RFP# DOL-ETA-15-R-00047
a. QUESTIONS FROM POTENTIAL OFFERORS OF THE PRE-PROPOSAL
CONFERENCE HELD APRIL 2, 2015 AT GAINESVILLE JOB CORPS CENTER
Question(s) and Answer(s) for Gainesville Job Corp Center Procurement
1. Page 14 - The RFP shows a CTT offering Maintenance – Light Repair. There is no official TAR listed on the Job Corps community website for this CTT. Is there a center developed TAR for this CTT, and if so, can we receive a copy?
Answer: The title for the Automotive Repair Technician CTT offering was changed to the Maintenance – Light Repair CTT offering in the RFP. There is a TAR listed on the Job Corps Community website.
2. Page 14 - The RFP lists concurrent training as applicable for this proposal, but there are no CTT listed as being offered off-center. Are there any current CTT’s conducted off center? Is it expected that linkages with off-center entities should be provided for CTT or ACT/OCT training?
Answer: The Center’s current contract is not designated for any off-Center training.
3. Please provide the facility layout of each individual building?
Answer: Please refer to Amendment 02 of the RFP

Amendment No. 04 Page 3 of 10
6. Reference: M.3.3.c – Discussion: Section M provides evaluation criteria for
Adequacy of Staffing.
There does not appear to be a corresponding paragraph in Section L. Please clarify the instruction for this section.
Answer: Please see Section L.6 .I.3(b)
7. Reference: L.6, H – Discussion: Page 119 table requires one CD for each of the four sections. Page 120 indicates that Technical Approach, Staff Resources, and
Past Performance Narrative hard copies are to be bound together in a single binder.
Please clarify whether the offeror is to submit 4 CDs (each containing one section), or 2 CDs (one with the technical, staff, and past performance; and the other with the BMP).
Answer: The offeror is to submit 2 CDs. One CD containing Technical
Proposal, Staffing, and Past Performance. The second CD should contain the
Business Management Proposal.
8. Reference: L.6.H - Should the non-Cost CD (Sections 1, 2, and 3) contain one
PDF file that combines the three sections, or should each section be submitted as a separate PDF file?
Answer: Each section should be submitted as a separate PDF file
9. Reference: L.6.I.3.e - Would the Government consider permitting corporate staff resumes to be included in the Corporate Oversight section, exempt from the section page limitation?
Answer: Please see Section L.6.I.3(e)
10. Reference: L.6.H, table row “a” - Are tabloid (11x17 inch) pages permitted in

Amendment No. 04 Page 4 of 10
12. Reference: Section G.4, Indirect Costs - Section: L.6.I.3.e, Staff Resources
Proposal Corporate Oversight
Discussion: “Explanation of corporate services and support (General and
Administrative services) that will be provided to this contract. Describe the experience and specific areas of expertise of corporate staff that will provide oversight.”
The statement seems to favor corporate oversight functions being charged to the
Cost Accounting General and Administrative (G&A) Services. Depending on the corporation’s Disclosure Statement, oversight functions might come from a combination of indirect costs (G&A, Overhead) or direct costs located on or off Center.
1. We recommended the statement be revised striking “(General and
Administrative Services).” Proposed revision: “Explanation of corporate services and support that will be provided to this contract. Describe the experience and specific areas of expertise of corporate staff that will provide oversight.”
2. Is the Government interested in a description of pooled resources (off-site HR, Finance, Security, Safety etc.) in this section that support Center Operations but not be physically located on the Center?
Answer: The government is asking offerors to state what corporate services and support are being provided to the contract. Direct costs will be accounted for on ETA form 2110 indirect costs can be detailed as part of the cost proposal.
13. Reference: Section L.I.1 Past Performance, Section: M (1) Past Performance
Discussion: Section: L.I.1 “Past Performance will be evaluated based on the
Offeror’s relevant past performance. Relevant past performance is defined as, within the three (3) years preceding the submission of the proposal, the offeror performed a contract sufficiently similar in size, scope and complexity. Size, scope and complexity are defined as follows: Size – dollar value and contract duration;
scope – type of work; complexity – performance challenges and risk.
