally the contractor is to remove and dispose of the existing washer and dryers that are currently located within the buildings noted herein.

Instructions to Offerors
FAR provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. As prescribed in FAR 12.301(b)(1), the following addendum is provided for this solicitation and hereby amends any language therein:
1. Simplified Acquisition Procedures will be used in accordance with (IAW) FAR Subpart 13.5 in awarding this contract. The Government intends to award a Firm-Fixed-Price (FFP) contract to satisfy this requirement. This requirement is being solicited as a Request for Quotation (RFQ); submission of a quote does not guarantee receipt of award.
2. Questions may be submitted to the points of contact above, as well as the Contracting Officer, no later than 30 June 2025 Questions submitted after this date may not be answered.
3. Quotes in response to this solicitation must be submitted via email to all the points of contact above, including the Contracting Officer listed above, no later than the established deadline. Quotes must be valid through 31 October 2025.
4. All price quotations must be submitted on Attachment 3 - Quote Sheet and must be filled in entirely.
5. This acquisition is being conducted according to FAR part 13 and FAR subpart 13.5. The terms and processes used in this acquisition are not subject to the definitions nor processes found in FAR subpart 15.3, even if defined or described in FAR part 15.
Reference to offers, offerers, or proposals in this acquisition shall be read as quotations, vendors, quoters, or quotes. Any clerical errors in this solicitation, to include the attachments, that use the source selection nomenclature in FAR part 15 shall be read and interpreted in a manner consistent with FAR part 13. Examples of nomenclature found in FAR part 15 include: Request for Proposals (RFP), De-briefing, Discussions, Clarifications, etc. Unless otherwise defined in this solicitation, or in the specific FAR part being referenced, definitions of words retain their definition under FAR 2.101, unless no definition is provided, in which the common dictionary meaning shall be used IAW FAR 1.108(a).

Evaluation Criteria
FAR Provision 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. As prescribed in FAR 12.301(c), the following addendum is provided for this solicitation and hereby amends any language therein:
The Government intends to award a Firm-Fixed Price purchase order resulting from this solicitation to the responsible quoter whose quote provides the best value to the Government, in accordance with FAR 13.106-1(a)(2)(ii) and FAR 2.101. There is no ranking or assigned importance to evaluation factor IAW FAR 13.106-1(a)(2)(iii). The use of FAR 15.3 and DoD Source Selection Procedures are not applicable to this solicitation, or any award resulting from this solicitation.
The following factors shall be used to evaluate quotes: Price and Technical.
Quoter's are required to meet all material solicitation requirements, such as terms and conditions, representations and certifications, deliverables, Performance Work Statement (PWS), etc. Failure to comply with the terms and conditions of the solicitation may result in the Quoter being ineligible for award. Quoter's must clearly identify any exception to the solicitation terms and conditions and must provide complete supporting rationale. The Government reserves the right to determine any such exceptions unacceptable, and the quote, therefore, ineligible for award.
For a quote to be eligible for award, the quoter must have a current registration in the System for Award Management (SAM): https://www.sam.gov/SAM, prior to submitting a quote, IAW FAR 4.1102. SAM will be checked to verify the quoter's status before any evaluation is conducted.
Quoter's are advised that their quotation may exceed the requirements of the PWS, but the Government is not requesting or accepting alternate quotes, and each response must respond to the solicitation requirement stated in the RFQ. The Government intends to evaluate quotes and issue a purchase order based on the initial quotes received. Therefore, the contractor's initial quote should contain the contractor's best terms from a pricing standpoint. The Government reserves the right to request revised quotes from, or discuss final terms with, one or more contractors if later determined by the contracting officer to be necessary. Additionally, the contracting officer will not establish a competitive range, conduct discussions, or otherwise use the procedures described at FAR 15.306.
Two copies of the quote are required: (1) original quote and (2) redacted and sanitized copy of the quote removing all company or personally identifiable information (e.g., company name, logo, individual names, etc.) . Failure to submit redacted copy may result in disqualification.
The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
TECHNICAL- An offeror’s quotation will be considered technically acceptable if it meets the specifications in the Performance Work Statement. Quotations that do not meet these requirements will be considered unacceptable and therefore under the evaluation process will not be considered for award.
PRICE - price will be evaluated on a comparative basis amongst all received quotations and the Government's estimate.
