Amendment No. 2
1. The solicitation number in the headers of the solicitation does not match with Block 3 in the SF33 Form. The header shows the following solicitation number: DOL-ETA-15-5-00010. In the SF33 block 3 the number is DOL-ETA-15-R-00010.
A: The Solicitation number is DOL-ETA-15-R-00010.
2. Page 3, Section B.1, Does the OBS level of 244 represent the increased OBS level or will there be an amendment providing an increase due to the PY13 OBS increase?
A: The center’s current OBS level is 244 as reported in the RFP. At this time, there is no plan in place to increase the OBS level at this center. Your proposal should be written based on an OBS of 244.
3. Page 12, #11, Does Red Rock have an accredited high school program?
A: Red Rock is accredited by Advanc-ED as a school. However, the center does not issue high school diplomas. The center does have an agreement with Penn Foster for academic credentials and also offers GED2014.
4. Page 13, CTT Offerings Chart, Please clarify if 2 slots represent the equivalent of 1 student in the CTT offering section of the RFP.
A: Yes, based on the CTT offerings chart on Page 13 of the RFP, two (2) slots are equivalent to one (1) student. For example, Hotel & Lodging is comprised of 30 CTT slots. That would be equivalent to 15 full-time CTT students.
5. Page 17, #12, There is staff housing provided at the center. What is the recommended amount to charge for rent for each unit?
A: Rental charges are at the discretion of the operator. Major utility costs (e.g., water, heat and electric) are typically included as part of the rent since they are tied into the center.
6. Page 59, Attachment J-10, The Computerized Property Management Listing does not include the leased GSA vehicles used on the center. Please provide a listing of the GSA vehicles assigned to the current contract. We need this number in order to complete the pricing for the
BMP.
A: Vehicles assigned to the center include the following:

7. Page 60, Attachment J-14, The RFP does not have a collective bargaining agreement attached to the solicitation. Please confirm that this is accurate.
A: This is accurate. Red Rock does not have any collective bargaining agreements.
8. With respect to the Red Rock Solicitation and more specifically Volume II of the Facilities Survey contained within the RFP, can you please provide information on the status of the deficiencies listed in section E of the survey? The list is quite extensive and it would be helpful to know whether these issues have been adequately addressed.
A: Because the list is extensive we will not be able to provide the info you requested.
9. Based on the Facilities survey, it appears that many of the major structural issues in the buildings were to be addressed with Project 2553. Has this Project been funded and what is the status of the projects that were to be undertaken with those funds?
A: Project 2553 includes both a new dining facility and an addendum to the gymnasium. This project is included in the long term facility plan for Red Rock. However, there has been no funding placed on the contract toward this project to date and no work has been started.
10. How many staff currently live in housing on-center and how are we to budget for that expense?
A. There are currently 5 staff members who live in one of the 6 available staff housing units.
If you plan to allow staff to live in the units, it is suggested that you determine an equitable rental amount to cover any costs the center may incur. The choice to allow staff to live in the units is at the discretion of the operator.
