QUESTION & RESPONSE:
1
P. 5
How will recruitment for Sacramento applicants be handled? Who will do the recruitment and from where will the applicants come.
The Sacramento JCC previously had responsibility for Outreach & Admissions. "Who is now responsible for Outreach and Admissions for the Sacramento Center?
Please provide the geographic recruiting area and arrival goals
Response: The recruitment for this center will be accomplished under a separate contract. The RFP for that contract will be posted in the near future. The applicants will come from the counties listed in Section C.3, A.2. of the Sacramento JCC RFP.
2
P. 7&13
For placement purposes, as the center will not be recruiting its own students, where do students come from? In what numbers? Will this require establishment and rental of remote offices?
Response: The offeror should propose its plan for covering the geographic area listed in Section C.3.D. , in its response to Question # 1) in Section L.7, B.1.e., Career Transition Services. Whether the plan includes remote office(s) or staff who travel from the center location is a matter for the offeror to determine and propose to the government.
3
P. 10
What percentage of the student population is enrolled in ESL?
Response: As of August 17, the center has 9 students enrolled in ESL classes. Currently 2.1% of the on board strength is enrolled in ESL classes.
4
P. 11
Health Occupations – This is a broad occupational field. Is there a specific offering or TAR required or is the offeror free to propose the offerings within the field?
Response: The offeror is free to propose the offerings within the Health Occupations field.
5
P. 11
How many instructors are there for heavy equipment operator and heavy construction equipment mechanic? Is the contractor obligated to provide substitute staff for these two trades? Are these full or part time slots?
Response: There are three instructors; two instructors are assigned to the 36 slot heavy equipment operators program and one instructor is assigned to the 16 slot heavy construction equipment mechanics program. The center operator is responsible for providing substitute coverage when IEOU staff call in sick. Slot counts depend upon whether or not a student enters Job Corps with a GED or HSD; a student that enters Job Corps with a GED or HSD takes up two slots, and a student who needs a GED or HSD takes up one slot.
6
P. 11
Is facilities maintenance training offered by the operator?
Response: Yes.
7
P. 11
Please provide O’NET code for the CISCO trade. Who provides the training? Is there a subcontractor? Has DOL issued specifications for the trade? Will cost be provided to the bidder?
Response: The ONET codes for the CISCO program are: 21999JT, 21999JB, 21999JC, 21999JD, and 21999JE. The center provides the CISCO training program and the training achievement records outline what is required for trade completion at various levels. (See Job Corps’ web site: http://jccdrc.jobcorps.gov/CTT/IT/ITTARs/new-cisco-tars/) DOL/Job Corps has focused specifically on industry certification within all career technical training programs, which is in line with the National Director’s new vision. The cost of the CISCO program should be proposed by the offeror in the business and management section.
8
P. 11
In item number 14, Concurrent Vocational Training Programs, do you mean advanced career training or is there another program?
Response: Advanced Career Training.

Response: Yes.
10
P. 33&89
#7, Service Contract Act – For government contracts with other agencies, the agencies make provisions for increases in the wage determinations by providing the contractor with the differences through contract modification. Will DOL do this, if applicable?
Response: As it does with any other unexpected change in the cost of operating the center, Job Corps will assess the need for additional funding for the contract as circumstances dictate. This assessment typically involves a determination of whether savings from other budget lines are available to cover the increase.
11
P. 46
Are there any agreements with WIA or other government entities DOL wants continued?
Response: We are not aware of any specific agreements that must be continued. The contractor is expected to comply with all the requirements of the Workforce Investment Act, including the integration of center operations with the local workforce development system, employers and the business community.
12
P. 77
Have there been any changes in configuration to the facility that would affect the fuel and utility report and need to be taken into consideration? If so, what are these changes and what is the government’s estimate of the cost impact on utilities?

We understand that there are labor union agreements associated with the Sacramento Job Corps Center. Will you please:
• Identify the labor unions
• Identify the employee groups covered
• Identify the contractual commitments associated with them; i.e., compensation, fringe benefits, etc.
46
Reference to Union Membership: Does the Center have current staff or group(s) of staff who are represented by a collective bargaining agreement? Can we request for a copy of the current Collective Bargaining Agreement(s)?
45 & 98
Are any of the employees represented by a bargaining unit? If so, which positions are represented by the union and which union is it? If there is a union, please provide a copy of the bargaining unit contract.
Response: Yes, the center currently has groups of staff who are represented by a CBA. See RFP Attachment J-21.
With the recommended national salaries, is it necessary to do a wage survey?
Response: The offeror is not required to do a wage survey unless needed to justify the use of salary levels different from the National Staff Compensation Data.
When does OMS performance take affect on a new center contract?
Is an OMS score given during the first performance year of a center contract? I not, how will the Contracting Officer determine the level of incentive fee actually earned by the contractor?
Response: OMS performance takes effect immediately when a new contractor takes over operation of an existing Job Corps Center. Therefore, the contractor is eligible to earn incentive fees effective with the first year of the contract.
Please explain what determines a historically low performing center.
Response: There is no specific formula for determining a historically low performing center. The Sacramento center has not been designated as historically low performing.
On page 129 of the RFP under oral presentation step #2-B, item B, evaluation criteria, question #2 appears confusing and not easily understood. Could you explain what DOL is looking for as it relates to the Regional CDSS Plan.
Response: The Regional CDSS Plan is one of several pieces of information that should be considered by the offeror when preparing its responses to the technical questions, in order to demonstrate an awareness of local and regional conditions affecting the Sacramento center. Nothing more specific than that is expected by DOL.
Page 111: Section B: Specific Instructions: No. 2 Bullet Statement: Not make reference which would identify the contractor: Does this statement mean that contractor's names (including acronyms), logos, etc. not be referenced on the technical narrative? Will the logos on the header of the technical proposal be allowable since this will identify the contractor? Please clarify.
Please clarify Technical Proposal instruction on page 111 of RFP DOLJ08SA00001, Sacramento JCC requiring "make no reference which would identify the contractor." This would limit an offeror's ability to present past performance, best practices, proven offeror systems, proprietary programs, copyright protection, key Corporate staff, proposed key Center staff, Corporate support systems performance examples and a variety of additional information that could result in the identification of the offeror. Please provide clarification. Or, do we just not use our company name throughout the technical document?
Response: This bullet has been deleted (See “Changes to RFP” above).
Page 111: Section A: Outreach: Will the three (3) questions of this section be responded to since there is no OA services to be rendered for this proposal?
Response: Yes, offerors should provide responses to the three Outreach questions. Job Corps centers have roles and responsibilities related to outreach, even when they are not responsible for an Outreach/Admissions (O/A) component.
May the offerors be provided the regional geographic assignment plan?
Response: The regional geographic assignment plan (GAP) will not be provided to offerors at this time. It is currently under revision.
Please provide specifics about the child care center. How many children are served and in what age groups? Who is the provider?
Response: The child care center is currently operated by the Sacramento Employment and Training Agency (SETA) Head Start program. It gives priority for enrollment to those students enrolled in the Job Corps program. This site enrolls children from the age of 8 weeks up to the age of 5; 42 Enrolled, 1 Full-day class, 3 Infant/Toddler classes. For more information or details about the Head Start program please visit the website at: http://www.headstart.seta.net/index2.htm .
May the offerors receive copies of the worksheets for the recent staff compensation increases at the Sacramento JCC?
Response: No. These will not be provided.
