QUESTIONS AND ANSWERS:
1. In reference to Item 2 of Amendment 1, the change of Section C.3 of the referenced RFP to read, On Center Childcare Program IS REQUIRED. Will the Department of Labor provide funding for this program or are proposers required to find "third" party resources to fund this requirement for 50 children?
Response: Job Corps requirements for the operation of an on-site child development center (CDC) are found in the Policy and Requirements Handbook (PRH) in Chapter 6. Exhibit 6-7 describes funding requirements for CDC’s. The operator of the center is expected to locate third party resources, such as Head Start, to support the on-going program costs. Job Corps provides the facility and the center operator will typically cover the costs of maintenance and utilities, as these are allowable Job Corps expenses. Offerors should include in their cost proposals only the allowable categories of maintenance and utilities.
2. Some states require, by code, that boiler engineers maintain and service commercial boiler systems. Does the Sacramento JCC boiler system require a licensed/certified boiler engineer?
Response: No. The Sacramento JCC boiler system is a low-pressure system, and does not require a licensed/certified boiler engineer.
3. What is the relationship of the California Conservation Corps with the Sacramento Center? and Can we get a copy of the MOU of the Center with the California Conservation Corps, if they have one available.
Response: The current partnership arrangement between the California Conservation Corps (CCC) and Sacramento Job Corps has, as its stated goal, “to provide beneficial work experience to the SJCC trainees available through the CCC and provide intensive skill training to CCC corps members through the SJCC.” There is not currently a Regional Office approved MOU in place. Offerors may propose a partnership with the California Conservation Corps if they wish.
