About this file

This file is a Draft Staffing Model Template for the Department of Commerce's Personnel Action Requests (PAR), Payroll, and Benefits (PP&B) Services. The Excel template provides detailed instructions for bidders to complete a staffing model across two primary tabs: Transition Services and Transactional Services. Bidders are required to use predefined Labor Categories (LCATs) from a Rate Card, identify Key Personnel, and populate hours for various functional areas including Payroll Operations, Personnel Operations, Benefits Operations, and HRIT Operations.

The template specifies that bidders should not add a row for every resource, but instead use one row per labor category and indicate hours across different transition and operational periods. The template covers a potential five-year contract period, with specific instructions for populating monthly hours during the transition phase and subsequent years. Notably, this template is part of a Request for Information (RFI) issued by the Department of Commerce to conduct market research for PP&B services, with the understanding that this document does not guarantee a future contract and is purely for information gathering purposes.
