About this file
This is a Request for Proposal (RFP) DOH24-011 issued by the Florida Department of Health for a Multi-Modal Communication Platform. The Department is seeking a cloud-based communication and logistics solution to support the Bureau of Emergency Medical Oversight, with the goal of streamlining communication and coordination among public safety personnel, healthcare teams, public health, and government agencies to improve emergency response and patient outcomes. The proposed platform must provide comprehensive functionality, including mobile communication applications, patient encounter management, dedicated communication channels, API integrations with EMS and hospital systems, and virtual incident command capabilities. The RFP was released on 4/10/2025, with questions due by 4/17/2025 and sealed proposals due by 5/13/2025 at 2:00 pm. The anticipated contract award date is 6/2/2025, with an initial five-year term from July 1, 2025, and potential renewal for up to three additional years.
The evaluation process will allocate 800 points to the technical proposal and 200 points to the cost proposal, with the lowest-priced proposal receiving maximum cost points. Respondents must demonstrate staff with a minimum of five years of experience in project management for IT system customization and healthcare communication systems. The RFP includes various compliance requirements, such as scrutinized companies list certifications, forced labor certifications, and comprehensive data security provisions. While no specific budget range is mentioned, the complexity of the required communication platform suggests a significant investment in modernizing emergency medical communication infrastructure. Proposers must be prepared to showcase technical expertise, solution scalability, and the ability to integrate complex communication systems across multiple healthcare and public safety entities.