Section: L.I.1.b.(1) “Current/Recent Contracts: Offerors must provide a list of contracts and programs that they currently operate or have operated within the past three years. The list must include the following information:
• Contract number
• Contracting agency/entity
• Agency contact information
• Period of performance
• Contract value
• Description of service provided”
Amendment No. 04 Page 5 of 10
Section: M.3.1 states, “the Government will focus on information that demonstrates quality of the Offeror’s experience relevant to the size and complexity of the procurement under consideration.”
Questions:
There are different terms used in Section L instructions and Section M evaluation criteria. In order to ensure we provide a compliant response for the most significant evaluation factor, would the Government provide clarification, as follows:
1. Does “size” equate to “Period of Performance” and “Contract Value?”
2. Does “scope – type of work” equate to “Description of service provided?”
3. Is it the Government’s intent that the complexity evaluation factor be addressed in the “Current/Recent Contracts” (L.I.b.1) or the “Narrative”
(L.I.b.2) or both?
4. The Government identifies the complexity sub-factor “performance challenges” as a requirement to address. Is that the same information as
“problems encountered and corrective actions taken?”
5. The Government identifies the complexity sub-factor “risk” as a requirement to address. How does the government define risk and its relation to complexity?
6. Is the Government requesting Program Management Institute approach to risk
(specific risk issues encountered, severity, and associated mitigations)?
7. Is there a page limitation for “Current/Recent Contracts” (L.I.b.1)?
Answer: Further clarification is provided. 1.) Size is dollar value 2.) Scope – type of work is equated to description of the service provided. 3.) Complexity is performance challenges and risk and can be included in the narrative 4.)
Complexity is the same information as problems encountered and corrective actions taken. 5.) Complexity sub-factor “risk” 6.) Yes risk is a requirement to address, how it is addressed is at the discretion of the offeror. 7.) The offeror is allocated 10 pages to describe problems encountered and resolution of contracts over the past 3 years.
14. Reference: L.6.I.1.b(3) - Would the Government confirm that agency/company evaluators may return Past Performance Questionnaires to the CO via e-mail? Or is a hard copy required?
Answer: Agency/company may return Past Performance Questionnaires to the
Contracting Officer by email. Hard copy is not required if return is by email.
Amendment No. 04 Page 6 of 10
15. Reference: L.6.I.1.b(3)
Question/Recommendation: If an agency/company evaluator has submitted an
Attachment J-7 to the OCM for another solicitation within the past three months, is another PPQ required? Would the CO consider accepting the previously submitted
PPQ for evaluation under this solicitation?
Answer: Yes to both questions.

Chart; Section L.6.I.4.b. Staff Salary Structure and Compensation Plan; Section
L.6.I.4.d Narrative Cost Detail – Center, OA and CTS
Discussion: The RFP requires offerors to name in the proposal medical providers, most of which are small businesses, whose five-year contract exceeds the $25,000 threshold. This potentially locks offerors into staying with a medical provider over the life of the contract in order to comply with Small Business regulations. Instead, we suggest that the requirement could be changed to providing this information by the end of the month following the month of award of a first-tier subcontract with a value of $25,000 or more in accordance with I.2(d)(2).
At this time, federal health care reimbursement is in flux, new laws for Medicare are in the legislative process, and continued implementation of the Affordable Care
Act has caused changes in service providers nationwide. Individual and collective health care practices are changing due to market place considerations, and what is an individual practice today could be a collective group of doctors or a hospital system tomorrow.
The Government is asking offerors to provide information on the Health Care professionals with no anticipated benefit given likely turnover of practitioners during the evaluation phase and corresponding competitive pricing disadvantages.
Offerors can determine health care provider costs based on historical data and current labor salary surveys, providing cost assurance to the Government.
Question/Recommendation
1. Consider modifying the requirement at Section L.6.I.4.d as follows:
From “Subcontract information shall contain the list of names and addresses of any proposed subcontractors or consultants the offeror intends to use in the performance of the contract. Include the following information about subcontractors in excess of $25,000…”
Amendment No. 04 Page 7 of 10
To “With the exception of Health Care providers, Subcontract information shall contain the list of names and addresses of any proposed subcontractors or consultants the offeror intends to use in the performance of the contract. Include the following information about subcontractors in excess of
$25,000…”
Answer: The cost proposal shall contain the list of names and addresses of any proposed subcontractors or consultants the offeror intends to use in the performance of the contract that is in excess of $25,000.
