2.0 SCOPE OF WORK: The contractor shall provide a web-based platform and online access which includes data and information in areas of hiring analysis, skills analysis, competitor analysis, location analysis, and talent snapshots. The contractor shall provide a flat fee arrangement for three users with unlimited usage. Each user shall have an individual user identification and password. System access shall be available 24 hours a day, seven days a week, including weekends and holidays. The contractor shall provide virtual training and telephone technical support, as needed.

3.0 PERIOD OF PERFORMANCE: The anticipated period of performance is a one-year base period with four additional one-year option periods.

4.0 SYSTEM ACCESS: DFAS users must be able to access the system using DFAS computers connected through the DFAS network (hardwired or VPN). System access shall not require a reduction of the DFAS security posture to operate. System access shall be available through a web browser executable in a Windows NT PC-based operating environment. The preferred system access is Internet portal based utilizing HTTPS over the standard TCP port 443. Use of other ports must be coordinated with the Government to obtain IT approval prior to completion of an agreement. Port solutions determined as not meeting the DFAS security/cybersecurity requirements will be determined unacceptable. System access shall not require software to be loaded on Government computers, collect/store personally identifiable information, or require the use or acceptance of persistent cookies or cross-site scripting.

5.0 GENERAL REQUIREMENTS: The platform shall continuously gather labor market data from diverse sources and provide the following key metrics and data:

(1) Hiring Analysis – A module to analyze talent supply, demand, cost, and competition data.

The module shall provide users with a tool to research role and market conditions, obtain demand, supply, and salary data, and to research the hiring difficulty, alternate locations, and adjacent skills for specific roles.

(2) Skills Analysis – A module to analyze current skills, future skills, and evolving skills. The module shall provide users with a tool to track new, evolving, and declining skills by location and role and to leverage skill adjacencies to inform better career-pathing.

(5) Talent Snapshots – A module to explore how demand for talent is changing over time.

The module shall provide users with a tool to identify details such as competitor talent pools, emerging skills, or market trends for specific roles and industries.

6.0 SECTION 508 REQUIREMENTS: The Contractor shall follow the Revised 508

Standards to ensure information and communication technology (ICT) is accessible and usable by individuals with disabilities. For more information visit:
