Questions Received in Response to RFP #DoDCC-2021-R-0002 –Pentagon Center Courtyard (CCY) Furniture Project dated March 24, 2021–

Amendment A004

The following questions and answers are incorporated in the RFP as set forth at length.

Q. Would a late submission of a sample chair disqualify the proposal submission?

A. Yes, as it is considered part of the proposal submission package. Please refer to Section L., “Proposal Submission Requirements”, pages 32 – 33 of 36, of the RFP.

Q. Upon review of page 33, item #3, we are wondering if you will accept a digital color board with renderings instead of a physical color board?

A. No, digital color boards are not acceptable. Color boards to be submitted with proposals are to be actual color boards (e.g., printouts, etc.). Please refer to Section L., “Proposal Submission Requirements”, Item (3), page 33 of 36 of the RFP, and the Q&A document incorporated as part of Amendment A002 to the RFP.

Q. Regarding removal, where shall the contractor remove existing items to?

A. Delivery and removal will be coordinated with the DoDCC Project Manager and the successful offeror (Licensee). Items will have to be staged, as there are no deviations to the RDF’s hours. A staging area will be provided to the Licensee, but it is subject to what the Pentagon Building Management Office (PBMO) will have available and provide to the DoDCC for this project. At this time, there has been no specific staging area designated. The furniture will need to be stacked and shrink wrapped and then taken out of the Pentagon through the RDF.

Q. Where is the RDF? Are you in a position to suggest a route from the RDF to the Courtyard?

A. The RDF loading dock is located approximately seven (7) minutes in walking distance from the CCY, or approximately .04 miles.

Q. The RFP calls for delivery/installation between 6 p.m. – 6 a.m., but the RDF is only open between 6 a.m. and 4 p.m. How can we arrange delivery/installation and removal with the RDF between 6 p.m. and 6 a.m.?

A. See the answer above. Delivery and installation will be coordinated with the DoDCC Project Manager and the successful offeror (Licensee).

Q. May the contractor bring tools and dollies on a panel van at 6 p.m. and park the panel van at the RDF between 6 p.m. and 6 a.m.?

A. No. Tools and dollies must be brought into the Pentagon through the RDF during its hours of operation. There is no parking permitted on-site at the RDF either during hours of operation or after hours.

Q. The SOW notes that the furniture must display the HDPE code. Do the actual furniture pieces need to have the code displayed on the furniture or can the product specification sheet show the code?

A. Please refer to Section 7.b. of Amendment A004 to which this Q&A document is incorporated. The HDPE code may either be displayed on the furniture or identified on the product specifications for each type of furniture.

Q. Does the HDPE code need to display the number 2 in the center of the triangle?

A. Yes. Please refer to Attachment 1, “Furniture Specifications and Requirements”.

Q. Is there a requirement for any of the picnic tables to be ADA accessible?

A. Yes. Please refer to Section A.1.a., “Solicitation”, “Requirement”, page 3 of 36, of the RFP. Two (2) picnic tables and two (2) hexagonal tables must be ADA compliant.

Q. The SOW notes that the submittal should include a Color Board, a sample chair and small samples of the materials proposed. Can the small samples be attached to the Color Board or do you require loose samples for the submittal?

A. Yes, the small samples can be attached to the color board.

Q. What mailing address are we to use for the sample chair and color board?

A. The sample chair and color board are considered part of offerors’ proposals in response to the RFP. As such, offerors should have the sample chair and color board mailed to the DoDCC at the following address:

Department of Defense Concessions Committee (DoDCC) Room 5B843, The Pentagon Washington, DC 20301

As stated in Section H.16., “Submission, Modification, Revision and Withdrawal of Proposals”, page 26 of 36, of the RFP, for methods of transmission methods for submission of proposals. In order to ensure on-time submission, the recommended method for delivery of proposals is via courier (e.g., UPS, FedEx, etc.) or personal delivery.
