About this file
The document is a Request for Information (RFI) issued by the Florida Department of Health (FDOH), specifically from the Office of Information Technology, seeking industry options to modernize its patient record and practice management processes. The RFI, numbered DOH24-024, aims to identify potential vendors for a new electronic health record (EHR) system to replace the current comprehensive, federally certified system used across 67 county health departments serving over 10,000 registered users. The department is seeking a centralized, cloud-based, single sign-on capable EHR with extensive clinical and practice management functionalities, including patient record tracking, clinical visit functions, electronic laboratory ordering, prescribing, and a patient portal. Responses are due by 5:00 pm ET on May 2, 2025, and must be submitted to the Procurement Officer via email.
The RFI outlines detailed functional requirements spanning clinical documentation, electronic communications, reporting, patient portal capabilities, records management, practice management, clinic scheduling, clinical functionality, release of information, interoperability, user management, and general technical specifications. The department is specifically interested in partnering with an established, U.S.-based vendor knowledgeable about practice management and population health, seeking a lightweight, nimble, and highly configurable platform that can capture, store, transmit, and analyze health information in a streamlined, compliant manner. The system must support primary care and public health services, meet unique population needs, and provide implementation and post-implementation support from staff well-versed in the U.S. healthcare system. Vendors are responsible for their own response costs, and this RFI is purely for informational purposes and will not result in a direct contract award.
