About this file

This Statement of Work is a Request for Quotes issued by the Massachusetts Division of Occupational Licensure (DOL) for the purchase and installation of electric vehicle supply equipment (EVSE). DOL seeks a single qualified vendor to provide a turnkey solution for four 40-amp dual-port Level 2 non-networked charging stations to be installed at four separate domicile locations in Hardwick, Worcester, Boxborough, and Saugus, Massachusetts. The project includes three years of prepaid maintenance and servicing. Vendors must be current, eligible vendors on Statewide Contract VEH122, Category 1. Written questions must be submitted by May 11, 2026, with responses posted by May 15, 2026. Bid submissions are due by 4:00 PM on May 22, 2026, with quotes valid for a minimum of 90 days after submission. Award is anticipated contingent on grant funding approval from the Massachusetts Department of Energy and Resources (DOER) through the Leading by Example Clean Energy Grants for State Entities - Fleet EVSE Deployment 3.0 program. The selected vendor will be responsible for conducting site assessments at each location to evaluate electrical infrastructure, permitting requirements, and installation feasibility, with virtual site reviews available for awarded vendors as needed.

Proposals must include itemized cost breakdowns provided on a per-site and total project basis, with labor, parts, and materials clearly differentiated. Costs must account for site-specific conditions including potential electrical upgrades, trenching, excavation, and local permitting. Vendors should identify utility coordination opportunities where local electric utilities may offset certain costs. Optional operations and maintenance offerings, extended warranties, and hourly maintenance labor rates must be submitted separately from the base acquisition and installation cost. DOL reserves the right to adjust project scope based on available funding and to award to none, some, or all responding vendors. For projects with total costs of $25,000 or greater, contractors must comply with payment bond requirements under MGL Chapter 149, Section 29. Small Procurements will be awarded to SBPP-participating small business bidders if they are eligible and meet the department's best value criteria. The awarded contractor must coordinate with DOL to submit applicable grant applications and pass any received grants directly to DOL as cost reductions.

2 OVERVIEW

The Division of Occupational Licensure (DOL) is soliciting proposals to enter into a contract with one qualified vendor for the purchase and installation of four dual-port or equivalent, free standing, non-networked, 40 Amp Level 2 electric vehicle charging stations at their Domicile location in Massachusetts.

Division of Occupational Licensure (DOL) is seeking a turnkey solution for the equipment, software, network, accessories, warranties, and deliveries required to install the EV charging stations, and three-year upfront prepaid maintenance packages. Due to limited funding availability, DOL reserves the right to adjust the scope of the project to meet the project budget. Vendors should propose options that are in the best interest of the Commonwealth.

Number of Contracts: 1

Division of Occupational Licensure (DOL) will enter into a single contract directly with the awarded vendor for the purchase and installation of the EV units for Division of Occupational Licensure (DOL)’s Domicile locations.

3 SITE INFORMATION

The Division of Occupational Licensure (DOL) is seeking the installation of electric vehicle supply equipment (EVSE) at four (4) domicile locations to support employee-assigned vehicles.

The proposed domicile locations are as follows:

• Hardwick, Massachusetts

• Worcester, Massachusetts

• Boxborough, Massachusetts

• Saugus, Massachusetts

These locations represent employee home-based (domicile) parking environments rather than centralized state-owned facilities. As such, site conditions, electrical infrastructure, and installation requirements may vary at each location. Each location will require evaluation of existing electrical service, panel capacity, and proximity to parking areas. Installation may involve coordination with homeowners or property managers, and vendors should account for variability in site conditions, including but not limited to:

• Driveway or garage parking configurations

• Distance from electrical panel to parking location

• Potential need for panel upgrades or subpanels

• Local permitting requirements

The selected vendor will be responsible for conducting site assessments and confirming installation feasibility at each location prior to finalizing scope and pricing.

Vendors should assume that each site will require an individual assessment to determine feasibility, electrical capacity, and installation approach. The selected vendor will be responsible for coordinating directly with DOL and designated staff to evaluate each location and propose appropriate installation solutions.

To support proposal development, a virtual site review (video call) may be arranged upon request for awarded vendors. Additional site-specific details will be provided during this process as needed.
