CLEARFIELD JOB CORPS CENTER CONSTRUCTION OF

TWO DORMITORIES AND DEMOLITION SERVICES

CLEARFIELD, UTAH

1. Question: The civil engineer on this project, Project Engineering Consultants, also have a surveying and staking department in their company. They want to know if they are allowed to join with general contractors and bid on the project to do the staking and surveying? Would this be a conflict of interest or even allowed by the DOL?

Answer: NO. Any company or sub thereof involved in the design of this procurement can not be involved in or associated with vendors that bid on the construction solicitation.

2. Question: Is it possible to get approved to bid the HVAC controls on this project?

Answer: Reference specification section 012500 for product substitution procedures.

3. Question: Do you have a list of General Contractors that are furnishing proposal on the above referenced project?

Answer: See the accompanying pre-bid sign in sheet for the list of attendees.

4. Question: Is April 7th the only available date for the job walk-thru for this project? Would it be possible to make an appointment for a different date?

Answer: Yes. Arrangements for subsequent site visits must be made, in advance, by contacting the Center’s representative, Mike Bird at 801-416-4253 or 801-416-4251.

5. Question: Could you please tell me if this will be a set-aside for HubZone?

Answer: The HUBZone requirement is stated on page 1 of the solicitation.

6. Question: Do you have a current plan holders list for this job?

Answer: No. The accompanying pre-bid sign in sheet contains the list of the pre-bid attendees. The attendees may have copies of the plans.

7. Question: Your mix design, calls for 20-25% FLY ASH. What the industry has learned is that Fly Ash minimizes the calcium hydroxide available. The calcium hydroxide is the element in the concrete that all silicates react with. Thus if it is minimized then the gloss is also minimized as is the hardness of the concrete surface. Our recommendation for all densified floors is 15% as a target.

Answer: The modification to the Fly Ash content is acceptable. Mix design shall meet all other requirements (i.e. 28 day strength, etc.) per the contract documents.

8. Question: How would a Company obtain plans?

Answer: They can be downloaded via the link posted on the Federal Business Opportunities (FedBizOpps) website solicitation DOL111RB20342 page, or directly at: http://www.solicitationattachments.com/clearfield.

9. Question: Is bonding required on this job?

Answer: Refer to Line 12A on page 1 of the solicitation.

10. Question: I would like to seek permission to bid the HVAC controls.

11. Question: I would like to find out if Honeywell can be an approved as an "ACCEPTABLE MANUFACTURERS"?

Solicitation Number DOL111RB20342 Page 3 of 8

12. Question: Is there any raised access floors in the scope of work for this project? If so, will it be competitive bid or negotiated?

Answer: Reference the project specifications for access flooring requirements..

13. Question: I noticed that Dorma locksets were not listed among the approved manufacturers. I think this was just an oversight because Dorma was listed in the specification for exit devices, closers etc., and many other manufacturers were listed under locks. I couldn’t find a hardware substitution procedure in the documents.

Answer: Reference specification section 012500 for product substitution procedures.

14. Question: Can you please tell me if this project is just construction, or does it include architecture/engineering as well?

Answer: The project related architectural and engineering work has been completed.

15. Question: Why are there no window coverings specified or called out for this facility? It would seem to me prudent to include something in the windows of the sleeping areas at a minimum, if not throughout the entire project. Do you have any plans to include a window covering specification in a future addenda?

Answer: Window treatments are procured, under a separate contract, by the Job Corps Center.

16. Question: We are an EST (Edwards) Fire Alarm Distributor and would like to know what it would take to have EST as part of the fire alarm Specs for the above job.

Answer: Specification section 283111 section 2.1.B lists the approved manufacturers. Reference specification section 012500 for product substitution procedures.

17. Question: I am being ask by a lot of Electrical contractor's and Electrical Wholesalers to bid on the above project. Have you had time to review our submittal package for prior approval?

Answer: We, the US Department of Labor and its consultants, do not review submittal packages during the project bidding phase.

18. Question: Where in the schedule is the LS-1 diffusers in the common areas? They are not on the diffusers, registers, and grills schedule.

Answer: The linear supply grilles shall be a linear slot diffuser c/w plenum, (3) 1" slots. Manufacturers shall be EH Price SDA, Titus ML-39, or Hart & Cooley S Series.

19. Question: Is there an opportunity to bid on any voice, data, or TV wiring for this project?

Answer: No. All voice, data, and television cable wiring is performed by the Job Corps Data Center.

20. Question: Plan Pages: A310, A311, A312, A313, & A315. These pages show Sound Channel or Hat Channel or

Drywall Furring applied to the bottom of the floor joist for the ceiling of the first floor; and some of these cuts show NO Channel at all. Please clarify what type of channels these are to be and where they occur.

Answer: The sections are showing 7/8" Hat Channel. They occur on the bottom of the floor trusses and as part of the suspended ceiling system as shown in detail D3/A501 (note that this detail should be calling out 5/8" typ. X gypsum board

Solicitation Number DOL111RB20342 Page 4 of 8 as opposed to 5/8" abuse resistant gyp. board). 7/8" Hat Channels also occur in the ceiling of the second story corridor, where the ceiling height is 8'-10 1/4" high and are attached to the bottom of the metal decking. The 7/8" Hat Channel is typically spaced 24" O.C. as per detail D3/A501, but ceiling types C3 and C4 require 16" O.C. because they are tile backer board and glass mat water resistant gypsum board.

21. Question: The Plan and Specifications call for Abuse Resistant Drywall at all walls (Except for some other areas to open to the public). Generally Abuse Resistant Drywall is applied only to 8' high on walls. Please clarify how high it is required to be applied.

Answer: Abuse Resistant Drywall on wall shall extend a minimum of 8' high, measured from finish floor.

22. Question: The brick size that is in the spec for the project is an "Advantage Size" unit and does not course out well with the split face CMU veneer. I was just wondering about an option to use a modular size brick, or for a cost savings, to move to a Norman Size brick. Both the Modular and the Norman are available in the same color and texture as the brick that is in the spec. I have attached a couple of drawings that show the difference, note on the advantage size drawing that cutting is required in most locations around the CMU.

Answer: The size that is indicated in the specification on page 5 of section 042113 is incorrect and item 7 under heading C should read "Size (Actual Dimensions): 3-5/8 inches wide by 2-1/4 inches high by 7-5/8 inches long." The brick should be modular.
