About this file
This is a Request for Information (RFI) issued by the Department of Commerce Shared Services Procurement Office seeking market research for HR services related to Personnel Action Requests (PAR), Payroll, and Benefits (PP&B). The RFI is seeking a third-party vendor to deliver integrated PP&B services for most DOC bureaus and the Office of the Secretary, with support including service transition, implementation, operations, and ongoing enhancements. The solicitation includes six draft attachments covering program requirements, service level agreements, key personnel descriptions, projected workload volumes, pricing templates, and staffing models.
Responses are due by December 16, 2025 at 1:00 PM EST and should be submitted to cpalmer@doc.gov. The government is specifically requesting vendor feedback on: sufficiency of provided requirements, proposed service level agreements, key personnel descriptions, pricing structure (especially for mass personnel actions), evaluation approach, and vendors' previous experience with similar complex integrated services. Respondents must provide company details including business size, socioeconomic categories, NAICS codes, years in business, and number of employees, with a 15-page response limit excluding the cover page. The RFI emphasizes that this is not a formal solicitation and the government is not obligated to contract for any services.

Information Request Vendor Response Interest to Prime or Sub this Effort:
Description Summary:
The DOC is seeking a third-party vendor to deliver PP&B services on behalf of the Enterprise Services organization to the majority of DOC bureaus and the Office of the Secretary (OS). The support would include supporting the transition of services, implementation, operations and ongoing enhancements.
The following supporting attachments detail supporting information beneficial for market research purposes. The RFI attachments include:
Attachment 1: Draft Program Requirements and Evaluation Approach Attachment 2: Draft Service Level Agreements (SLAs) Attachment 3: Draft Key Personnel Descriptions Attachment 4: Draft Projected PP&B and Call Center Workload Volumes Attachment 5: Draft Pricing Template Attachment 6: Draft Staffing Model
Specific Information of Interest:
DOC is requesting information from industry in the following areas:
Is there enough information/requirements provided within the attachments to allow your organization to propose against them? If not, please identify your concern(s) and highlight areas that need improvement?
Please provide feedback on the proposed SLA descriptions in Attachment 2 as performance measures. Are there additional SLAs the government should consider? How would your organization suggest measuring timeliness and performance quality?
Please provide feedback on the key personnel descriptions provided in Attachment 3.
Is there enough information in Attachment 1 to offer a strong understanding of the requirements in order to provide a per transaction cost estimate to the Government based on Attachment 5? If not, what additional information is needed?
o Regarding the line item for Personnel – Mass Actions in Attachment 5, there are mass PAR actions processed through the Mass Upload Module (MUM) within HRConnect for items such as realignments, year-end awards. Please provide feedback on how these mass actions could be priced separately from an individual Par Transaction. Some examples of a pricing structure may be: (1) mass actions require a separate pricing structure (e.g., Firm-Fixed Price (FFP) per MUM file), (2) a separate Fixed-Unit Price (FUP) per MUM transaction compared to a separate FUP for an individual transaction, or (3) a blended pricing mechanism that has worked previously.
Please provide feedback on the evaluation approach provided in Attachment 1.
Has your organization previously performed this type of work at this size, scope, and level of complexity as an integrated service? If so, could you provide an example? Please also indicate if you leveraged a fixed-unit pricing method in this example.
