About this file

This is an Addendum 1 with questions and answers for ITB DOH24-005 from the Florida Department of Health's Division of Administration for window tinting services at the Clay County Health Department. The addendum modifies the timeline and answers questions received regarding the mandatory site visit scheduled for January 6, 2025 at 1:00 PM at 1845 Town Center Blvd, Fleming Island. Key dates include questions due by January 10, 2025, answers posted by January 24, 2025, sealed bids due by February 6, 2025 at 3:00 PM, and anticipated award posting on February 12, 2025. The project requires completion within 30 days, though weather-related delays will be accommodated.

The estimated budget for this project is $100,000. The Department clarified that window tinting must be installed on the interior side of windows and doors where existing decals are present, and upper clerestory windows above drop ceilings are not included in the scope. A vendor asked about using GSA Schedule pricing, which they estimated could save approximately $12,000, and the Department indicated they would review GSA contracts to determine if they meet their needs. The payment terms include a 10% reduction for each day of late delivery, though this will be waived for weather-related delays.

# Question Answer

In reviewing the DOH24-005 Attachment A, Scope of Work states that the timeline for this installation is 30 days.

Section 7.1 states the following:

7.1. Failure to complete and submit Deliverable 5.2.1 in the

time and manner specified will result in a payment reduction equal to ten percent from the total amount for each day the Contractor is late in completing or submitting the deliverable in the time and manner specified.

Given that this is an "Exterior" Window Film project, the ability to perform work is directly related to the weather conditions outside on any given day.

Will the awarded contractor be given additional days to complete the project if the weather conditions are not conducive to performing an exterior window film installation?

While light rain will not effect our ability to perform work;

heavy rain, lightning and high winds would create a "stop work" condition and we would expect that day to be removed from the 30 day timeline and the payment reduction clause be waived under these circumstances.

Please confirm the Department of Health position to weather delays.

Yes, the Department agrees to make accommodations and exceptions to the time frame resulting from weather delays or weather conditions that cause delays in the completion of this project.

Can you share with me the budget for this project?

Are you aware that the State of Florida is eligible to purchase these services directly off GSA Schedule?

Given that GSA Schedule Contract holders are required by contract to provide the Federal Government the lowest

An estimated budget of $100,000.00.

We will review the GSA contracts to determine if they will meet the Department’s needs.

available pricing, the State of Florida Department of Health is eligible to take advantage of this purchasing apparatus.

Our contract does not allow for us to provide this pricing to customers that are not purchasing off GSA Schedule as the US Govt. is entitled to the best price and would violate our GSA Contract terms and conditions.

Would you like for me to put you in touch with our GSA Contracting Officer to assist you with utilizing our GSA Schedule to make this purchase? Based on the size a scope of this project, it is estimated to save the State of Florida Department of Health approximately $12k on the overall project cost.

Regarding the window graphics currently installed. These graphics and vinyl lettering will need to be removed from the glass prior to any exterior window film installation.

Will the Department of Health be providing replacement lettering and graphics for the window film contractor to replace after the film is applied?

The Department does not intend to remove the decal from the exterior windows and doors. The tint will need to be placed on the inside of the windows and doors with the decals.

These are several upper “clerestory” windows that are not interior vision glass, these windows are above the drop ceiling. Are these windows to be included in the Scope of Work?

No..

Failure to file a protest within the time prescribed in section 120.57(3), Florida Statutes, or failure to post the bond or other security required by law within the time allowed for filing a bond shall constitute a waiver of proceedings under Chapter 120, Florida Statutes.
