CORRECTION TO QUESTIONS AND ANSWERS IN REPSONSE TO SOLICITATION DOC52PAPT1600007

DATED 2/26/16

1. Please can you clarified the question below since the bid due date is 03/032016 according the solicitation. How would you want the bid to be submitted?

Ans: Per the FBO notice and solicitation all offers/ bids should be submitted electronically to Portia.harrell@uspto.gov. I DO NOT HAVE THE CAPABILITY TO ACCESS BIDS OR QUOTES SUBMITTED ON FBO.GOV although there is a tab labeled ‘bids/responses’ in certain screens on the FBO.gov website. Submit all offers/bids to portia.harrell@uspto.gov by the closing date of 3/3/2016 at 4:00 p.m. EST per the original solicitation.

Ans: Per the FBO notice and solicitation all offers/ bids should be submitted electronically to Portia.harrell@uspto.gov or through the FBO.gov website.

1. Also, we've work with an federal agency performing outside janitorial and maintenance at recreation/campground location for past 4 years. Are we eligible to bid on this project?

Ans: Per clause 52.212-2 of solicitation DOC52PAPT1600007, under #1. Technical Capability the offeror is asked to “Demonstrate two years of commercial cleaning experience”.

2. Also, can you clarify the rough order estimate of $ 250,000 - $ 350,000, as to whether its for just the base year or for the total 5 years.

Ans: The PWS, Solicitation and FBO notice state “The Rough Order of Magnitude (ROM) for this requirement is $250,000.00 - $350,000.00 for one base year plus four one-year options”. The ROM range is for a total of 5 years (base year plus four 1-year options).

3. During site walk-thru representative commented that Government would purchase supplies (toilet tissue, paper towels, soap). It is our understanding under the PWS that contractor would be responsible for such supplies. Please confirm.

Ans: The representative at the site visit provided incorrect information. The PWS, FBO pre-solicitation notice and solicitation are correct in stating that the contractor must supply all tools, supplies, equipment, labor, management, etc… mailto:Portia.harrell@uspto.gov mailto:portia.harrell@uspto.gov mailto:Portia.harrell@uspto.gov

4. What is the current USPTO SJ staff size number and expected staff size once office reaches full occupancy?

Ans: The solicitation asks each offeror to price the certain CLINs by the square foot as the areas have to be maintained whether they are occupied or not. Other CLINs should be quoted by the month or each. So the contract is not dependent on staffed spaces. There are approximately 50, but there will eventually be (in about a year) be 190 employees. This is a ball park figure as the building and work is just beginning at the regional office.

5. During site walk-thru it was mentioned that contractor does not have access to City of SJ dumpster area...Would contractor be responsible for its own dumpster for USPTO SJ? If so, would City of SJ have designated area for it?

Ans: Access to the docks where the dumpster and compactor are located require a coded badge to unlock the gate/doors. Once the contractor has completed background checks and been issued a badge, that badge will be coded to allow access to necessary doors/areas per the contract.

1. Is the site visit mandatory?

Ans: No, Per the solicitation, page 31:

52.237-1 Site Visit (Apr 1984)

Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonable obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.

1. Who is the incumbent?

Ans: This is a new requirement. USPTO does not have a current contract in place.

2. What is the annual value of the existing contract?

Ans: This is a new requirement. See the Rough Order of Magnitude (ROM) in the FBO Posting as well as in full solicitation on page 32.

3. Why is such a short interval allowed to respond to this complex requirement?

Ans: This is a new requirement which must have the contractor in place by 4/1/2016 per the

FBO pre-solicitation and solicitation. The Performance Work Statement (PWS) states on page on page nine (9) that there is a badging and background check process that the contractor has to complete prior to 4/1/16. Thus, 14 days is the maximum time that can be allowed for this basic requirement.

4. Will the government supply consumables (toilet paper, soap, etc.)? These are not required to provide cleaning services.

Ans: Please see the page one (1), paragraph one (1) of the PWS. Please see the FBO posting paragraph one (1). These items are supplies. The government WILL NOT provide supplies, tools, etc. per the PWS and FBO posting.

5. What is the size of the area to be cleaned (s. f.)?

Ans: Refer to the PWS which states “approximately 35,194 square feet”.

6. Do you have a set day for publishing?

Ans: The full solicitation with attachments was published 2/19/16. Please refer to www.FBO.gov.

7. What is the current contract award amount?

Ans: This is a new requirement. USPTO does not have a current contract in place.

8. What is the name of the current contractor?

Ans: This is a new requirement.

9. Are there any incumbent employees currently performing?

Ans: This is a new requirement. USPTO does not have an USPTO employees or FTE’s in place.

10. If yes, could the government share anniversary dates to calculate vacation time?

Ans: This is a new requirement. Per the PWS, FBO posting and solicitation the base year is 4/1/16 thru 3/31/17. The options year dates are listed as well. Please refer to the posting and attachments.

11. Would incumbent employees have 1st right of refusal under this opportunity?

Ans: This is a new requirement.

QUESTIONS AND ANSWERS IN RESPONSE TO PRESOLICITATION NOTICE DATED 2/12/16

1. Can you tell me if there is an incumbent contractor currently performing work for this requirement? If so, could you please provide their company name and contract number?

Ans: This is a new requirement. USPTO does not have a current contract in place.

2. Will there be a set site visit?

Ans: Yes, see Section L - Instructions, Conditions and Notices to Offerors in the solicitation.

3. This solicitation came out on the 12th Friday, The weekend holiday, would not permit a site visit.

The bid is due Tuesday, the 16th, Will this bid be extended to accommodate the timing?

Ans: The PRE-Solicitation Notice came out on 2/12/16. A Special Notice or Pre-Solicitation Notice only announces that the USPTO has an upcoming requirement that will be posted “on or about February 19, 2016”. No response or bid can be submitted to a PRE-Solicitation or Special Notice. Interested contractors may only add themselves to the “Interested Parties List on the FBO website. The fact that the Pre-Solicitation was posted on the Friday of a holiday weekend has no bearing on offerors submitting quotes or proposals once the actual solicitation is posted on or after February 19, 2016.
