About this file

The document is a Draft Pricing Template for a Department of Commerce (DOC) Human Resources Personnel Action Requests (PAR), Payroll, and Benefits (PP&B) Processing Services contract. The template provides detailed pricing guidance across three primary tabs: Rate Card, Transition Pricing, and Transactional Pricing, with specific instructions for bidders to complete yellow-highlighted cells while preserving existing formulas. The pricing template covers 15 labor categories ranging from Senior Program Manager to Technology Support Analyst, with requirements to utilize 738X schedule labor categories and provide discounted rates across a five-year contract period.

The template instructs bidders to provide fully loaded transaction costs for key services including Payroll, Personnel Actions, Benefits Processing, and HRIT System Administration, mapped to specific sections of the Statement of Work (SOW). Labor categories require bidders to complete rate information, with no yearly increase specified (0% factor), and include detailed descriptions of experience levels for each role. The template allows for some flexibility in transition pricing, permitting bidders to add labor category rows but limiting additions to distinct categories rather than individual resources, with specific guidance on populating hourly rates, transition timeframes, and associated costs.

Instructions

Attachment 5: DRAFT DOC OHRM PAR, Payroll, and Benefits (PP&B) Pricing Template
Overall Instructions: Bidders should complete all cells that are highlighted in yellow for all tabs. Bidders should not change any formulas in cells that are not highlighted in yellow for bidders to complete.
Rate Card Tab Instructions:

• Include yearly increase in cell A2 - the yearly increase should be the same each year

• Bidders should complete columns C and D utilizing their 738X schedule

• Bidders should provide any discount for each Labor Category utilizing column E

• Bidders should not add rows to this tab, as the government believes these are the necessary labor categories to deliver the PP&B program

• Columns F through J will auto populate once the bidders complete the necessary cells Transition Pricing Tab Instructions:

• Bidders should utilize the LCATs provided by DOC, from the Rate Card Tab, to complete column A

• Bidders should utilize the Key Personnel from the draft RFP to identify which rows are aligned to Key Personnel, utilizing column B. If there is not a Key Personnel aligned to the row please type "NA".

• Bidders should use the discounted Year 1 and 2 rates from the Rate Card tab to complete columns C and D

• Bidders should utilize the transition timeframe provided in the draft RFP to determine the hours associated with the transition for each month

• Bidders can add rows for additional labor categories but do not need to add a row for every resource (FTE). Only 1 row is needed for each labor category (e.g., if the bidder needs 2 Senior Process Consultants for the first 5 months of transition then add Senior Business Consultants in a row and put 320 hours for the first 5 months of the transition - columns E through S)

• Columns T through W will auto populate once the bidders complete the necessary cells Transactional Pricing Tab Instructions:

• Bidders should provide a fully loaded cost per transaction for each of the transactional services identified in column A

• Costs per transaction should be reflective of the staffing model provided in volume 1 and inclusive of all costs associated with each service transaction as defined in 3.2 of the SOW (see table below for references)