17. Does the Government intend that the contractor conduct any type of hazardous material (Asbestos, Lead Paint, PCBs, and contaminated soils) handling/testing/remediation/ abatement as part of contract award?
Answer: No it does not, unless otherwise agreed to via a bi-lateral contract modification between the DOL and operator during the course of the future contract.
If so, please provide the expected scope, including type of hazardous material, location of hazardous material, quantity of hazardous material, and the
Government’s estimated value of the work effort.
Answer: Any scope of work and the estimated cost for a construction/rehab
(CRA) project that may be needed in the course of operating the future contract will be defined as the need for CRA arises. The scope and cost cannot be defined in advance of the need.
18. Please confirm that the Government will remain the Generator or Responsible
Party of all pre-existing Hazardous Waste (asbestos, lead paint, PCBs, and contaminated soils) on this site?
Answer: Since the real estate is owned or leased by the Department of Labor
(DOL), the pre-existing condition of the land and buildings falls under DOL’s responsibility.
Amendment No. 04 Page 8 of 10
19. Would the Government provide copies of all hazardous material reports and surveys, environmental assessments, status of ongoing environmental mitigation efforts, and facility reports outlining hazardous areas (asbestos, lead paint, PCBs, and contaminated soils) relating to the Gainesville JCC?
Answer: The Facility Survey report has been provided as one of the attachments to the RFP that provides sufficient detail on these areas.
Additionally, the Department of Labor will be responsible for any remediation or cleanup of the land or building that may be needed, unless otherwise agreed to via a bi-lateral contract modification in the course of operating the future contract.
20. Reference: Section B CLINs - Would the Government confirm that offerors are not required to provide cost estimates for CLINS 0005, 0006, 0007, 0008, 0009, 0010, 1005, 1006, 1007, 1008, 1009, 1010, 2005, 2006, 2007, 2008, 2009, 2010, 3005, 3006, 3007, 3008, 3009, 3010?
Answer: Offerors are not required to provide cost estimates for CLINS 0005, 0006, 0007, 0008, 0009, 0010, 1005, 1006, 1007, 1008, 1009, 1010, 2005, 2006, 2007, 2008, 2009, 2010, 3005, 3006, 3007, 3008, 3009, 3010
21. Pg. 14: Section: C.3, C-14. The Solicitation indicates Concurrent Training is applicable to the contract, yet the listed Training Slots do not provide for any Off
Center slots. Please clarify the nature of the concurrent training required as it relates to PRH 3.14.

23. Will the Government please provide a vehicle listing for the Gainesville Job
Corps Center?
Answer: Attached is the current Fleet Tracking Management System’s
(FTMS) listing of GSA vehicles for the Center.
Amendment No. 04 Page 9 of 10
24. The file attached to the solicitation titled “Facility Survey” only contains the
Site Plan and Gross Square Feet. Will the Government please provide a full copy of the Facility Survey?
Answer: This has been provided in Amendment 02 of the RFP
25. Paragraph C.3.C.14, “Concurrent Training” on page 14 of the Gainesville RFP indicates that Concurrent Training is applicable to the contract. We request that all present concurrent training agreements be provided to bidders.
Answer: The Center’s current contract does not have any concurrent training programs.
26. Reference: Section: I, I.3 52-209-7 Information Regarding Responsibility
Matters (Jul 2013)
Question - FAR 52.209-7 requires offeror to represent whether it does or does not have current active Federal contracts and grants with total value greater than
$10,000,000. Please move this clause to Section K or provide guidance on where in its proposal the offeror should include its response to this clause.
Answer: Provide response to this clause in Section K
The following questions will be answer in a subsequent amendment
1. Reference: I.1 FAR 52.237-7 (Jan-97) Indemnification and Medical Liability
Insurance (Enter dollar threshold for each health service)
Discussion: FAR 52.237-7(a) requires the CO to enter an amount of liability insurance per occurrence.
Please identify the amount of liability insurance per occurrence.
Will the Government provide indemnification against any future liability regarding hazardous materials (Asbestos, Lead Paint, PCBs) occurrence during the contract period of performance?
Will the Government indemnify the awardee for any pre-existing site based hazardous material (Asbestos, Lead Paint, PCBs) issues on the site prior to assuming the contract?
