Question 1:

Good morning. Regarding the solicitation DOL099RP20703 for ETA OFLC to support the iCERT Visa Portal System, could you please identify; Are there any incumbent contractor(s) supporting the work today?

Response to Question 1:

Yes. An incumbent contractor is performing general operation and maintenance activities on legacy OFLC systems as well as supporting initial implementation of the iCERT Visa Portal System and its Labor Condition Application (LCA) Module under the H-1B visa program. The work contemplated through this new solicitation will not only cover this work, but add new application development and maintenance activities to support all major OFLC visa program operations such as PERM, H-2A, H-2B, and receiving and issuing prevailing wages. For more information on the types of visa programs currently administered by OFLC, please visit our website at http://foreignlaborcert.doleta.gov and our new iCERT Visa Portal System at http://icert.doleta.gov

This is not a recomplete to the best of my knowledge. Yes, there is a contractor currently performing these services for OFLC. An incumbent contractor is performing general operation and maintenance activities on legacy OFLC systems as well as supporting initial implementation of the iCERT Visa Portal System and its Labor Condition Application (LCA) Module under the H-1B visa program. Not Applicable, this is for an IDIQ contract.

Question 10:

Apart from entering price in the SF1449, do you need us to provide a pricing spreadsheet and/or rate buildup information?

Response to Question 10:

Yes, please provide all supporting pricing documentation with your pricing proposal.

Question 11:

Will task orders issued under this IDIQ be Time & Materials?

Response to Question 11:

No, there will be LABOR HOUR Task Orders.

Question 12:

A Past Performance Questionnaire is mentioned in the RFP but not included, please provide it.

Response to Question 12:

The Past Performance questionnaire is provided through Amendment 0001.

Question 13:

Under Section/Part I General Information Sub section: 1.8 Place of Performance, Page no. 63; We understand from the RFP, “All work under this contract will be performed at the Contractor’s location “offsite” will be performed offsite with a secure connection to the DOL-ETA network. The Database Analyst will perform his/her responsibilities in The Department of Labor’s Office of Foreign Labor Certification”.

Should the offshore location required to have security clearance? Kindly clarify.

Response to Question 13:

Please define “offshore” . See para 1.10.2 of the Statement of Work for the solicitation. All staff performing the work must have a security clearance. Offsite location shall be within the continental United States and must be accessible to DOL personnel at all times.

Question 14:

In case the offshore location requires a security clearance, can the work be performed at teaming partner’s location?

Please define “offshore location”. Please see Amendment 001 Section 1.10.2 updated section of the Statement of work.

Can you tell me if this is a new requirement or if there is an incumbent?? Thanks so much, Response to Question 15:

This is a new solicitation, but the agency does have a contractor performing similar services/activities currently on-site.
