Clarifications and Responses to Questions
1. The project Solicitation is a 100% Total Small Business set-aside.
2. The following are approved equal manufacturers for 50 kW wind turbines: Endurance Wind and Engineered Wind Systems.
3. What is the annual kwh usage at the facility?
Response: The Center has a master electrical meter. Individual buildings do not have meters. Therefore, the annual kwh usage of Building 530 is not available. During the design phase, the successful Proposer shall need to provide an electrical monitoring evaluation using data recorders to establish the electrical usage trends for the Building.530.
4. The optimum locations distance wise to the facility may have a building or utility lines in the fall radius of the tower. Will the DOL entertain proposals with other utilities of structure in the fall radius?
Response: The Solicitation requires that the wind turbine installation support the electrical usage operations of Building 530.
5. Can you please characterize the present electrical service?
Response: The electrical service for Building 530 is supplied by a 300 kVA transformer connected to a main distribution panel equipped with 1000 amp bussing, 800 amp main breaker having operating characteristics of 208/120V, 3 phase, 4 wire. The main distribution panel has two 400 amp, 3 pole circuit breakers serving panelboards on the interior of the building and two 100 amp, 3 pole spaces.
6. Will the facility permit disconnects, junction boxes or other on the exterior of the building adjacent to the electrical panel?
Response: Additional weatherproof enclosed electrical equipment will be permitted to be mounted adjacent to the existing electrical service equipment. During the design phase, the successful Proposer shall submit proposed locations and mounting methods for equipment to be utilized on the exterior of the facilities for review by the Center.
7. It is possible trees may need to be removed to facilitate the installation. Will there be requirements for replacement?
March 31, 2010
Response: The successful Proposer shall identify the trees that will potentially need to be removed and submit the data as part of the design submission for Center review. The successful Proposer shall be responsible to remove trees, and the Center (U.S. Forest Service) will supply and plant new trees and landscaping as may be required.
8. Is there going to be a location on site to dispose of excess soil displaced by the foundation, or is that material going to have to be removed from the site?
Response: There are adequate areas on the Center for the disposal of excess soil. The successful Proposer shall coordinate the preferred location for the excess soil with the Center.
9. Can we tie electrical from the Turbine into any other part of the campus other than building 530?
Response: Per the Solicitation, the electrical power from the turbine shall be coordinated with the electrical service for Building 530.
10. Will the Dept. Of Labor consider more than one option for design under the same proposal?
Response: Per the Solicitation, the consideration of options for the turbine design are permitted. The Proposer’s technical proposal should outline the options that a Proposer would like to consider, particularly with regards to scheduling of design construction options in the preliminary critical path schedule
11. Will there be any available wall space in a mechanical room in building 530 for electrical equipment to support wind turbine?
Response: There is no mechanical room space in Building 530 for housing wind turbine equipment. The Proposer should submit in the technical proposal a proposed plan for housing the equipment in an auxiliary constructed structure as part of this project to support the wind turbine.
12. Bidding documents require anemometer and electric meter for remote monitoring as part of this proposal. The Northwind 100 Turbine comes with remote monitoring capabilities included within the design. Will the remote monitoring capabilities of the Northwind 100 replace or supplement the anemometer and electric meter defined in the solicitation?
Response: The remote monitoring capabilities will supplement the equipment defined in the Solicitation. The successful Proposer will define a design for this equipment interaction with the wind turbine monitoring.
March 31, 2010
13. The solicitation states the DOL will provide under separate contract telephone and data connection to the meter and anemometer. If the remote monitoring that is included with the Northwind 100 will suffice, will the DOL handle telephone and data connections to the turbine site through separate contract?
Response: The Job Corps Data Center will coordinate and furnish/install with the successful Proposer the telephone and data connections for the wind turbine monitoring in accordance with the Center’s computer server system.
